Duterte wants Alan as 2016 partner if he decides to run



Davao City Mayor Rodrigo Duterte favors Senate Majority Leader Alan Peter Cayetano as his running mate if he decides to run for president in the upcoming national elections.

"Si Alan? Of course. He is a lawyer. He's very articulate, marunong," Duterte said when asked by reporters in Davao whether he thinks Cayetano has what it takes to be the country's next vice president.

The mayor had a private dinner meeting with Cayetano on Tuesday night (Sept. 29),  the same day the senator announced his bid for vice presidency in Davao city.

Duterte confirmed that he and Cayetano briefly discussed the possibility of forming a tandem for 2016, although he clarified that nothing was finalized as he is yet to decide whether or not he would run for a higher office.

“We were just making some projections. We also talked about team-ups and tandems, but nothing definite. Hanggang ngayon, sabi ko, hindi pa naman ako kandidato,” he noted.

Duterte, meanwhile, said if he had one thing in common with the Senate leader, it would be their “good grasp of the practical solutions for [the country’s] problems,” including poverty and the need to improve the economy through adequate infrastructure.

In a separate interview, Cayetano expressed his gratitude to the mayor for supporting his bid for vice presidency. He also said he is willing to wait for a final decision from Duterte, stressing that “a good partner is worth waiting for.”

The senator also claimed that whatever happens in the coming weeks, he will remain committed to his goal of pushing for real change and for a more inclusive growth that will be felt by all Filipino families. #

Cayetano to run for VP; Announces in Davao amid rumors of Duterte-Cayetano tandem

Ngunit kadalasan, ang kaganapan ng plano ng PANGINOON ay hindi nangyayari dahil tayo mismo, kulang ang pagkilos para mangyari ito.

Naibahagi ko na kaisa niya ako laban sa korapsyon at mga reporma sa gobyerno. Naipapakita ko din na sa Senado, 90 percent (nobenta porsyento) ng kanyang programa ay nasuportahan at naipaglaban ko.
Natalakay din ang Bangsamoro Basic Law (BBL) at napaliwanag ko ang aking posisyon at prinsipyo ukol dito.
For the record, I will not sacrifice my principles for politics or for any position in government, nor did the President ask me to do so.
For the record, I believe that the whole Mindanao should get a BBL like law, not only the MILF.
That is why calls by Mayor Rodrigo Duterte and Senator Koko Pimentel for Federalism are growing louder.
That is why calls for decongesting Metro Manila and decentralizing power are gaining grounds.
That is why I filed today the Mindanao Peace and Development Act of 2015.
That is why I challenge all those in government... Do it now.
Move the Department of Transportation and Communications (DOTC) to Clark in Pampanga, the Department of Tourism (DOT) to Cebu, and the Department of Agriculture (DA) to Davao.
Tunay na pagbabago, hindi panay pangako.

Dagupan launches Blood Mo, Type Ko



DAGUPAN CITY – Mayor Belen T. Fernandez led the successful launching of the city’s blood typing project and mobile blood donation activities dubbed as “Blood Mo, Type Ko, Free ‘To” on September 22 at Dr. Salvador T. Duque Field House, Lyceum Northwestern University here.
Along with Fernandez during the launching program were lawyer Gonzalo T. Duque,LNU chancellor; Dr. Vivien Villaflor and Florame Magalong, Philippine Red Cross, chapter administrator; Department of Interior and Local Government City Director Rhoderick Dawis; the Punong Barangays headed by Councilor Marcelino Fernandez; and the officers and members of the Dagupan City Blood Council with  Rhyza Ventinilla as focal person.
The blood typing project and mobile blood donation activity is in accordance with Republic Act 7719 otherwise known as AN ACT PROMOTING VOLUNTARY BLOOD DONATION, PROVIDING FOR AN ADEQUATE SUPPLY OF SAFE BLOOD, REGULATING BLOOD BANKS, AND PROVIDING PENALTIES FOR VIOLATION THEREOF.
More than 120 students underwent blood typing and eventually became blood donors with majority of them registered as having a type O plus blood type.
Fernandez conveyed her gratitude to those who supported the launching program especially those who pledged their unwavering support to the cause of saving lives.

NGCP appeals for public support against pilferage



DAGUPAN CITY – The National Grid Corporation of the Philippines (NGCP) appealed for public support in the prevention of pilferage of transmission line hardware and materials in order to sustain the reliability and stability of the power grid.

“We are requesting the host communities of our substations to guard and protect the transmission line facilities against thieves” said Engr. Jose Arellano, head of the NGCP North Luzon Operations and Maintenance Division.

In a press conference held in this city recently, Arellano said that pilferage of transmission line assets can trigger substandard delivery of service which will have adverse effects to residents and businesses that are dependent on NGCP’s power delivery.

NGCP is the private company operating the country's transmission lines, which deliver electricity from power plants to distribution utilities and electric cooperatives. Since these transmission facilities are made of metal, they can be sold to junk shops.

According to NGCP, stealing of electric materials is punishable under Republic Act 7832 or the “Anti-Electricity and Electric Transmission Lines/Materials Pilferage Act of 1994.”

DOST-ICTO to establish Tech4Ed centers in Pangasinan




DAGUPAN CITY– The Department of Science and Technology-Information Communication Technology Office (DOST-ICTO), together with the local government units in Pangasinan, will soon establish a knowledge hub in rural areas to open opportunities to the most vulnerable sectors of society.

DOST-ICTO Information Officer Roy Espiritu, who represented Undersecretary Louis Napoleon Casambre, said the knowledge hub known as “Tech4Ed Center” aims to bring digital opportunities to the most marginalized and vulnerable sectors of the society who remain foreign to digital technology because of lack of access to digital resources.

“The impact of information and communication technology on the lives of Filipinos has been very significant that it opens opportunities for growth and development of the society,” Espiritu said during the Multi-Stakeholders ICT Forum and Tech4Ed memorandum of understanding (MOU) signing held at the CSI Stadia here on Friday.

To this end, DOST-ICTO looks forward to start a positive development outside the urban areas through the four Tech4Ed platforms, he said.

Education, entrepreneurship, employment and economic development are the four platforms of the program.

“With the Tech4Ed program, vulnerable groups such as indigenous people and persons with disability now have a chance to upgrade their skills and earn income through online jobs,” he said citing that education through online learning centers will now be more accessible to people especially to out-of-school youths.

Espiritu added that through online markets and cooperatives, entrepreneurship can be more accessible while employment will now be more abundant through online skills training and development.

Alcala signs IRR on amended Fisheries Code

Agriculture Secretary Proceso Alcala signed the Implementing Rules and Regulations (IRR) of the amended Philippine Fisheries Code on September 22 in Quezon City.
 
The 89-page IRR provisions on Republic Act (RA) 10654 or the act that amended RA 8550, otherwise known as the Philippine Fisheries Code of 1998, are the result of the 20-day drafting process, which was participated in by commercial fishing companies, government sector, civil society organizations, academe, non-government organization (NGOs) and fisherfolk representatives.
 
“We thank all the members of sector who actively participated in promulgating the IRR of the amended fisheries code. We continue to encourage everyone to support the law that aims to safeguard our seas in order to achieve sustainable fisheries, for the benefit of the whole fishery sector,” said Secretary Alcala.
 
The IRR covers specific procedures on how to impose the penalties to fishers who committed illegal, unreported and, unregulated (IUU) fishing activities. It also lays down the guidelines on the enforcement of various fisheries conservation measures.
 
One of its salient features is the application of Vessel Monitoring Measures (VMM) which only applies to Philippine-flagged commercial fishing vessels operating outside the country’s waters and commercial fishing vessels of 30 gross tons (GT) and above which are operating in the Philippine waters.  The implementation schedule of the VMM application is specified in the IRR.       
 
The IRR on the Amended Fisheries Code also includes a provision on the use of active gears such as purse seine, locally known as “pangulong” and ring net or “taksay” by small-scale and medium-scale commercial fishing vessels who may be allowed to operate in 10.1 to 15 kilometer off the shoreline subject to certain conditions prescribed by the law.

P80M budget to fund projects in Mangaldan

MANGALDAN – The mayor here expects P40 million from the roughly P200 million municipal budget for fiscal year 2016 will be passed by this town’s legislative body in October so she can fund her various projects.

With the other P40 million loans from the Land Bank of the Philippines in the pipe line, this burgeoning town will be seeing a P80 million mega projects next year.
Mayor Bona Fe D. Parayno also cited her business development program that would be funded by the 20% of the municipal budget next year.
She will also hire two nurses to man the dialysis center that would be constructed near the infirmary clinic here.

She said the program of works and design of the dialysis clinic are almost done.
One of the projects from the 20% development fund, Parayno said, is the re-facing of the public market that would cost the coffer here P10 million.

She said the worn out buildings at the Phase 2 of the public market would be dismantled in the first week of October in preparation for the construction of the new edifice funded by the P40 million loans from the LBP – Dagupan City Branch.

DTI orients students on consumer rights



DAGUPAN CITY – The Department of Trade and Industry (DTI) intensified its consumer education services by holding seminars in schools to educate the youth of their rights and responsibilities as clients.

The DTI in Pangasinan conducted recently a consumer awareness seminar for students of Lyceum-Northwestern University (LNU) here to make them more well-informed, vigilant and protected buyers.

Provincial Director Peter Mangabat of DTI-Pangasinan said the seminar is part of the agency’s “Ramdam Ka Ba Ni Juan” program for everyone to feel the presence of the DTI’s services.

"Discussed during the seminar are topics such as the Consumer Act, “No Return, No Exchange” policy, warranties, How to Handle your Own Complaints, and consumer rights and responsibilities," he said.

Agri sector braces for El Niño


STA. BARBARA – The Department of Agriculture (DA) is bracing for the El Niño weather phenomenon, which is expected to peak during October this year to January 2016 and could turn into one of the strongest on record.

A comprehensive response plan was prepared by the agriculture department to address El Niño which focuses on two features: production support and water management. The plan also includes an information and communication program to educate the public about the weather phenomenon.

DA-Region 1 Executive Director Valentin Perdido said his agency extends support to the agriculture sector by implementing some of the mitigation and adaptation measures in the region as indicated on the plan.

“The DA will help irrigate the fields through the construction of small water-impounding systems,” Perdido said during the 3rd Regular Meeting of the Agribusiness Sector Committee of the Regional Development Council in the Ilocos held here last Tuesday.

In order to lessen the impact of El Niño particularly on the region’s main agricultural products, farmers are also encouraged to plant short gestation crops for them to immediately harvest, he said.

As support to production, DA will give assistance by distributing drought and pest-tolerant palay varieties of seeds and open-pollinated variety corn seedlings and monggo as alternative crops, he added.

DAGUPAN CITY – A layout artist of a newspaper in Pangasinan lauded Region 1 Medical Center (R1MC) Director Joseph Roland Mejia and the government for their hospital’s pro poor stance.

Rod Saingan said their pro indigents’ policy on the welfare of the poor was exceptional as he did not pay a single cent for the caesarean birth last August 21 of his second child.
“Kahit singkong duling wala kaming binayaran sa bill namin sa R1MC (We did not shell out even a cent to pay our bill at R1MC) ,” he excitedly told Northern Watch.
Upon learning that he was cash strapped, R1MC’s staff, under the instruction of Mejia, accompanied him to register as member of the PhilHealth Insurance Corporation.
The night before the birth of his child, the staff of the Department of Social Welfare & Development at the R1MC processed his wife's indigency status.
After he asked for how much he owed the hospital for the service, the staff’s of Mejia told him that he did not owe a single cent.
“They even upraid me why I bought medicines worth P9 thousand for the birthing of my wife when their pharmacy had stocks for them and could be given free for him,” Saingan said.
Cisco Flores, the media liaison officer of Mejia, told this paper that Saingan was not billed because of the PhilHealth’s Point-of-Care (POC) program.
“It would be the hospital that would bring the indigent patient to the DSWD and PhilHealth to be processed and accepted,” he said.

Together with 13 government agencies and offices, RDO-6 received last September 17 the award at Hotel Ariana and Restaurant in Bauang, La Union .
Civil Service Commission Commissioner Nieves L. Osorio was their guest speaker.
RDO 6 was among the 13 agencies that garnered “excellent rating” in the Anti-Red Tape Act Report Card Survey  conducted last year, for its exemplary performance in the delivery of its front line services.
Some of the innovations of Conding here were catapulting RDO-6 to the billionaire’s club district because it collected last year one billion taxes.
In 2013, Conding said, it collected only P800 million.
He added that RDO6 piloted the electronic certificate clearance which was later adapted by other district offices nationwide of the BIR.

How Dagupan cops became No.1 in Ph

DAGUPAN CITY – What is the difference between the police station here and those in Metro Manila Manila and highly urbanized cities in Davao and Cebu?

The police station here bagged this year’s Best Police Station in the country after it solved a sensational crime, according to its Chief of Police (CoP) Superintendent Christopher Abrahano .
He said their award came after he and his men identified the personalities behind the Martilyo Gang (MG) that robbed in May 2014 the BHF Jewelry Gemline here.
In noon of that day ten robbers wielding short and high powered fire arms threatened to death employees of BHF and ransacked the gem shop. Unknown to them one of the three guards were unaccounted because he was at the second floor. As a result he shot and killed with his shot gun  one of the nine marauders who scampered away in their five motorcycles. But when police men plugged all the choke points here they could not find them as they left the motor bikes and Armalite assault rifles at their escape path and rode two Sports and Asian Utility Vehicles to abscond.
 48 hours after the heist, Abrahano identified Jomel Tamlayan, Bernard Hakim and Ephraim John Evangelista who were members of the Ga'ga' robbery holdup gang operating in Metro Manila and nearby provinces, Visayas and Mindanao Islands.

"Kaya ko nabanggit kasi sikat na sikat, e," ani ni Binay.
Noong biniro si Binay ng isang reporter ng Turo Ini Tabloid na malayo siya kay Alden sa kulay at tangkad, biglang binalibag ni Vice President ang mikropono sa reporter ng malaswang  tabloid at sinigawan siya na: “"Sa sine naman wala namang imposible. Hindi ba, itinutugma naman kung ano ang pangangailangan."
Sinabi pa ni Binay sa chief of staff niya na huwag bigyan ang mga media ng sobre na may lamang tag P5000 pag nagtanung sila ng masama at may malisya sa kanya.

Bongbong Marcos to meet Pangasinan groups Sept. 27



MANGALDAN --- Sen. Ferdinand “Bongbong” Marcos Jr. will visit the province of Pangasinan on Sunday, September 27,  to renew  kindred  ties with Pangasinenses and feel the pulse of his kailian  amidst clamor that he seeks the presidency in the 2016 elections.
          The junior of former President Marcos, who just turned 58 on September 13, will rally several  groups at the Macario Ydia  Development Center (MYDC) in this cycling town  for nation- building at 1 p.m.
               Lawyer Julius Magno, a native of this town and chairman of the Samahan Ilocano International, said Marcos will be received by former Speaker Jose de Venecia Jr., Gov. Amado Espino Jr., Rep. Gina de Venecia, Congressman Jonathan Dela Cruz, former Gov. Vic Millora, Mayor Bona de Vera Parayno, Vice Gov. Ferdie Calimlim, Vice Mayor Manny Casupang,  and other luminaries .
              Marcos’ Pangasinan visit is part of his itinerary of the so-called Solid North  that began a few weeks back amid  calls for him to run for the presidency.
              Marcos, chair of the senate local government, lately earned the respect of lawyers and political scholars for brilliantly steering the debates that are scrutinizing the provisions of the BBL (Bangsamoro Basic Law).
               He will administer the oaths of the charter officers of the Federation of Civil Societies of Mangaldan headed by its president, Dr. Jose Soriano, and other organizations.
