Exec.

QUASI-JUDICIAL FUNCTIONARIES. Pangasinan Governor Ramon Guico III (2nd from right) is flanked by (from left to right) Provincial Government Administrator Ely Patague, Vice Governor Mark Lambino and a top honcho from the Land Bank of the Philippines. According to the law, the approval and disapproval of the Governor of the executive orders of the mayors under his jurisdiction and the reviews of the ordinances, resolutions, and executive orders by the provincial lawmaking body leads by Lambino are part of the quasi-judicial function of the duo.

Superboy Mayor Pat and Cityhood

Dropped by today at the office of Pangasinan's Superboy Mayor Pat Caramat of Calasiao for some chats while I quaffed the hot coffee prepared by his toastmaster Backy Robasta alias Backy Clownn (seen at the left photos).

I talked with the Whirling Dervish of Calasiao on the latest law on cityhood that only requires a town or a cluster of barangays to earn a LOCALLY generated average annual income of P400 million for the last consecutive two years based on the 2012 constant prices and DOES NEED ONE of the two requirements of the Land Area (100 sq. km) and Population (150,000 inhabitants).

 By Mortz C. Ortigoza, MPA

BAYAMBANG, Pangasinan – The Julius K. Quiambao Medical & Wellness Center, Inc. (JKQ MWC) here is one of the saving graces of the Philippines pathetic hospitality industy as it is poised to be part of the medical and wellness tourism of the country.

“I am confident that JKQ MWC will even jumstart the medical tourism sector in our province and region. Medical and wellness tourism has a high chance of succeeding in our country because, from the perspective of tourists from the First World countries, we have relatively affordable healthcare services. I believe this hospital is positioned to benefit from these positive trends,” said by this town’s former mayor and JKQ MWC Board Chairman Cezar T. Quiambao during the inauguration of the hospital attended by First Lady Liza Marcos, Health Secretary Teodoro Herbosa, Pangasinan Governor Ramon Guico III, and other luminaries.

Torre Out; Nartatez In as New PNP Chief

By Mortz C.Ortigoza

Police Lieutenant General Jose Melencio Nartatez Jr. replaced Police General Nicolas Torre III as the head of the Philippine National Police following the latter's relief from the post, Interior and Local Government (DILG) Secretary Juanito Victor 'Jonvic' Remulla said on Tuesday.

General Jose Nartatez

Torre’s term lasted just 85 days after a dispute with the National Police Commission headed by DILG Chief Remulla when he reshuffled Generals and Colonels without the imprimatur of the Commission.

When asked to revoke his order, Torre - an Ilonggo -- ignored his boss.

Torre short term as the top honcho of the national Police was marked by bold no- nonsense decisions. He set a five-minute response rule for Metro Manila cops, dismissed 19 officers for misconduct, relieved eight police chiefs for poor performance. He was the first Philippine National Police Academy graduate to rise to the top of the 280,000-strong force.

Torre is seen by political kibitzers to be appointed by President Bong Marcos as either chief of the corruption ridden Department of Public Works & Highway or the National Bureau of Investigation as a continuing payment of debt of gratitude by Marcos after the tough Torre put in jail self declared son of God Apollo Quiboloy and International Criminal Court's subject at the The Hague in the Netherland former President Rodrigo Duterte who was accused of Crime Against Humanity.

While most NBI Chiefs are lawyers or law-enforcement officers with legal backgrounds, it's possible for a Chief to be non-lawyer by having a background as a certified public accountant (CPA) or a career police officer.

Personal Information of General Nartatez - a son of a General, too.

Be Like Gina, G sa Delata!

By ZJ R. Ortigoza

"We have to learn how to walk with kings and eat with paupers."

“Ibig sabihin, matuto tayong makihalubilo sa pinakamataas at matutong kumain kasama ng mga taong nasa laylayan.” Yan ang sabi sa akin ni Manay Gina de Venecia— isang payong ipinamana pa raw sa kanya ng kanyang mga magulang, sina Daddy Pinggot at Mama Nene kung tawagin niya. Simpleng salita, pero napakalalim. At sa bawat kilos at galaw ni Congresswoman Gina, ramdam mong isinasabuhay niya ito.

GOODIES FROM DSWD. Pangasinan 4th District Cong. Gina de Venecia (right) and the author partake their lunch composed of the cheap priced canned corned beef and loaf meat from the box of a relief box distributed by the Department of Social Welfare and Development to the poor folks affected by the calamity.

When SIDE SHOW Freaks Becomes a Thing of Beauty

 By Migz Trinidad

Oddities stir a huge population who bores from the familiar. Humans have this undeniable itch to satisfy the curious brain from the unusual and the extraordinary happening in a blank society. Before the advent of technology became one of our main sources of entertainment, there was the circus.

Sandbox Collective’s director Toff De Venecia took us back in time when freaks dominated the stages. Entering the Powermac Center Spotlight Blackbox Theater was like a Barnum & Bailey Circus which was popularized by America’s greatest showman, P.T. Barnum. With a touch of modern iterations like the cascading old screens of a drive-thru projector theater, it elevated the viewing experience thanks to their partnership with Panasonic.
