Top Working Villages To Receive P300K Each From Dagupan Mayor



DAGUPAN CITY – For their exemplary performance in various fields of service, the top-performing barangays here are each set to receive P300,000 worth of project incentives from the local government. 
The performance incentives for each barangay consist of items or equipment that can be used by them for disaster preparedness, according to Mayor Belen T. Fernandez during the Barangay Night held at the city plaza on December 27.
Fernandez added that the incentives were provided for in a resolution authored by Councilor Maybelyn Dela Cruz Fernandez which allocated P5-million budget for barangay disaster preparedness projects.

The performance incentive is in addition to the Unliserbisyo Excellence Award conferred to the barangays “for their outstanding performance towards good governance and upholding the standards of transparency, integrity and service delivery through governance reform and sustained development.”
Patterned after the Seal of Good Local Governance, the award is given to barangays that excelled in six core areas, namely: social protection, environmental management, peace and order, financial administration, disaster preparedness and business-friendliness.
Barangay Caranglaan was adjudged as most outstanding barangay under the big barangay category. It was joined by barangays Malued, Pantal, Bonuan Gueset, Lucao and Bonuan Boquig.

Celeste will win by 100K votes in First District – Kin

BOLINAO – Gubernatorial candidate Art Celeste will get 80,000 to 100,000 lead votes in his bailiwick's First Congressional  District of Pangasinan versus reelectionist governor Amado “Pogi” I. Espino, III  in the next year’s election.

“If Mark Cojuangco beat Pogi Espino with more than 20,000 lead votes in the May 9, 2016  election, Art will bury Pogi with 80,000 to 100,000,” the relative, who asked for anonymity, told this paper when he cited how voters will decide on their bailiwick's district.

Cojuangco, a former congressman of the Pangasinan Fifth District, got 513, 897  votes while Espino won the governorship race with 736, 909 votes or a lead votes of 223, 012 in the entire 44 towns three cities' province.

 The one city and nine towns’ District have 278, 494 voters according to the latest data acquired  last November this year by this writer at the provincial office of the Commission on Election in Dagupan City.

The major local government units and their corresponding numbers of voters that will boost Celeste’s electoral stocks are Alaminos City with 56, 863, Bolinao with 45, 943, and other towns according to some pundits.

Ex Cops In Congress Want Ethics Comm To Probe Garin

LINGAYEN – Former police officials who are congressmen will file a House Resolution for the Ethics Committee to investigate a fellow member who disarmed, mauled, and spat a policeman.

Pangasinan Second District Representative Leopoldo Bataoil said that congressmen Romeo Acop (2nd District Antipolo), Amado T. Espino, Jr. (5th District Pangasinan) and him will be filing a joint resolution for the Ethics Committee to probe Iloilo First District Representative Oscar Garin Jr. upon resumption of the 17th Congress in January 14, 2019.

 “Alleged grave abuse of authority and in aid of legislation,” the solon, a former 
three star police general, said.

Bataoil and the two solons were alumni of the elite Philippine Military Academy who joined the police force when they were in the service.
He cited that he could not speculate if Congressman Garin will be suspended or expelled with the concurrence of two-thirds of the members of the House of Representatives as dictated by the Constitution up to his term at the afternoon of June 30, 2019.

“We cannot speculate, we will leave that to the judgment of the Ethics Committee”.

The Committee recommends for the August Chamber to mete punishment to a disorderly behavior of a member.
He said  even Garin had a public apology that what he did was not an affront to the police institution, still the illegal acts were consummated against  Police Officer 3 Federico Macaya, an investigator of the Guimbal Police Station.

The beleaguered congressman and his father Guimbal Mayor Oscar Garin Sr. were criminally and administratively charged by the police.

Iloilo Province Police Director Senior Supt. Marlon Tayaba, a province mate of Bataoil, cited the criminal charges were for direct assault, grave coercion, grave threats, physical injuries, slander by deeds, serious illegal detention and alarm and scandal while the administrative charges were grave misconduct, conduct unbecoming, oppression, abuse of authority and conduct prejudicial to the best interest of the public.

“Well, the fact remains that a policeman is aggrieved and there was an apology but an act was committed. There is an institution that could hear that,” the Pangasinan lawmaker stressed.

Meanwhile,  Abakada Partylist former congressman Jonathan dela Cruz, who was with Bataoil when the latter was interviewed, said that Guarin should be disciplined.

“Importante iyan. There is a way that these people should be disciplined na gagawin mo sa public station. Hindi tama iyan!”

 Disciplinary action taken by Congress against its member is not subject for judicial review according to jurisprudence’s Osmena versus Pendatun. It said that the House of Representatives or the House of Senate is the sole judge of what is a disorderly behavior by its member.

High public trust, confidence soar PCSO revenues


Philippine Charity Sweepstakes Office (PCSO) General Manager Alexander Balutan revealed that the agency continues to have high public trust and confidence in its gaming products such as Lotto, Sweepstakes and Small Town Lottery (STL) as evident in the January to November gross sales, which is up by 18 percent compared to the same period last year.
“Nakikita naman ng tao na napaka-transparent ang ahensiya. Kumita man o hindi, ibinabalita namin. Kaya walang rason para hindi sila magtiwala sa amin. There are just some things that are beyond our control like budget cut for the Individual Medical Assistance Program (IMAP) dahil nga nag-over utilize na kami. Hopefully, this is just temporary,” said Balutan.
In a data provided by the Gaming, Product Development and Marketing Sector headed Assistant General Manager Arnel Casas, the overall revenues of PCSO from January to November registered a whopping P56,997,652,257.63, short of P3 billion from the P60 billion target set by the agency by the end of the year, but 18 percent higher compared to the same period last year.

Dagupan turns over musical stuffs to elem, secondary schools

DAGUPAN CITY – This city  recently turned over P2.2-M worth of  music instruments to various public elementary and secondary schools here.
Students from Bolosan Elementary School, West Central Elementary School 1, Salisay, Bacayao Sur, North Central Elementary School, East Central Elementary School, Malued Elementary School, Lucao Elementary School, Judge Jose De Venecia Sr. Memorial National High School and Dagupan City National High School rushed to greet Mayor Belen Fernandez to express their gratitude for the new musical instruments.
FOR THE LOVE OF MUSIC. Students of the Judge Jose De Venecia Sr. Memorial National High School thank Mayor Belen T. Fernandez after turning over musical instruments to their school. Other schools were given organ pianos, drum sets, guitars, ukuleles, electric guitars, rondallas and drum and lyre instruments and many more to enable students to discover and enhance their musical talents.The city government is giving its full support in developing the talents and skills of Dagupeño youth in different fields. We are supporting all children in whichever passion they want to pursue because this will develop them to be well-rounded leaders in the future,”  added Fernandez.

Photo Journalist With Bad English

This is not about a stupid photo journalist who took a picture of a mayor for a feature in a give - away calendar in 1985 where the latter stood near a coconut tree where his right hand touched the trunk of the tall tree. 

After the negative or film was developed at “Fred Photo Shop” , the hizzoner (brevity for His Honor the Mayor)  as seen on the shoot no longer stood near the tree, but was already sitting on a wood with a  grater (kudkuran) profusely grating the kernel or copra of the shell for gata' (coconut milk) . 

Damn !

This is another story of a  broadcaster, who asked for anonymity, about a presumptuous photo journalist pretending to be an elite in the opinion industry.

To become a prominent and respected radio commentator, columnist, or political blogger one has to invest years in  voraciously reading topics relevant to the craft one espouses to the 
public.

This swell head, despite his atrocious English grammar and stupid analysis, feels he is part of the elite of the trade. 

He has the delusions of grandeur as seen on the propensity of his  posts at the social media's Facebook after posing with politicians for a photo-op.

Nakapag pa picture lang akala mo naman political adviser na.

Son of a gun, one has to wait for the experts to say how excellent you are and not resort to self-praise.

How can  this photographer masquerading as wannabe pundit when some mayors avoid him like the plague because he could not to be trusted thanks to his penchant to post in public their confidential conversations?

How can fellow reporters earn his trust when he loved to sow intrigue between them and those politicians? 

“He  was even badmouthed by a congressman when he barged inside the solon’ restaurant strutting his stuffs with a woman he brought,” the same broadcaster friend told me.

Nahalata ko lagi ka na lang pumupunta dito!” the congressman, who sensed he was there for money, chided him even he was in front of the woman he probably told how big shot he was.

My advice to this stupid trying- hard political spectator with wrong English grammar: You should know how to put yourself in the proper place because you’re nobody!

Marami ka pang asin na kakainin in the next three hundred years to be in the league of the best in those professions I mentioned.

 To those media men you denigrated with those politicians, do you think you can deliver what they can do since they have a radio, column, and blog while you have an old 
cheap camera and a Facebook account to put your unpleasant, my foot, English where you bragged how great you are.

Those people can damage the corrupt of our society while your camera and bad English lack that capability.

DAGUPAN BAGS NATIONAL ADAC SILVER PERFORMANCE AWARDEE


DAGUPAN CITY – This city adds yet another award to its already long list of awards, this time for its relentless campaign against illegal drugs in the city.
This after the Dagupan City Anti-Drug Abuse Council (CADAC) earned the silver award during the Department of Interior and Local Government’s 1st National Anti-Drug Abuse Council (ADAC) Performance Award.
The city was among the 241 out of 1,715 provinces, cities and municipalities that garnered a rating of 85 to 99 points, which corresponded to an adjectival rating of ideal or high functionality.

Factors such as composition, financial capabilities, functionality, and accomplishments of ADACs in different levels of local government units were considered during the ADAC Performance Audit – National Calibration.
These include their financial and physical accomplishments, drug clearing operations and community-based rehabilitation programs.
One major initiative that clinched the national silver award was the city’s Sagip-User Rehabilitation and Empowerment program.

Mayoral Bet to Kill Himself If He Loses Poll

BUGALLON – The political cauldron brews wildly this early here several months before the mayoral election when one of the candidates announced to media men that in case he will lose the poll he will kill himself.

“Manood kayo mga Espino! Subukan ninyong lumaban ng parehas sa election. Huwag kayong gagamit ng pera at magpakamatay ako pag manalo kayo. Iyan ang hamon ko sa mga Espino. Subukan ninyong lumaban sa pulitika na hindi gagamit ng pera at pag tinalo ninyo ako itong election na ito pagkatapos ng election magbibigti ako,“  the livid former mayor Rodrigo Orduña  emphatically told the amused reporters who attended the press conference he and his village chief brother called after law enforcers  raided a multi-billion pesos illegal cigarette factory here.

The former mayor, who is pitted with Priscilla I. Espino, smarted when he declared to reporters that Espino’s husband Fifth District Congressman Amado T. Espino, Jr. told media men in a press conference held at the municipal hall that Village Chief Edilberto Orduña  had been beaten if his son this town mayor Jumel intervened in the May 14, 2018 Barangay Election.

 The brand new Dagupan City shuttle bus (shown above) is the latest addition to the already long list of service vehicles acquired by the  city government. Lousy Radio Stations

Bombo Radyo still the Best, Sonshine Radio the Worse on Polls

To those electoral advertisers who want the worth of their paid airtime reciprocated fairly, remember these two Latin words: Caveat Emptor (Buyers Beware!)

National amplitude modulation (A.M) pollster’s Kantar Media Philippines (KMP) cited Dagupan City’s based DZWN Bombo Radyo and DZRD’s Sonshine Radio as the perennial front liner and tailender, respectively, on its last quarter this year’s survey.

Bombo Radyo and Sonshine are owned by Florete Group of Companies and Television Evangelist the controversial Pastor Apollo C. Quiboloy.

In the December 2018 polls’ result given to this writer by an official of Bombo, it showed the pathetic rankings of radio stations that serve listeners in Northern and Central Luzon.


HEYDAY OF RADIO - Luis “Louie” Beltran was the shinning star of intelligent radio commentary at his morning prime time A.M band DZRH- Manila in the 1980s and early 1990s. Before his death in September 1994, Louie’s most listened program at DZRH was even syndicated or illegally broadcasted to other radio stations in the Visaya and Mindanao.
The cockfight aficionado’s commentator, who loved to quip “Anak ng bakang dalaga!” while asking his assistant Joe Taruc to do some radio chores, doubled as television host of "Straight from the Shoulder” which analyzed current events then. He was the first editor-in-chief of the Philippine Daily Inquirer and later columnist of the Philippine Star with iconic Op-Ed Maximo Soliven and Teddy Benigno.

TAPUAC STUNNER WINS MS. BALON DAGUPAN


DAGUPAN CITY – Irish Stephanie Caoile of Barangay Tapuac was crowned as Ms. Balon Dagupan 2019 during the pageant night at the city plaza here on December 15.
2018 Ms. Balon Dagupan Shaima Rashed Gad, joined by  Mayor Belen T. Fernandez, guest of honor and speaker National Youth Commission (NYC) Usec. Ronald Cardema, 2018 City Fiesta Hermano Mayor Coun. Jeslito “Jigs” Seen and the board of judges, passed on the crown to Ms. Caole.

A 19-year-old Communication student of University of Pangasinan, Caoile bested 26 other competitors when she also won the Best in Swim Wear competition and minor awards such as Ms. Gorgeous Smile, Mima’s on Fleek Brows Award, Ms. Modelo, Ms. Kawai SPA and Ms. Glamshot.
“I would like to thank God Almighty for the strength and wisdom, and also the city government of Dagupan, Sangguniang Kabataan (SK) Federation and to everyone who came to support not just me but all of my fellow candidates,”  said Caoile.

A few months before the start of the campaign periods for the national and local candidates, members of Congress, many with checkered past, quarreled after some of them expose the billions of pesos pork barrels or “insertions”, if you prefer the latter, stealthily included by some “enterprising” minds in the cornucopia of the proposed 2019 P3.757 Trillion General Annual Budget (GAB).

They upped the ante when they dragged Budget Secretary Benjamin Diokno to the fry.
 Quezon Congressman and  Minority Leader Danilo Suarez grilled the latter at the plenary that his reelective official bala-e ( Sorsogon Vice Governor Ester Hamor  and mother- in - law of his daughter) district in Sorsogon is a beneficiary of a whopping P2.8 billion project.

Susmariosep, “insertion” nowadays has a very bad connotation. 
What after Pornhub, largest global pornographic online site, declared that male and female Filipinos are No.1 “voyeour” based on the minutes they glued themselves on its site. Arroyo and Majority Leader Rolando “Nonoy” Andaya, Jr.

DAGUPAN IS REGION’S OVERALL MOST COMPETITIVE CITY ANEW


DAGUPAN CITY – This burgeoning city was again declared as overall most competitive city in Region 1 under the independent component city category after topping the Regional Competitive Council's competitive index for the third consecutive year.
This, after the city also ranked number one in both government efficiency and in economic dynamism among other cities in the region.

This was revealed during 4th CMCI Recognition and Awarding ceremonies held at the Diego Silang Hall of the Provincial Capitol in La Union on December 12.
DTI Regional Director and Regional Competitiveness Council (RCC) Chairman Florante Leal, DTI Asst. Regional Director Daria Mingaracal, Area Vice-President for Northern Luzon Robert Lim of Philippine Chamber of Commerce and Industry and RCC-1 Co-Chair Nelson Yuchongtian conferred the awards to the Dagupan City government.
Mayor Belen T. Fernandez, along with City Budget Officer Luz de Guzman, City Engineer Virginia Rosario and One Stop Business Center (OSBC) chief Randolf Ubando, received the awards.
This put this city in 14th place in the national overall competitive index, landing 13th place nationwide in terms of economic dynamism; and 7th place nationwide in government efficiency among all cities in the country  based on the National Competitiveness Council’s 2018 Cities and Municipalities Competitive Index (CMCI).
With Dagupan City reigning as most competitive city in the region for three consecutive years, Mayor Fernandez assured the continuous improvement of services and implementation of more programs by the city government through good governance and zero corruption.
“Once the new government center will be up, we will be expecting more services to be delivered to our people while at the same time ensuring the ease of doing business in our city. Mangaldan Mayor Crows Multi-Million Pesos Aid to Education

MANGALDAN – The mayor of one of the richest towns in Region -1 trumpeted her administration multi-million pesos projects she funneled to the educational welfare of the students here.

In one of the highlights of Mayor Bona Fe D. Parayno’s State of the Municipality Address (SOMA) held recently at the public plaza, she cited the tens of millions of pesos her administration allocated to the construction of a swimming pool, a multi-purpose building, aid to the public school teachers, their schools, and the students.

Mangaldan under the helm of Parayno saw the burgeoning town winning for three successive years the prestigious Seal of Good Local Governance (SGLG) from the national government.


Patuloy ang pagsuporta natin sa mga programang nakapaloob sa Special Education Fund (SEF) na umaabot na ng P6 million kada taon. Ilan sa mga pinondohan ng ating Local School Board Fund sa taong 2018 ay ang planong pagpapatayo ng swimming pool sa ating MYDC na aabot sa halagang P15 million na mula sa mga unexpended balances/savings ng Local School Board Fund from 2014 up to 2017. DAGUPAN CITY OPENS CHIC MONTH-LONG FIESTA


DAGUPAN CITY – The city of Dagupan formally opened its attractive month-long city fiesta with a motorcade and the simultaneous opening recently of the Paseo De Belen and lighting of the Christmas Tree at the landmark Quintos Bridge.
Pangasinan Fourth District Rep. Christopher de Venecia, Mayor Belen T. Fernandez, 2018 City Fiesta Hermano Mayor Councilor Jeslito “Jigs” Seen, Fiesta Vice Chairman Councilor Joey Netu Tamayo, along with members of Sangguniang Panlungsod and other city officials, led the grand motorcade which showcased the city government’s new vehicles.
CHIC - Various major areas in Dagupan City, richest city in Region-1, embellished by attractive Christmas decorations. All of these happened through the initiatives of her mayor Belen T. Fernandez.

The singing trio TNT Boys from “Tawag ng Tanghalan”, the young officials of 2018 “Manlingkor Ya Kalangweran” led by Jalen Kody Miles Fernandez and the candidates for Ms. Balon Dagupan 2019 also joined the motorcade and fiesta opening.
Holiday cheers and Christmas carols greeted Dagupeños as the convoy passed through the main thoroughfares of the city on its way to the venue of the main ceremonies at the De Venecia Highway Extension Road.
The Paseo De Belen was formally opened following its blessing and ribbon-cutting ceremony. Its opening also marked the simultaneous lighting of the Quintos Bridge and the giant Christmas Tree in front of the City  Museum.

40 arrested over illegal gambling



Philippine Charity Sweepstakes Office (PCSO) General Manager Alexander Balutan declared on Monday that there will be no let-up in the campaign against illegal gambling as it arrested 40 people in Cebu and Mandaue cities recently.

“We will not stop until we shut down all peryahan ng bayan outlets,” he warned.

In a two-day joint operations headed by Manuel Fraginal Sr., chief of the PCSO-Nationwide Inter-Branch Security Monitoring (PCSO-NIBSM), in coordination with the National Bureau of Investigation (NBI), he said that the crackdown led to the closure of GlobalTech’s “peryahan ng bayan” collection outlets and the arrest of 18 Globaltech employees in Mandaue City and 22 in Cebu City.

“The arrested personnel are now facing cases for violations of Republic Act 9287 (for direct involvement in the illegal numbers game) and Republic Act 10175 or the Cybercrime Prevention Act,” said Fraginal.

Confiscated from the peryahan ng bayan outlets were gambling paraphernalia, fake PCSO identification cards, cellular phones, and other pieces of evidence to be used in court.

Fraginal added that each of the arrested personnel will have to post bail for their temporary liberty ranging from P60,000 to P120,000 depending on the court.
