Celeste Thrills on Cong. Positioning of the Opposition

BOLINAO, Pangasinan - Former nine - year Congressman Jesus “Boying” Celeste relished the political configuration that favors the opposition party in the congressional districts of Pangasinan versus the Espinos.

He told this newspaper the presence of these candidates in the five of the six districts of the province will undermine the strength of the ruling party.

The Espinos are incumbent Governor Amado “Pogi” Espino, III, Second District Rep. Jumel Espino, and their patriarch former Governor Amado T. Espino, Jr.

Celeste cited that the aspirants of the United Lights of Pangasinan (Ulopan) in the five districts are formidable.

congressional bet Art Celeste is pitted to 2019 poll defeated congressional bet Tim Orbos in the First District; Former Congressman and Billionaire Mark Cojuangco versus reelective Rep. Jumel Espino in the Second District; Former Congresswoman Rachel Arenas seen to have no opponent in the Third Congressional District; Rep. Christopher “Toff” de Venecia being negotiated by the opposition to side with them in a quid pro quo that they will not field a bet against him, and; Maan Guico pitted with Urdaneta City’s scion of a rich family and former Board Member Clemente “Niño” Arboleda in the Fifth District.

Political kibitzers hope that the Ulopan can convince Hermogenes Cendaña Esperon Jr. to put on the political gloves again and slugged it out in a rematch with former Congresswoman Marlyn Primicias-Agabas in lieu of her husband Six District Rep. Tyrone Agabas who will slide for the mayorship of Tayug town.

In the 2010 election the lady Agabas bludgeoned Esperon in a congressional race despite the latter well oiled political machinery.

But political spectators see Esperon as newly minted behemoth due to his association with President Rodrigo Duterte and the political trappings his post can give.

They are more stronger now compared to the last election,” Celeste quipped to this writer about the repositioning of the opposition that will give the Espinos a run of their money in the May 9, 2022 poll.

Boying Celeste sees Fifth District Congressman Ramon “Monmon” Guico instead of Cagayan Economic Zone Authority (CEZA) and Presidential Adviser for Northern Luzon  Secretary Raul Lambino to challenge last term Governor Pogi Espino for the diadem of the 1,946, 564 vote rich's three cities and forty four towns Pangasinan (April 19, 2021 Comelec).

The 123, 927 voters strong Dagupan City is not included as she is an independent component city.

Boying is the oldest among the political family of the Celeste who presently controls the congressional district in Western Pangasinan and the city and town’s of Alaminos and Bolinao.

He is geared to unseat Espinos’ backed Mayor Liseldo “Dong” Calugay in Sual - the fourth richest town in the country- in an expensive election pundits see next year.

This grudge match with Calugay ensued after the latter out smarted and beat in the 2019 election the Celestes’ backed mayoralty bet John Arcinue – a former nine years mayor of the coastal town.

Panalo sa Eleksyon ang Pulitiko na may hawak sa Police

SA USAPING VOTE-BUYING

Sa isang huntahan sa isang natalong kilalang mayaman na mayoralty candidate noong nagkita kami sa isang social function, ito ang isa sa mga tanong ko sa kanya:

“Magkano ang bilihan ng boto sa bayan ninyo at kayo ay natalo?”

“Dalawang libo isang linggo bago mag eleksyon,” tugon niya.

Bakit isang linggo bago mag eleksiyon. Dapat sa eve ng eleksyon kayo namumudmod ng pera?” ang tanong ko.

Aniya natatakot sila ng pamilya niya kasi ang kalaban nila sa pagka alkalde ay malakas sa Police Provincial Director (P.D for brevity) na kayang utusan ng patron niyang pulitiko na hindi sila maka vote buying sa gabi na iyon.

Ani ng nakapanayam ko ang kalaban ng gabi bago mag eleksiyon ay nagpabaha ng P5,000 sa bawat botante sa maliit na bayan na may more or less 28,000 voters.

P5,000 multiplied by 23, 800 voters (85% of the 28,000) equals P119 million.

Plus iyong P2,000 multiplied by 85% equals sa dumadagundong na P47.6 million.

Itong bilihan lang ng boto dito sa itaas na computation ko ay nakakalulang P166.6 million na Por Diyos Por Santo!

Bakit siya at mga ibang alkalde sa Pilipinas ay kailangan pang gumastos ng ganito kalaking yaman P119 milyones e wala pang P6 million ang kikitain ng isang first class town mayor sa tatlong taong term niya?

Siguro merong gabundok na salapi na tumataginting na kayang ibahagi ng bayan na kayang mabawi ng kandidato ang mga perang pinagtatapon niya sa mga gutom na bobotantes.

DAHIL KAY P.D NATALO SI MAYOR

Another example kung gaano ka lawak ang kapangyarihan ng PDsa pagsupil sa mga may sala pag panahon ng eleksiyon.

Noong Provincial Director pa si Brig. General Marlou Chan  (namatay sa assassination kalaunan) – Colonel pa ang ranggo  niya noon sa Pangasinan – umiiyak sa galit ang isang mayor dahil hindi siya makabili ng boto laban sa kanyang Vice Mayor na sumagupa sa kanya sa mayoralty election. Both of them mga bilyonaryo.

Ang naghihinagpis na alkalde ay kayang magpakawala ng P5,000 per voter noong 2013 National and Local Election pero hindi niya kaya kasi pag nagpapakurong (vote buying in Pangasinan) sila andiyan na ang police na kukunin ang mga pera nila at ipakukulong pa iyong mga tig bili ng boto niya.

“Madaling talunin itong kalaban ko. Tag limang libong peso lang ang katapat ng mga bawat botante dito,” ani ng isang Filipino-Chinese na negosyante sa akin na kung saan narinig niya sa close supporters ng nakaupong reelective mayor ang kanyang kumpiyansa na manalo uli sa karera ng padamihan ng boto.

Pero nagulat si alkalde kasi ng kasagsagan na ng bilihan ng boto binantayan na ng mga police ang mga alipores niya samantalang pinabayaan iyong kalaban - identified na kaibigan at suporter ng Liberal Party at ni Pangulong Benigno “Noynoy” Aquino, III at Department of Interior & Local Government Secretary Mar Roxas. Ang DILG ang may hawak sa mga bayag ng mga Heneral at Colonel ng Philippine National Police.

Napunta sa sama ngloob ang kumpiyansa ni mayor sa limang libong peso niya dahil hindi siya
makagalaw na naging dahilan ng pagkatalo at ang pag ugat ng kanyang sakit na
naging dahilan ng kamatayan niya.

PANAWAGAN SA MGA BIBILI NG BOTO

Sa mga kandidatong tumatakbo sa darating na May 9, 2022 Eleksyon, tandaan: Ang may hawak ng PD ay may malaking tsansa na manalo sa karera.

Nakita ko na iyon kung paano ipitin ng sa itaas na may hawak sa police commander ang mga kandidato para mayorship sa mga lungsod at mga bayan bayan noong 2013 at 2019 polls.

Iyong naka tsambang manalo dahil binuksan nila ang mga tahanan at mga bodega nila sa vote buying, tandaan mag innovate kayo ng ibang paraan dahil ang kalaban ninyo ay gagawan ng solusyon iyang mga raket ninyo kung paano paghuhulin ang mga nagbebenta at nagpapabili ng boto.

Pag sinugod kayo ng mga police at pinagdadampot kayo at mga voters for sale ninyo nakakahiya iyan at puwede pa iyan humantong sa madugong palitan ng putok ng mga baril sa panig ninyo at mga otoridad. May mga mamatay pa diyan, susmariosep!

Itong mga grounds sa ilalim ang gagamitin sa inyo.

VOTE BUYING, WARRANTLESS ARREST, AND PENALTIES

Remember the definition of Vote Buying and Vote Selling sa Section 261 ng Omnibus Election Code

“(1) Any person who gives, offers or promises money or anything of value, gives or promises any office or employment, franchise or grant, public or private, or makes or offers to make an expenditure, directly or indirectly, or cause an expenditure to be made to any person, association, corporation, entity, or community in order to induce anyone or the public in general to vote for or against any candidate or withhold his vote in the election, or to vote for or against any aspirant for the nomination or choice of a candidate in a convention or similar selection process of a political party.”.

Remember Section 5 Rule 113 of the Rules of Court on Warrantless Arrest?

1. When, in the presence of the policeman, the person to be arrested has committed, is actually committing, or is attempting to commit an offense. This is the "in flagrante delicto" rule.

2. When an offense has just been committed, and he has probable cause to believe, based on personal knowledge of facts or circumstances, that the person to be arrested has committed it. This is the "hot pursuit" arrest rule.

According to Section 263 and 264 of the the Omnibus Election Code, any person found guilty of vote-selling, vote-buying and other election offenses under the code shall be criminally liable and be punished with:

• an imprisonment of not less than one year but not more than six years;

• the guilty party shall be sentenced to suffer disqualification to hold public office and deprivation of the right of suffrage;

• if he is a foreigner, he shall be sentenced to deportation which will be effective after the prison term has been served;

• any political party found guilty shall be sentenced to pay a fine of not less than ten thousand pesos.

Iyan sa itaas ang mga basehan ng kalaban ninyo kung gusto nilang guluhin ang mass vote buying ninyo sa mga tahanan ninyo without even the benefit of the search warrant because they have a witness who personally says that a crime is being perpetrated inside your abode or property.

Pasensiya na sa mga karpentero, Laborer, embalsamador, GROs, bugaw at iba at ako'y napa Inglis  ng hindi oras dito sa column o blog ko hehehe!

Biseng Busy ang Kalawit ng Malakanyang para sa P'sinan

Itong si Trillanes o Trililing ay tatakbo daw na President. Ngek! Kahit alam niya na di siya mananalo? Para lang daw ipakulong c PDU30? Paano kaya ang gagawin niya? iyon lang? Hindi kaya kukurakutin din ang kaban?

Parang may alam ako dito sa Second Congressional District na ganyan din ang siste, tatakbo para ipakita lang ang sama ng loob sa nangyaring di pagkumpirma sa kanya.

Tanungin ko kayo dear readers, sakaling nasa abroad ka na at medyo maginhawa na ang buhay mo, uuwi ka pa ba dito sa Pilipinas para ubusin ang napagag ipunan mo?

Depende sa pakikipagsapalaran kung alam mo na may chance ka. Paano kung wala? Ah lalaban daw kasi, para ipakita niya na kalaban siya. Noong hindi siya nag TaGUMpay ng confirmation niya, biglang naglaho with more or less two years.

Saka ka tatakbong mayor! Anong gagawin mo e lumipad na ang bayan mo?

Asan ka noong naghirap ang Pilipinas sa pandemya.? Anong TAGUMpay ang sinasabi mo eh sa confirmation pala di ka na nagTAGUMpay.

Celeste Faces either Braganza, Perez, Aquino, or Espino in Alaminos

ALAMINOS City, Pangasinan - Reelective Mayor Bryan Celeste is seen by a political kibitzer to be facing one of the four prospective challengers for the mayorship of this Hundred Islands’ city.

A regular source of this newspaper who knows the nuances of politics in Western Pangasinan cited that either Vice Mayor Jose Antonio Miguel Perez, former mayor Nani Braganza, former vice mayor Earl James Aquino, or former governor Amado Espino Jr. will jump off for the stump to unseat the youngest mayor.

The situation in Alaminos is still fluid. If vice mayor (Perez) decides not to run, three names are coming up: Nani Braganza, Earl Aquino and possibly Amado Espino, Jr. We will only know on October 1 to 8, 2021 who will challenge the youngest Mayor in the Philippines,” the source, dubbed by this Writer as Deep Throat-II, stressed.

RUMORED MAYORALTY aspirants to challenge re-elective Alaminos City Mayor Bryan Celeste (top of left photo) on the May 2, 2022 election. Former Vice Mayor Aquino disclosed two months ago to supporters of Espino in a meeting of losing and mayorship bets in Anda that their patron will run in Alaminos City, according to the source. 

"But things can change," he said.

Political spectators however have been guessing until now in what situs the former governor and ex-congressman was registered as voter where he can run for elective office.

Mayor Celeste has been seen lately with Tourism Secretary Berna Romulo-Puyat in the ocular inspection of the tourist sites of this city where she pledged to help reinvigorate them as money churning. Puyat also gave cash assistance to the beleaguered tourism workers scourge by the pandemic.

Meanwhile, the same source who hide for anonymity, said that re- elective Bolinao Mayor Alfonso Celeste is still unbeatable as his two opponents in the 2019 polls have shown lethargic performance in generating votes to catapult themselves into power.

 “Two perennial challenger will be running again. Former Dagupan City’s Land Transportation Office Chief Serafin Cacho and former  Presidential Anti-Organized Crime Task Force Colonel Paul Tucay. Despite Espino's support, Cacho only got 4,068 votes while Tucay received a measly 1,068 while Mayor Alfon Celeste got more than 25,801 votes”

One of the candidates - as reason to his poor outings - has been accused by former supporters to mismanage the campaign fund given by his patron.

Another criticism hurled to the candidate was his weak party slate of Councilors that could not even win a village chief’s post in an election.

Deep Throat-II cited that the Celeste Camp that includes Vice Mayor Greg Celeste are confident that both Cacho and Tucay will lose again for the fourth and fifth times, respectively in the ingratiation games that involves money, charisma, and moxie in a town with 44, 575 votes (Comelec April 19, 2021) considered the bailiwick of the Celestes in winning them polls here and the congressional seat in the nine towns and one city’s district.

The family is adroitly steered by their older brother and kingpin former nine years Congressman Jesus “Boying” Celeste.    

Moreover, the source said that Anda Mayor Joganie Rarang will face former Mayor Aldrin Cerdan. Lyn Ray Celino who ran for mayor against Rarang and lost will gun either for the vice mayorship or membership of the Sangguniang Bayan (Legislature)

These past months, Governor Pogi (Espino,III) has been visiting the town and allocating funds for asphalting its roads and doing outreaches (for the residents there),” he said.

Early this month, the spook told this newspaper that politicians in Western Pangasinan supportive of the Team Amado Espino, Jr. and Tim Orbos have been holding meeting.

The last meeting was at the birthday party of Lyn Ray Celino, the PDP mayoralty candidate from Anda who lost to Mayor Rarang. All incumbent mayors loyal to Espino including those who lost in the 2019 election were there,” he said..

Former Congressman Boying Celeste told this writer that his younger brother former Alaminos City Mayor Art Celeste, the father of the incumbent hizzoner here, will be duking out with Orbos and not former vice mayor Aquino and Sual Mayor Liseldo “Dong” Calugay in the May 9, 2022 election.

Present Congressman Arnold "Noli" Celeste beat Orbos in the 2019 election for the House of Representatives.

The latter was the former General Manager of the Metropolitan Manila Development Authority and Undersecretary for Road Transport and Infrastructure of the Department of Transportation in the Duterte Administration.

P16-M na Utility Vehicles sa Bawat Brgys ng Aguilar

AGUILAR, Pangasinan – Bawat isang barangay dito ay makakatangap ng isang milyon peso na Isuzu’s Utility Van sa huling mga buwan ng taon na ito, ayon sa kanyang  Alkalde.

Sinabi ni Mayor Roldan “Boyet” Sagles na wala siyang pinili oposisyon man o suporter ay kanyang bibigyan ang 16 na mga Barangay Kapitans dito ng sasakyan na brand new para magamit nila sa kanilang operasyon at sa mga iba’t ibang pangangailangan ng mga kanilang constituents.

Ang budget sa labing anim na sasakyan ay hinango ni Mayor Sagles sa internal revenue allotment (IRA) na bigay ng national government ngayong taon.

Kinuha niya ang halagang P16 million sa P32 million na IRA.

Sabi ng Alkalde hinde naman pinigilan ng SB ang balak niyang pagbili ng mga sasakyan.

Wala ng kaso iyon,” ani niya matapos aprobahan din ng mga mambabatas ang mga projekyo niyang nakabinbin noong mga nakalipas na buwan at taon.

Mga ibang proyekto na nakamit na ng Administrasyong Sagles ay ang pagbili ng bagong dump truck, bagong ambulansiya – pandagdag sa isa dito – kung saan ang pondo ay galing sa P2.3 million na panalo ng bayan sa Seal of Good Governance noong isang taon, bagong plaza, bagong fire truck, bodega o building ng National Food Authority kung saan ang local government unit dito ay nag-donate ng lupang pagtitirikan nito, at iba pa.

Basta sa amin bibigyan kami ng building okay naman sa amin ang ganoon. Iyong Balay sana iyong bahay ng farmers sayang iyon kasi sabi noong area na ibibigay ko, sabi ipa-poultry ni Evangelista, ayaw nila,ika ni Mayor.

Walang gastos sana ang LGU doon sa Balay bukod sa counterpart donation nito na two-hectare na lupa.

Pero ito ay hindi natupad dahil ayaw ng national government na may poultry na magdudulot ng mabahong amoy sa paligid.

Ani Sagles iyong mga farm-to-market roads sa mga barangay dito ay kanya pang dadagdagan.
