Dutch, Lingayeneans Build Dikes; Why Dagupenos could not Emulate Them

 By Mortz C. Ortigoza

Since the sides of Barangays Pantal and Bonuan Gueset in Dagupan City face the sea and are vulnerable to flooding during the high tide, why not our stakeholders emulate how the Dutch constructed their soil embankment and dikes.

Gen. Romeo Macapaz.
Si Macapaz ay pinalitan ni dating CARAGA Regional Director Brig. Gen. Chris Abrahano – isang kaibigan na taga Pangasinan.
BELEAGUERED former Criminal Investigation Detection Group's Chief Brig. Gen. Romeo Macapaz ( left) and his successor Brig. Gen. Chris Abrahano.

"The justice secretary did not mention what Macapaz did that was not to his liking, but there are speculations it had something to do with oodles and oodles of money changing hands to cover up the multiple murders," aniya.

Guv Pushes for Massive Dredging Versus Flooding

LINGAYEN, PANGASINAN—The governor of Pangasinan strongly advocates for the dredging or large-scale excavation of rivers to address the perennial flooding problems that haunt his constituents.

RIVER DREDGING. A worker uses a backhoe in dredging the Tatalon River in Quezon City on Friday (August 12, 2022). The Department of Public Works and Highways has estimated 50,000 cubic meters of soil, sand, and silt to dredge along the river to increase its capacity in handling rainwater during a heavy downpour and prevent flooding in the area. (PNA photo by Rico H. Engr. Hits DPWH, Dagupan Mayor for Misguided Flood Control

 By Mortz C. Ortigoza, MPA

A seasoned Engineer who knows the nuances of flooding and how to solve it lambasted the Department of Public Ways and Highways (DPWH) and the administration of Dagupan City Mayor Belen Fernandez of their failure to commission a drainage engineer to solve if not mitigate the perennial flooding that haunts the coastal city. The incompetence of these two bodies prejudice businessmen who closed shop because they were underwater while residents spent an arm and a leg to elevate their ground floors because of the incessant elevations of highways that made them susceptible to flood that should be egressing to the rivers.

If the leadership of the flood-prone Marikina City have implemented their ten- year flood mitigation plan with success, the leadership in Dagupan City to solve its water problem is still a chicken running without a head?

Bakit Hawak ng China, U.S ang Bayag ng Pinas?

 BY MORTZ C. ORTIGOZA

When I wrote that China "hawak ang bayag" o controls the decision of the Philippines government, it was because:

By Mortz C. Ortigoza

MANGALDAN, Pangasinan – The second term mayor of this one of the richest towns in Pangasinan led recently an executive-legislative meeting to smoothen the deliberation and passing of the Sangguniang Bayan of ordinances that included those to be proposed by her office.
