Tax Coll. ng Guico Admin. Tumaas na naman

 

Muling nakapagtala ng kahanga-hangang pagtaas sa revenue collections ang Pamahalaang Panalalawigan ng Pangasinan.


Sumasalamin ito sa de kalidad at maayos na liderato ni Gov. Ramon V. Guico III kasama ang Sangguniang Panlalawigan na pinamumunuan ni Vice Gov. Mark Ronald DG Lambino.

Base sa pinakahuling datos na inilabas ng Provincial Treasury Office, mula Enero hanggang May 17 ng kasalukuyang taon, nasa P109, 277,784.40 million (actual collections/province share) o 463.01 % na pagtaas kumpara sa naitalang P19,409,728.85 million na Tax on sand, gravel and other quarry products na nakolekta mula January to May 17 noong 2023. At kung ibabase sa estimated income na 120,000,000.00 para sa taong 2024, 91.06% na ang percentage of collection.


Ayon kay Acting Provincial Treasurer Cristy C. Ubando, sa kabuuan ay umabot sa P299,072,077.10 ang koleksiyon sa Total Local Taxes. Sa madaling sabi, 94% ng estimated income na P317,350,000.00 ay nakolekta na.

Kabilang sa local taxes ang Professional Tax, Amusement Tax, Franchise Tax, Real Property Transfer Tax, Real Property Tax-Basic, Tax on Sand Gravel & other Quarry Products, Tax on Delivery Trucks and Vans, Fines and Penalties-Property Tax, Fines and, Penalties-Taxes on Goods and Services.

Sa total Service and Business Income, P282,121,930.16 na ang actual collection. Nangangahulugan ito na 68% ng estimated income para sa taong 2024 na papalo sa P417,270,000.00 ay nakolekta na.

Mga sakop ng Service Income ay Permit Fees, Clearances & Certification Fees at Inspection Fees habang ang Hospital Fees, waterworks System Fees, Rent Income, Income from Hotels/Dormitories at Interest Income ay ilalim naman ng Business Income.


Bukod sa mga naunang nabanggit, kasama din sa report ang Total National Taxes na P2,313,326,699.32 (Actual Collection); Total Non-Tax Revenue na P300,272,484.15 (Actual Collection)mula sa Grants and Donations in Cash at Miscellaneous Income.

Suma total, ang Total Revenue (General Fund ) ay pumalo na sa P2,912,671,260.57. Ang percentage collection ay nasa 50.83% base sa estimated income na 5,729,765,891.00.


Dahil sa patuloy na istriktong implementasyon ng mga polisiya sa tax collection at maayos na pamamahala, inaasahang mananatili ang magandang revenue collection sa mga susunod pang mga taon.

The Pangasinan Polytechnic College Center for Lifelong Learning (PPC-CeLL), headed by President Dr. Raymundo Rovillos spearheaded the conduct of three microcredential courses on Pangasinan studies.

The course, which covered Pangasinan history, society, language, culture, heritage, and environment, was held at the PPC Building, Narciso Ramos Sports and Civic Center, on May 27.


The undertaking was aimed at locating Pangasinan Studies not only as a local study but as domain knowledge that engages in the regional, national, and global production of learning.

PPC-CeLL likewise hoped that it would translate into the economic progress and cultural development of the province and its people.

Prof. Crisanta Nelmida-Flores, PhD, Philippine Studies, University of the Philippines Diliman, was among the esteemed resource speakers, discussed the Introduction to Pangasinan Studies, History, Geography, and Environment.

It includes Defining Pangasinan Studies, Scope and Limitations of Pangasinan Studies, and Defining Culture, History, and Heritage; Tracing Our Roots: The Pre-Colonial Pangasinan and Los Pueblos de Pangasinan, among others.

Other speakers were John Joseph Isaiah Orpilla (MA History, University of the Philippines Diliman), Jan Marlon S. De Vera (MA History, University of the Philippines Diliman), and Kevin Conrad A. Ibasco (MA History: Ethnohistory and Local History, University of the Philippines - Baguio), who discussed Western Pangasinan and Alaminos Local History; Geronima Pecson and Anacbanuas (Child of the Land) of Pangasinan; Pedro Calosa and TayugLocal History, respectively.

The topic for Day 2, which is slated for June 1, will be Understanding and Speaking the Pangasinan Language, while Day 3 will be Pangasinan Culture and Heritage and Contemporary Issues.

The PPC’s mission is to produce world-class talents and leaders in science, technology, culture, and the arts and to create social impact through transformative and inclusive education.

Basista Farmers Recipient of Hybrid, Inbreed Palay Seeds

BASISTA, Pangasinan – The local government unit (LGU) here under Mayor Jolly R. Resuello distributed recently hybrid and inbred palay seeds to constituent’s farmers.

The seeds for distribution have been procured by the LGU, Department of Agriculture, and the Rice Competitiveness Enhancement Fund (RCEF).

The handing out to the public ensued on May 27, 2024 to May 31, 2024 from 8:00 a.m at the Demo Farm at Sitio Daragin in Brgy. Dumpay, Basista, Pangasinan.

The recipients of the seeds and other aids from the D.A and the LGU were farmers who were registered at the Registry System for the Basic Sectors in Agriculture (RSBSA).

Meanwhile, Mayor Resuello received his Certificate of Completion on the Basic Incident Command Training from the Regional Disaster Risk Reduction and Management Council (RDRRMC) through the Office of the Civil Defense Office-1.

The 24 hours technical training occured at the Avelino Resort here.

The certificate given to Resuello and other participants was signed by Gregory M. Cayetano, Chairperson of RDRRMC -1 at the office of the regional director of the Civil Defense Regional office.

Not a Junket!

 

BMs, DEPT. HEADS U.S TRAVEL OK'd BY DILG

LINGAYEN, Pangasinan – It is not a foreign junket because the trip to the United States of the officials of the provincial government of Pangasinan has the approval of the Department of Interior and Local Government (DILG), explained by the vice governor to reporters.

“We have an approved foreign travel authority from the DILG. Attached is the approved foreign travel authority of the various S.P members and department heads provincial government of Pangasinan for the travel to the United States participating in the 126 anniversary of the Philippines Independence, induction ceremonies of the officers of the association of the Pangasinenses of America including the benchmarking activities in New York and Washington D.C”, Vice Governor Mark Ronald D.G Lambino said while showing copies of documents in his office when asked if the June 1 to 9 U.S visit of the officials of the provincial government is a junket.

Junket is an extravagant trip enjoyed by a government official at the expense of the public funds.

Lambino said the foreign travel authority was signed and approved by DILG R1 Regional Director Jonathan Paul M. Leusen, Jr.

Although the events in the U.S ensue on June 1 to 9, delegates from Pangasinan will be travelling on May 31 while they would be coming back to the Philippines on June 10.

“Kasi may travel ban naman po,” the vice governor cited.

They will be going to the U.S because of the invitations by entities there.
Despite traveling abroad, Lambino stressed, they can still conduct online session there because they are on official business.

“Since we are travelling on official time technically we are on official business we can still conduct online session wala pang restriction doon dahil hindi naman naka vacation leave ang mga members ng board”.

He quoted an excerpt from the letter of the DILG which says:

“Please be informed that the joint requests are hereby approved on official time, from June 1 to June 9 (inaudible) proper exclusive of travel ban, subject to the provision of the DILG Memorandum Circular 2022-147 and other pertinent provision of the laws”.

Including the Vice Governor, are eleven members of the S.P and eight department heads that will fly to the U.S next week.

“Ang kasama po na magbe-benchmark po diyan will be the tourism officer, the S. B Secretary, the budget officer will be going, the planning officer, cooperative, PESO, and social welfare”.

Lambino explained that the imprimatur for a member of the lawmaking body to go for personal leave of absence, travel, and others comes from him “as their immediate supervisor” while official business like the June 1 to 9 travel to the U.S needs the approval of the DILG.

“Ito po ang pinaalam sa DILG, inaprobahan po ng DILG at kami po ang pinagtatrabaho pa rin ng DILG”.

Official travel according to the guidelines of the DILG shall cover the following criteria:
It is essential to the effective performance of an official or employee’s mandate or function; it is required to meet the needs of the LGU concerned, or there is a substantial benefit that can be derived; The presence of the official or employee is critical to the outcome of the meeting, conference, seminar, consulted or any official activity to be attended, and; The projected expenses involve minimum expenditure, and not excessive.

Ang balitang hindi na tatakbo si dating Pangasinan governor Amado “Pogi” Espino III sa pagiging congressman laban kay incumbent 5th District Rep. Ramon “Monching” Guico, Jr. ay malaking dagok sa  pag-asa ni Urdaneta Mayor Rammy Parayno na manalo laban sa challenger niyang si Maan Tuazon-Guico sa pagka alkalde sa May 2025 election.

Si Maan ay manugang ni Monching at maybahay ng kasalukuyang nakaupong gobernador ng lalawigan.

Noong congressman pa ng Ikalimang Distrito si Gov. Monmon Guico noong 2019 to 2022 hinihikayat ko siyang – tulad ng paghikayat ko na tumakbo siyang kongressman noong 2019 election -- na labanan sa pagka gobernador si Pogi Espino dahil pag hindi niya gagawin iyon malulunod siya sa perang ibabaha ni Espino at ang comebacking na ama niyang si Amado Espino na tinalo ni Guico sa pagka congressman noong 2019 election – ang halalan na naging upset sa mga Espino kahit nanalo pa ang dalawang anak niya sa pagka gobernador at congressman ng Pangasinan 2nd District, API Party-list (na sakit ng ulo ng Abono Partylist noong 2022 election), mayor na misis ng matanda sa Bugallon at kamag-anak sa Bautista. Pabayaan na natin si controversial Sual Mayor Dong Calugay – na dating driver at gofer ni Amado, Jr. – dahil pagkatapos ng 2022 eleksiyon nagkahidwaan na sila ng dating amo niya.

Mabuti na lang tumakbo si Monmon sa pagka gobernador kung saan tinulungan siya ng mga higanteng personalidad sa lalawigan na gupiin ang mga matagal ng nakasadlak sa poder na mga Espino. Itong mga taong itong may inis at galit sa matandang Espino ay sina billionaire businessman Cezar Quiambao, Congressmen Mark Cojuangco at Art Celeste, at Duterte Administration’s powerful Secretary Raul Lambino -- na kung saan ang anak niya ay si reelectionist vice governor Mark Lambino na tandem ni Guico.

Hindi man natin nakikita pero kung sa Inglis pa si reelectionist Urdaneta City Mayor Parayno “is shaking in his shoes” ika nga sa isang idiom sa development na ito.

Ang pagkawala ni Pogi sa eksena laban kay Monching ay parang spillway gate na binuksan sa San Roque Dam sa San Manuel, Pangasinan para bahain ng pera, este, tubig ang 34 na barangay na siyudad.

Ani Congressman Monching mabuti pang itago na lang ni Rammy ang yaman na gagamitin niya sa parating ng eleksiyon para magamit pa niya sa pagtanda niya.

“Gagastos ako at gagastos din si (Governor) Monmon kay Maan. Mabuti pang itago na lang niya ang pera niyang gagamitin,” ani Congressman noong sinabi ko sa kanya na sinabi ni Mayor Parayno sa Country Mail Newspaper na siya ang gustong labanan ng huli kesa kay Maan Guico sa mayorship election.

 Isang sakit sa ulo rin itong walang kalaban si Governor Monmon sa May 2025 election sa kanyang reelection.

DI NA SASALI ANG MGA ESPINO SA PROV'L, CONG'L ELECTIONS

Bakit ko nasabi ito? Ito ang huntahan namin ng political supporter ng mga Espino noong magkita kami noong nakaraan na buwan kung saan ipinasasabi niya na sabihin ko sa mga Guico na ibalato na lang daw sa mga Espino ang Bugallon kung saan ang dating 2nd District Cong. Jumel Espino ay makakalaban niya sa pagka alkalde ang malaking kontraktor na si William Dee – dating tao ng mga Espino pero iniwanan niya sila dahil sa sama ng loob at ito'y tumakbo sa kampo nila 2nd District Cong. Mark Cojuangco at Governor Guico.

“Ibalato na lang daw ang Bugallon dahil hindi naman daw sila tatakbong gobernador at kongresman,” aniya.

Parang ayaw ko maniwala na ang mga Espino na akala ng lahat na hindi na matumba-matumba sa pulitika ng Pangasinan ay takot ng labanan si Guico sa susunod na taon.

Noong makita ko ang top official ng Capitol sa Lingayen, sinabi ko ang napag usapan namin ng suporter.

“Hindi namin hawak ang pagkamada ng mga mayor sa distrito nakatututok kami kung paano mapanalo ang mga board members namin sa susunod na eleksiyon. Si Mark Cojuangco ang kumakamada kung sino ang tatakbong mayor doon,” aniya.

 Dahil chummy chummy pa rin si Guv Monmon kay Mark Cojuangco, malinis ang lalawigan sa kalaban at siya pa rin ang chief executive ng Pangasinan sa 2025 to 2028.

Dinig ko gayunpaman na pinag-iisipan ng isang alkalde na lalabanan daw si Mark sa pagka congressman, ani ng source ko dahil sa kasalukuyang hidwaan diyan sa distrito.

LULUNURIN

 Kung kayo si Parayno at walang kalaban ang makapangyarihan mister at biyenan ni Maan Guico  sa kanilang teritoryo kung saan ang kandidato sa eleksyon doon ay gumagastos ng daan-daang milyon o bilyon at namimigay ng projects at social services na daang milyon galing sa gobyerno, paano mo lalaban ang challenger kung dalawang ala San Roque Dam spillway gates ang bubuksan ng mga Guico para lunurin ang Parayno Team kasama na ang bata ni Rammy na si dating Urdaneta City Councilor Franco S.J del Prado na papalabanin niya daw kay Monching.

Del Prado who? Sino siya?

 Si Del Prado ay hindi pa kilala sa walong bayan na distrito. Kung tinalo ni Monching sa pagka kongresman ang mas kilalang si 5th District Board Member Niño Arboleda ng 52, 842 sa 281,000 total votes na hindi pa kongresman si Monching sa panahon na iyon, e paano na lang si Del Prado na kahit peso na ayuda ay hindi pa namudmud iyan sa nakalipas na dalawang taon sa bayan ng Alcala, Bautista, Binalonan, Laoac, Pozorrubio, Santo Tomas, Sison, at Villasis at karamihan sa 34 barangays sa siyudad ng Urdaneta?

MANAOAG, Pangasinan – Dahil sa pagtutulungan ng alkalde dito at gobernador ng Pangasinan ang matagal ng problema sa trapiko at kakulangan ng mapag-parkingan ay masolusyunan sa gagawing intermodal bus terminal.

Ani Mayor Jeremy Agerico B. Rosario noong sinabi niya kay Governor Ramon V. Guico III ang suliranin ng pilgrims’ town na kung saan may 56,000 katao ang dumadagsa dito kada linggo dahil sa simbahan ng The Minor Basilica of Our Lady of the Rosary of Manaoag, sinabi ng gobernador na madaling masolusyunan ang problema sa pamamagitan ng pagbili ng provincial government ng halos dalawang ektaryang lupain sa likod ng Manaoag Central School.

Dahil sa Manaoag ang Pangasinan ang ikalawang patutunguhan ng domestic travelers ayon sa May 14, 2024 na datus ng Philippines Statistics Authority (PSA).  Ang top 10 na most visited places sa Pilipinas ay:

1.       National Capital Region (10.4%); 2. Pangasinan (6.4%); 3. Cebu (6%); 4. Benguet (4.4%); 5. Laguna (4%); 6. Batangas (3.8%); 9. South Cotabato (3.2%) at; 10. Rizal (3%).

Mga lansangan sa P’sinan Nagliwanag dahil sa Pailaw ni Guv Monmon

 

Ikinatuwa ng Barangay Wawa, Bayambang Pangasinan ang Solar Street Light Project ni Governor Ramon V. Guico III dahil ang kanilang barangay ay isa sa pinatayuan ng kapitolyo ng Solar Street Light.

Mula Oktubre 2023 hanggang Mayo 2024, natapos na ang konstruksiyon ng 355 street lights. Walumpo ang kasalukuyang ginagawa at isang daan ang nakatakdang ikabit.

Ang solar street lights projects ay dinala sa mga sumusunod na bayan:

Bayambang - 180 piraso

Mapandan - 20 piraso

Malasiqui - 80 piraso

San Fabian - 10 piraso

Binalonan - 20 piraso

Layunin ng protekto na maitaguyod ang kaligtasan ng bawat mamamayan sa mga lansangan.

Lasas: Ang Lutong Mangaldan na di pa Magaya ni Dagupan

MANGALDAN, Pangasinan - Kung ang bengbeng o pigar-pigar (pritong mga hiniwang karne ng kalabaw) ng Mangaldan, Pangasinan ay naagaw at pinasikat ni Dagupan City, may isang napakasarap na luto si Mangaldan na di pa magaya-gaya ni Bangus City.

Ito ang lasas o dede o mammary gland ng inahing baboy. 

Sabi ng mga dayo sa puwesto ni Aling Mila Villanueva Castro sa Golia Street sa first class na bayan na ito, sila'y nabibighani sa malagatas na lasa ng putahe dahil super ang tama pag nahaluan ng sukang sawsawan at mga pampalasa na gawa ng may ari.

 "It's better than Wagyo!" buladas ng isang babaeng dayo sa palabas ng You Tube noong una niyang natikman ang lasas ni Aling Minda na dinadayo pa ng mga parokyano galing sa ibang bayan at siyudad.

Naitayo ang kainan dahil sa paguudyok ng mga kaibigan ni Max noong nabubuhay pa siya habang nagiinuman sila at kanilang pinupulutan ang mga espesyalidad ng kanyang maybahay.

“Kaya sabi ng mga friends ni Max mga kaklase niya magpalagay ka na lang ng inuman, ganoon na lang”.

Noong tinanong si Mila Castro ni Mayor Bona Parayno sa kanyang opisina - kung saan nangyari ang panayam na ito – kung may lasas na noong namumulutan sila Max at mga barkada niya, ani Mila:

 “Wala pang lasas noon Madam”.

Noong nagbukas siya ng gareta noong 2011 sinabayan na rin niyang magbarbeque ng karne gaya ng mga hotdog.

Mayatmaya dinagdagan niya ang mga inilalako niya hango sa mga putahing ihaw niya noong kabataan pa siya at iyong mga inihahanda niya kay Max at mga barkada.

“Wala pang FMD – swine – 30 kilos for four hours’ operation,” aniya sa pagtitinda nila.

Bago daw makabili ang mga parokyan ng lasas, kailangan magpareserba na ng maaga dahil limitado na ang karne na nabibili sa slaughter house dito.

Ani slaughterhouse Master IV Flora Serrana, bumaba ang katay sa panahon ngayon ng Mangaldan Abattoir ng 60 ulo ng baboy lamang kada araw.

"Last month mga meron iyong market day halimbawa Friday nagkakatay kami noong last month ng 80-89," ani Serrano sa baboy.

 Ang resto nila Aing Mila ay nagbubukas ng 3:30 pm at nagsasara ng 7:00 pm. Bukod sa limitadong supply ng lasas, sagana sila sa mga  ibang putahing nabanggit ng artikulo na ito sa mga gustong kumain ng masagana.

Putulin mga Puno para sa Drainage vs. Pagbaha

Maliwanag iyong mga nilalaman ng mga larawan sa mga lugar sa Capitol Complex sa Lingayen, Pangasinan na lubog sa tubig baha pag may bagyo o may pagbugso ng malakas na ulan.

Pagmasdan ninyo itong mga larawan dito sa artikulo/blog ko na pinadala sa akin ni Provincial Housing and Urban Development Coordinating Chief Alvin Bigay ng provincial government at sabihin ninyo sa akin na di kailangan magputol ng mga kahoy sa kabila ng kalunos-lunos na tanawin na makikita ninyo noong binaha siya noong isang taon.


Kung susundin natin ang mga ingay at atake ng mga bloggers, media men, trolls at netizens na mga ampalaya at ignorante na huwag putulin ang mga kahoy sa Kapitolyo, ang tanong: paaano naman ang interest ng nakakarami na pupunta sa provincial at mga national offices doon para sa mga kailangan nila pero lulusong o mababasa sila sa baha?

Mas importante ba ang kahoy kesa doon sa mababasa? Magbasa-basa nga kayo ng mga diyaryo na pinambabalot ng tinapa para magka common sense kayo! Paano pag nagka alipunga sila at natamaan ng nakakamatay na leptospirosis?                   


     

Pinagpuputol ang  mga libu-libong mga puno kasama na ang mga century old (isandaang taon) na mga acacia at iba pa sa Manila North Road sa eastern Pangasinan at sa kahabaan ng national highway sa Urdaneta City papuntang Sta. Barbara, Pangasinan  dahil sa expansion ng kalsada. Ito’y para mabigyan ng kaginhawaan ang paglubo ng populasyon na ginawang national past time ang paggawa ng mga bata at masulosyunan ang lumalalang trapiko, ano ang pinagkaiba bakit bawal sa mga kababayan natin ang putulin ang 300 -400 non-endemic at invasive trees sa 1,211 na mga kahoy sa Kapitolyo.

Ang invasive trees gaya ng mahogany at ipil-ipil ayon kay Celso Salazar, dating Community Environment and Natural Resource Office - Dagupan City chief at kasalukuyang pangulo ng Pangasinan Native Trees Enthusiasts, Inc., ay nagpapalabas ng kemikal na sumisira sa mga habitats at bioregions.

Istupido iyong mga kritiko na basta na lang bumibira na di nila alam solusyunan ang pagbaha sa lugar. Bakit kaya bang sipsipin noong mga puno na andoon ang ilang metric cubic tons na ulan na nagpapalubog sa kapaligiran ng provincial government? May mga nagsasabi kasi na mga obob na iyong mga puno sila ang sumisipsip sa tubig baha at bakit kelangan putulin.


Kailangan diyan ang makabagong drainage para maka labas kaagad ang baha sa dagat. Common sense: Magputol ng kahoy, gumawa ng malaking drainage system, at taasan ang mga kalsada para masulusyunan na ang matagal ng problema.

Saka may basbas ang pagputol ng mga kahoy mula sa CENRO at Department of Environment and Natural Resources.

Ani Bigay, hindi dehado ang kalikasan dahil papalitan ang bawat kahoy na puputulin ng 50 seedlings na itatanim.

Kasali na dito ang pagtanim ng Tabebuia rosea na kahawig ng cherry blossom sa Japan at mga native na mga kahoy para maging berde ang kapaligiran sa Kapitolyo at maging santuwaryo ng mga ibon at mga alitaptap.


“Yong pwedeng i-earthball ay ating gagawin para ma-preserve ang mga puno, then pwedeng ilagay natin saEco-Park sa Bugallon,”paliwanag niya sa mga tao sa dalawang barangays at ibang pang mga grupo sa public consultation noong March 14 sa Pangasinan Training and Development Center.

Bukod dito, merong 150,000 na seedlings na tinanim ang provincial government sa ilalim ng “Pangasinan Green Canopy” program. Ngayon sino ang nagsabi na anti-environment ang Guico Administration?

Nasambit pa ng gobernador sa isang ambush interview ng mga reporters noong November 6, 2023 sa ground breaking ng P100 million reflective pool at interactive fountain na iyong mga nagdaang administrasyon na pinalitan niya napabayaan ang drainage system at iyong iba doon ay natambakan pa kaya may malaking pagbaha sa Capitol pag may bagyo o malakas ang ulan.

Ayon kay Vice Governor Mark Lambino sa panayam ng Capitol Post na may master plan sa pag upgrade ng road network at drainage system.

Lumala daw ang pagbaha sa mga nakalipas na mga taon, aniya.

Magiging City ang San Fabian – Agbayani


MATAPOS DUMAGSA ANG MGA BIG TRADERS DITO

SAN FABIAN, Pangasinan – Pagkatapos pumasok ang mga malalaking negosyo dito, nakikinita ng dating alkalde na sa malapit na panahon maging siyudad na rin ang kanyang baybaying bayan.

“Marami na iyan, magiging city na ito,” ani Vice Mayor Constante “Danny” Agbayani na dating siyam na taon na alkalde dito bago siya palitan ng maybahay niya na si Mayor Marlyn.

Tinutukoy ni Agbayani ang pagdagsa dito ng mga malalaking negosyo tulad ng U.S fast food’s McDonald’s, CSI Mall, mga gasolinahan at ang brewery at pier na U.S$1 billion (P58 billion) na pag-aari ng San Miguel Corporation (SMC).

Sabi nila 2025 daw ang massive na construction,”, aniya sa pagbukas ng SMC sa susunod na taon kung saan kukuha ito ng tatlong libong manggagawa.

Uunahin ni SMC na gagawin ang BMEG Feeds at pier niya.

Gumastos na ng bilyong pesos ang higanting korporasyon sa pagbili ng mga lupain ng mga tao malapit sa tabing dagat ng Barangays Bolasi at Mabilao sa pamamagitan ng expropriation para matayuan ng imprastraktura nila.

Ang bayan na ito ay may annual budget na P307 milyon ngayong taon. Noong nakaraang taon meron siyang P287 milyon.

Kung tama ang tantiya ng writer na ito, one-fourth o P76, 700, 000 sa P307 million ay malilikom ng bayan na ito ay local taxes ngayong taon habang iyong iba galing sa national tax allotment (NTA) – ang dating internal revenue allotment (IRA).

Lulubo ang local taxes dito pag nagsimula  ng magbayad ang mga negosyante sa pangunguna ni SMC ng mga business at real property taxes nila. Tulad ng Sual – pinakamayaman na bayan sa Pangasinan - na kumikita ng mahigit kumulang sa tatlong daan milyon kada taon na local na buwis na business at real property taxes sa 1,200 megawatts' coal power plant doon kung saan nahihigitan  niya ang NTA na ayuda sa kanya kada taon. Meron siyang budget ngayong taon na P520 million.

Kung gusto maging siyudad ng San Fabian ay kailangan niya ang mga sumusunod:

Pag-apruba ng Congress; kung saan majority ng botante ay sangayon na ang San Fabian ay maging siyudad sa isang plebisito na pinangangasiwaan ng Comelec; P100 million na local taxes sa huling magkasunod na dalawang taon; population na hindi baba sa 150 thousand o 100 square kilometers na lupain.

Gusto ng mga bayan maging siyudad dahil kakaunti lang silang maghahati-hati ng NTA o IRA galing sa national government kada taon kaya lalong lalaki ang mga pondo nila.

 Ang NTA o IRA ay hinahati-hati sa 20 percent para sa provinces, 23 percent para cities, 34 percent para municipalities, at 20 percent para sa barangays.

Ang San Fabian ay may population at land area na 87,428 (2020 Census) at 81.28 square kilometers o 31.38 square miles. Ang laki ng lupain ay di na kailangan basta makuha lang ang 150 population at P100 million local taxes kada taon na kuleksiyon.

DTI Praises Guicos for Ushering P’nan Goods for World Market

WORLD TRADE CENTER, Pasay City – An official of the Department of Trade & Industry (DTI) lauded Pangasinan Governor Ramon Guico III and his mother Arlyn Guico for ushering businessmen to join the International Food Expo (IFEX) held here recently.

“I’m very thankful to the provincial government to Governor Monmon Guico, siyempre si Maam Arllyn Guico and the rest of the provincial government na fully supported iyong ating activity,” Provincial Director Natalie B. Dalaten of the DTI - Pangasinan told reporters.

VAUNTED Pangasinan products being displayed at the booth of the province in the three-day International Food Expo (IFEX) held at the World Trade Center in Pasay City.

With the help of entrepreneur Rosemarie Oamil, the chief executive officer of luxury brand Mele + Marie, Mrs. Guico established in October 19-21, 2023 here the Artisan Empowerment Association, which equips budding artisans and entrepreneurs with capacity-building resources like mentorship and training programs. Mrs. Guico tapped 10 micro, small, and medium enterprises (MSMEs) to showcase their world-class “Made in Pangasinan” products at the World Trade Center.

 Dalaten said as a first time participant of the IFEX for 2024, Pangasinan vaunted products have been given exposure to hit the world market.

“Yes. If naalaala niyo iyong ibang noong exporters notice if all started here”.

One of the advantages of participating in the IFEX, according to Dalaten, the traders are listed in the roster of suppliers in the international markets. The other was the business-to-business (B to B) meeting to importers who were in attendance on the three days’ exhibitions.

IFEX Philippines is the country’s biggest international trade exhibition on the Philippines’ and Asia's ethnic and specialty food, tropical fruits, vegetables, seafood, beverages, bakery and confectionery products, meat and poultry, Halal-certified products, as well as natural, organic, and healthy food products.

Since its inception originally as the Asian Ethnic Food Festival from 1999 to 2003, the body has provided B-to-B platform for local and international food companies to discover new markets, launch new products, and transact with the biggest importers in various parts of the world.

The requirements needed for businessmen to join the IFEX, one is a single proprietorship, partnership, or a corporation. It needs to register like in the Security Exchange of Commission if one is a corporation, needs a license to operate, and a certificate of product registration (CPR).

Mostly, the CPR is applied at the Bureau of Food and Drugs (BFAD).

Roan Rosario - President of Freshious Aquaculture and Food Products based in Binmaley, Pangasinan - said before the provincial government of Pangasinan joined the IFEX, she and businessmen in the province joined through the auspices of the DTI.

“We joined sa DTI before not under Pangasinan,” said to Northern Watch Newspaper by Freshious Vice President Steven Rosario – the husband of Roan.

Her husband said that they have four varieties of bangus products but they brought here their fully cooked ready- to-eat milkfish and their tinapang bangus

”You can eat it straight from the pack. Milk fish steak chips para siyang jerky – di ba pag beef jerky ito this is our milkfish jerky,” Roan told this writer about their ready to eat vacuum sealed milkfish.

The husband said the comparative advantage of the Pangasinan bangus competing in the world market is its inherently tastiest trait.

Evely Co, the owner of Huyang Food, said that despite her and her husband three years old Dagupan City based company, their milkfish products could be seen displayed at Robinsons branches all over the country, Market Places, and Royal Duty Free Shop, they still aspire to penetrate the world market,

Huyang employed as of this moment 10-20 workers mostly from Dagupan City.

According to Pangasinan Provincial Administrator Melicio F. Patague II – who represented the governor – Pangasinan showcased this year here ten homegrown products which are pride of its people.

“This is just the beginning of the great era of Pangasinan for food industry,” he disclosed to reporters.

Under Governor Guico, Patague stressed, MSMEs would be vigorously supported to make them competitive and formidable.

Dalaten said that the DTI hoped to see more exhibitors to join next year in the Pangasinan booth at the center here.

Huddling with DFA’s Top Guns on the Spratly’s Conundrum

I bumped into Assistant Secretary Roberto “Bobby” Ferrer, Jr. of the Department Foreign Affairs (DFA) at the booth of Pangasinan in the International Food Expo (IFEX) held last Friday at the World Trade Center, Pasay City.

“O Bob kilala mo pa ako?”

“Siyempre si Mortz Ortigoza,” Philippines embassy in Russia former Deputy Chief of Mission and Consul General and the illustrious son of Binmaley, Pangasinan told me.

I first met him when was a graduating student of Bachelor of Arts major in Political Science in 1990 when I joined the teaching staff of the Social Science Department of the present Lyceum Northwestern University in Dagupan City. He is the son of the late Pangasinan’s provincial lawmaker Roberto Ferrer, Sr.

Accompanying Ferrer was DFA Undersecretary Eduardo Jose A. de Vega who was once acting Secretary of the DFA and Ambassadors to Belgium and Mexico.

We have an animated conversation when I asked De Vega why not the Philippines military used a C-130 cargo plane to air drop provisions and repair materials to the beleaguered Marines holed in at the dilapidated navy ship's BRP Sierra Madre.

I cited to the duo how the American military delivered with success their stuffs thru low altitude parachute extraction system (LAPES) and ground proximity extraction system (GPES) at the Khe San aerial resupply mission in January 1968.

During that month the mountainous Khe San - the Dien Bien Phu’s version of the gung ho Americans – where guarded by 6,000 U.S Marines and South Vietnamese Rangers against 20, 000 armed to the teeth and blood smelling Vietcong and North Vietnamese soldiers. The enemies took control of the road where supplies like 1.5 million kilos of ammunition and armaments of the besieged allies passed by and six of their transport and combat helicopters and the runway had been destroyed by enemies’ artillery fires.

 “Why our military would not emulate the Americans” I posed.

“They have their own reason,” De Vega retorted as I told him about the incessant utilization of the resupply mission through civilian vessels but water cannoned by the bigger ships of the Chinese Coast Guard.

Are our military continue to use the harassed resupply missions to put in bad light the Chinese before the bar of world’s opinion”?  I inquired.

“That’s probably the obvious reason,” the envoy answered.

I told them that incase a coast guard or a Marine die because of the dangerous maneuvering of the Chinese ships it will trigger the 1951 Mutual Defense Treaty (MDT) where the U.S military juggernaut comes to the succor of the lilliputian Armed Forces of the Philippines.

 De Vega nodded his head.

He has all ears when I opined that the Chinese is not yet prepared to wage war with the Americans as long as the dilemma of Malacca Strait’s choke point is not yet solved by Beijing.

The Strait is a narrow stretch of water, 500 miles long and from 40 to 155 miles wide, between the Malay Peninsula to the northeast and the Indonesian island of Sumatra to the southwest, connecting the Andaman Sea and the South China Sea.

Malacca is where China’s seaborne import from the Middle East like the 10 million barrels (2019 data) per day crude oil passes to fuel her economy. Because of that the still growing People’s Liberation Army Navy (PLAN) would not gamble to have a shooting war with the blue water navy of the United States of America especially through her nuclear subs that lurk stealthily and treacherously in the three trillion dollars a year South China Sea’s lane.

I told them in that huddle that incase President Ferdinand Marcos succumbed to the pressure of threat of a coup from the military – ala Erap Estrada's presidency – and he stepped down from office because of that narcotics brouhaha with actress Maricel Soriano, the U.S government would not allow China friendly Vice President Sara Duterte – whose former president father cozied up with Beijing – to succeed as the country’s Commander-in-Chief.

“Do you remember what happened to the bachelor Presidents Ngô Đình Diệm of South Vietnam and Salvador Allende?” I posed

Of Chile,” Bobby retorted.

They were victims of a Central Intelligence Agency (CIA) inspired coup d’état where the military replaced the civilian government because Diem became abusive to the Buddhists, his dictatorial tendency, and enmeshed himself to corruption and favoritism through his younger brother and chief political adviser’s Ngo Dinh Nhu and his wife the prolifigate Madame Nhu that could prejudice the U.S war against the USSR and China through their puppets North Vietnam and the Vietcong while Allende was a Marxist that could undermine the U.S business interest in South America.

“Kalian ka maging Ambassador (When are you going to be an Ambassador)?” I asked Assistant Secretary Ferrer in the vernacular.

“Bahala na si Sir kung kelan niya gusto (It’s up to Undersecretary De Vega when he wants me to be an Ambassador) as he glanced playfully to De Vega.

“Mga after one year puede na siya maging Ambassador,” the high official bantered.

“I doffed my hat to career officials like you who rose from the rank and to your present perches compare to those presidential appointees who were generals, average thinking newsmen, politicians, and others being appointed as ambassadors where some of them did not know the nuances – mga walang alam ang mga p*tang ina! - of the mandate,” I told the amused De Vega as he and Ferrer bid goodbye to end the huddle.

Oh by the way, the amiable De Vega possesses the following credentials:  Master in National Security Administration at the National Defense College of the Philippines (2004-2005), post graduate studies in International Relation at Escuela Diplomatica de Madrid (1993-1994), and Bachelor of Laws at the University of the Philippines – Diliman (1986-1991) where he passed the Bar examination in 1991.

Damn! How can a retired Army or Police General, politician, or an average opining columnist deals with seasoned foreign diplomats without those attainments like what former acting DFA Secretary Ed de Vega can swasbuckle?
