Sinabi ni Parayno na ito kaagad ang nakita ng abugado niya sa Manila na si Lawyer Mondragon na nagsabi sa kanya na walang sabit siya at si Fabia sa Lunes kay Samadan sa kanyang Contempt Power dahil klaro naman sa Resolution ng judge na ang SB ang na-TRO at hindi siya.
Ang kapangyarihan ng mayor sa Preventive Suspension (PS) ay makikita sa Paragraph (3), Section 63 ng LGC kung saan ay nakasaad:
Section 63. Preventive Suspension. (a) Preventive Suspension may be imposed:
(1)XXXX ; (2) XXXX; (3) By the mayor, if the respondent is an elective official of the barangay”.

However, in the interest of justice to the end that undue prejudice and/or injury maybe avoided to all parties affected by this proceedings as well as not to render nugatory and ineffectual the Resolution of this Court of the issues herein presented, let a Temporary Restraining Order be issued to be effective upon service and for a period of twenty (20) days upon receipts. Accordingly, the Respondents, the Sangguniang Bayan of Mangaldan are hereby ordered to cease and desist from conduction further  proceedings in Administrative Case No. 1-2014”.

PNP vs. Assassins on Motorcycles

Motorcycle riding in tandem (MRT) hit men were popularized by Colombian 'Cocaine Queen" Griselda Blanco, known as  the mentor of  Columbia Medellin Cartel’s Boss Pablo Escobar,  in the early 1980s when she ordered her sicarios or  hitmen to travel by motorcycle, after some of her men used a car to carry out a killing, and were captured by the police while stuck in traffic.
The more than 5000 students Pangasinan National High School in Lingayen, Pangasinan, where former President Fidel V. Ramos is an alumnus, where three teachers and one collector have been killed and three mentors have been wounded by a running berserk Police Officer 3 Domino Alipio, teemed with corrupt teachers.
“They are not only delinquent borrowers, some of them were corrupt,” my source told me.’
He cited that when a friend contracted the brass there for him to manufacture the identification cards (ID) of the students there several class advisers asked him how much was the one inch by one inch (1x1) photo that they said they were going to use for their students’ records, cards, and others.
“Dahil iyong picture naman ay duplicate doon sa I.D na ginawa namin, binigay ko na lang na P4 ang apat na one by one,” he stressed.
He learned later that some of these mentors were collecting P7 to P10 for that P4 pictures.
“Worst doon, iyong pinaka collector nila, pinabalik balik ako sa pag singil doon sa pera na sabi ng mga teachers na na-remit na nila sa kanya”.
He said he has even the tape recorded statements of the students who could attest that they paid up to P10 to some advisers

After browsing recently Jojo Robles' column in Manila Standard about the "jolting" experiences at the University of the Philippines to then Armed Forces Chief of Staff’s General Hermogenes John Esperon  and later Budget Secretary Butch Abad where they were harassed  (Esperon, in the Army service uniform, was pelted with eggs that hit instead two UP Professors) by radical leftist students, I recalled Bob Woodward book's The War Within where retired U.S four stars General and later CIA chief David Petraues (USMA Class 1974), brain behind the military surge in 2007 in Iraq), have been badgered and pestered by livid students of City University in New York.  The students were shouting invectives and taunting the nonchalant Petraues, a jogging buff, with “War Criminal” and “Every class, David!”:

Calasiao Police Only Passer in the U.N Initiated PGS-ITP Test

CALASIAO – The Philippine National Police chief's of this burgeoning town is the sole passer of the eight Class-A first level towns in Pangasinan in the tough Performance Governance System-Integrated Transformation Program (PGS-ITP).

Superintendent Saturnino Ediong said that he was elated by the verdict of the Technical Working Group headed by Senior Superintendents Marlou C. Chan and Antonio Mendoza, Director of Police Provincial Office in Ilocos Norte, Superintendent Reynaldo Tamondong, and San Fernando City Councilor Rodolfo Abat.
PGS-ITG has 10 Key Result Areas (KRA) a chief of police and his staff have to hurdle. They are National Policy and Institutional Development; Police Operations, Facilities Development; Human Resources Development; Administrative and Financial Management; Information and Communication Technology; Demonstration of Excellence through Development of Best Practices; Public Information Advocacy; and Reform Management.
One of the examples of these KRA on how to boost the efficiency of the police is the yearly 3% quota in seizing loose firearms and arresting their owners to lessen the scourge of shooting incidents in every towns, cities, and provinces in the country.
“If you can not do it in the  search warrant, you can confiscate it by other modes like Oplan Sita, checkpoints, Oplan Bakal, police response, and others,” Chan explained.
The police intelligence, according to Chan, plays a role in apprehending and those who possess illegal firearm and how to confiscate them.
Ediong, member of Philippine National Police Academy Class 1999, is also one of the three Superintendents (Lieutenant Colonels in the military) who passed the Police Executive Service Eligibility in Pangasinan given for their rank level.
The others, according to him, are Superitendents Rodolfo Castro, Jr. (PNPA 1999), the current chief of the intelligence division of the Pangasinan Police Provincial Office, and  Armando Muena (PNPA 1998). According to a source who asked anonymity, Muena has been given a conditional passing score by the panel of Chan on the Initiative Stage of the PGS-ITG in Camp Oscar Florendo in San Fernando City

PNP, Napolcom chiefs face SP grilling Monday



LINGAYEN ---- Following the rise of crime incidents in the province, the Sangguniang Panlalawigan (SP) has invited the Pangasinan PNP Provincial Director and the chief of the National Police Commission in Pangasinan to face the members of the legislative body during its question hour on Monday.

            The SP passed in last week’s session Provincial Resolution No, 782-2014, inviting OIC-Police Sr. Supt. Reynaldo Biay and Atty. Edwin Mapili of Napolcom  “to give update on the peace and order situation of the province.”

            The invitation was made in the wake of the recent series of shooting incidents and other index and non-index crimes that have alarmed townsfolk, including potential investors.

            The Pangasinan PNP’s objective to fight lawless elements was bruised by the latest shooting incidents in Pangasinan National High School (PNHS)  in Lingayen where three teachers were killed by a police officer who is engaged in a big-time money lending venture..

SP HITS BACK AT COJUANGCO

LINGAYEN— "Is it Mark Cojuangco who is playing politics in the tree cutting issue?"

            This was the big question posed by 6th District Representative Alfonso Bince, Jr. in reaction to the former congressman’s statement against the provincial government including the Sangguniang Panlalawigan, in relation to the issues regarding the cutting of trees, along the Manila North Road.

            In his privilege speech during the regular session of the Sangguniang Panlalawigan last September 22, Bince emphatically said that the SP has never played politics.

            “Let me state for the record, that the SP has never, never played politics,” affirmed Board Member Bince.

            He clarified that the reason for the passage of Provincial Resolution No 400-2014 is to reiterate the goals of Provincial 269-2014. He said “if the board has passed Resolution No. 400-2014, this is an offshoot of the concerns and apprehensions of well-meaning environmentalists like the Greenresearch headed by running priest Fr. Robert Reyes and others who have no ill-motives to oppose the tree-cutting of Mr. Cojuangco.

            Earlier issues had Cojuangco react to an agreement made between environment organizations and government and private entities which has led to the declaration of the ‘no more cutting of trees’ policy during a consultative meeting held in August.

            Apparently, Cojuangco referred to the resolution and the agreement as just " a piece of toilet paper" which the provincial leadership has resented saying the remark has shown great disrespect to the province’s legislature and the provincial officials.

            According to Bince, Cojuangco even questioned the resolution’s author, BM Generoso Tulagan, Jr., SP chairman of environment committee, whom the latter said was not even from the 5th district as Tulagan represents the 3rd District.

“And he is leaning towards the governor. So I said there you can’t blame me for looking for somebody who will stand as a congressional candidate in your district,” he cited.
He said Bataoil told him of his leaning with Espino while he enjoys the benefits and perks given to him by the national government through the NPC’s coalition with the ruling party Liberal Party of President Benigno Aquino III.
The monolith NPC was founded by Cojuangco’s father Business Magnate Eduardo "Danding" Cojuangco while President Aquino is his second cousin.

DENR bucks deal vs Manila North Road tree cutting

The Department of Environment and Natural Resources (DENR) has bucked the controversial agreement of local government officials of Pangasinan and environmental groups to save 770 trees that stand in the way of the Manila North Road (MNR) widening project.
DENR Region I Director Samuel Peñafiel clarified that his office did not support the agreement forged in a consultative meeting last August 26, contrary to several media reports. “The undersigned never entered in any agreement nor engaged the Provincial Government or environment groups on agreements on the issue of the tree cutting along the road widening project… Rest assured that the Regional Office is in full support to the road widening project in the Manila North Road and that we will not enter into any agreement without full consultation with key DPWH counterparts,” Peñafiel said in a three-page letter to Pangasinan 5th district Rep. Carmen “Kimi” Cojuangco. Penafiel’s letter came after former Cong. Mark Cojuangco, husband of Kimi, earlier appealed to the provincial board not to allow politics to delay the completion of the Manila North Road widening project. The former solon has been advocating for the cutting of trees along MNR, citing the provincial Ordinance 159-2012 enacted by the board in 2012 or the Pangasinan Environment Code, which allows the removal of trees and structures affected by road widening project. The DENR official said it was Provincial Environment and Natural Resource Officer (PENRO) Leduina Co who signed the said agreement and that it did not have his consent and approval. Co, in a two-page memorandum to Peñafiel, explained that she did not intend to defy the position of the DENR on the issue or usurp her superiors. She explained that she was made to believe during the meeting that the agreement was only to state that the recent resolution of the Sangguniang Panlalawigan resolving that no more trees should be cut along the MNR should be complied with as it has the “force and effect of law.” “With that in mind, and believing that it was a mere compliance to a legislative act of the provincial government, the undersigned agreed to sign the ‘agreement’ as an expression of support to the collective decision that there shall be no cutting of trees yet except and only upon final determinate by independent experts that trees to be felled has no more chances of survival,” Co clarified.

CALASIAO – This town’s four villages have been dubbed as Kevin Costner flick’s Water World because of their being a catch basin of floodwater from different towns in the provinces of Pangasinan and Benguet.
Gubernatorial and vice gubernatorial aspirants Mark Cojuangco and Mark Macanlalay distributed recently two truckloads of relief goods in Barangays Talibaew, San Vicente, Lasip, and Banaoang after typhoons Luis and Mario scourged the province.

The former Congressman of the 5th District of Pangasinan cited that he asked his personnel to buy bags of rice and boxes of can goods and packaged them for distribution.
“Hindi po ito gobyerno personal ko po ito na ginusto kung itulong sa inyo. Kung hindi ganoon karami pagpasensiyahan niyo po sa kakayahan ko lang po ito na personal”.
Macanlalay, this town’s mayor, said that water here could reach even above human level in some of the areas of the 18 beleaguered villages.

Blame Flood on that Corrupt Member of Congress

One of our neighbors when I was a tot at the RFC in the Philippine Military Academy Edna Rosimo-Cacanindin, whose hubby is Army Retired Colonel Dennis Cacanindin (PMA’85), complained how corrupt the officer who manned the desk of the Bureau of Immigration (BI) at the Ninoy Aquino International Airport 1.
“My son was going to Canada, he gave P1000 bill for the P550 passenger service charge to the BI officer there. When the officer asked him if he has a P50 bill so he can give P500 as change, he opened his wallet to fork out the P50 bill and gave it to the officer. But the BI guy asked him to give him back his P1000 bill he said my son took it from him”.
Edna said his son was taken aback since he believed he did not get back the P1000.
“As not to complicate the matter and prejudiced his flight to Canada, my son forked out another P1000 bill since he was catching his flight. In a hurry he even forgot to get the name of the BI officer”.
Mrs. Cacanindin said she warns the public of this modus operandi at NAIA. She said if the authority wants to know who this BI officer is, they can check Passenger Service Charge’s Official Receipt No, 7359338 C that was given by that BI guy to her son.

BIR-Eastern Pangasinan Tops Collection in Region 1

URDANETA CITY – The Revenue District Office (RDO)-6 of the Bureau of Internal Revenue based here tops in most taxes collected in the six RDOs in Region 1.
According to Nasrollah Conding, chief of the RDO-6, his office collected more than 40% of the tax target given by the government in August this year.
Meanwhile, a brass of the BIR here said that officials and employees of public and private entities shall have not more than P30,000 13th month pay and other benefits for them to  be excluded in the income tax.
Assistant Revenue District Officer Bernadette Mangaoang said that government will tax 32% of the amount that extend beyond P30,000 given as benefits that are received by these workers.
“Other benefits such as productivity incentives and Christmas bonus are included. Provided that the ceiling of P30,000 may be increased through rules and regulations issued by the Secretary of Finance, upon recommendation of the Commissioner, after considering, among others, the effect on the same of the inflation rate at the end of the taxable year,”  she reads Section 32, paragraph e (iv) of the National Internal Revenue Code.

Dagupan’s “Abortion Road” awaits P11M Initial Fund

DAGUPAN CITY – This is the worst rough and tumble village road in this city dubbed by motorists as “Abortion Road” for pregnant women. That moniker however will soon be a thing of the past after the Department of Public Works & Highway (DPWH) in Lingayen, Pangasinan has been assured of the P11 million Special Allotment and Release Order (SARO) from the Department of Agriculture (DA).
According to District Engineer Yolly Tangco, Chief of the 2nd Office Engineering of the DPWH, the realignment of the P11 million funds for the construction of the Tambac-Tebeng road comes from the D.A in San Jose City, Nueva Ecija.

P'gasinan ranks 5th in PH in vaccination




Lingayen- - -Pangasinan now ranks 5th among the 81 provinces in the country in terms of most number of children administered with measles rubella and oral polio vaccines.
Dr. Eric Tayag, Department of Health Assistant Secretary paid a courtesy call on Governor Amado T. Espino, Jr., as he came to the province on September 17  to personally monitor the development of the month-long health project of the national government which seeks to cover all children in the country with ages 0 to 5 years.
Popularly known as the dancing doctor, Asec Tayag commended Pangasinan under the leadership of Governor Amado T. Espino, Jr. for responding excellently on the project as he said that the province is on the right track not only its full throttle vaccination process but also with other aspects of health development.
Pangasinan, according to Tayag, has fast secured a spot among one of the top implementing provinces in just a span of two weeks of the month-long vaccination program. “We are here to personally observe and see exactly how you are able to do this so that we can also teach and share your techniques with other provinces,” he disclosed.
Tayag said that there are still two weeks to go before the program ends and he urges the Pangasinan team to aim for a higher ranking among the best-performing provinces.
Asec Tayag also hailed the province for its efficient ‘health service delivery network’ where the grassroot workers play vital role.

Espino, Villar join hands to firm-up anti-drug drive


Lingayen- - -The first council meeting of the re-organized Provincial Anti-Drug Abuse Council (PADAC) was held, September 16, with Governor Amado T. Espino, Jr. and Dangerous Drugs Board Secretary Antonio “Bebot” Villar leading the panel with an objective to fully intensify all efforts to address the dangerous drug menace in Pangasinan.
Gov. Espino, chairman of Pangasinan PADAC, identified five important things to consider in dealing with the social menace as he said that the solution is a concerted effort among leaders, concerned agencies down to the lowest unit.
 The governor said that the program to eliminate the dangerous drug should possess the following:  continuity, dedication, efficiency, integrity, and focus.
Gov. Espino said that schools and barangays should be prioritized even as he disclosed that in his last two years in office he will seriously undertake a more comprehensive, innovative, and stricter policy.
Being a former police officer where he held the Narcotics Command (NARCOM) for 12 years and arrested drug lords, the governor said the whole thing requires 90% intelligence works thus close coordination between the Philippine National Police (PNP) and the Philippine Drug Enforcement Agency (PDEA) is needed.
Secretary Villar, on the other hand, disclosed that the need to help or assist the PDEA is of utmost concern as there are only 31 agents assigned to cover the entire region.
Cooperation between the barangay, the municipal, and the provincial council, he said, must also be given attention.
The secretary also asked the governor to take charge as he said that Gov. Espino’s forte as a former police officer is in intelligence works as he recalled that as a young military officer, Espino arrested Kumander Dante (Buscayno), the head of the New People’s Army.
Gov. Espino, in his term as 2nd district representative, has authored an important bill- - - Republic Act (RA) 9165 otherwise known as the Comprehensive Dangerous Drugs Act of 2002.
Meanwhile, Adrian Alvarino, PDEA regional director, reported that out of barangays in Pangasinan, 96 are drug affected.

The axing of the two Chiefs of Police (COP) in Pangasinan from their post would be a wake up call to many COPs in the humongous province.
Provincial officials led by then Gov. Victor E. Agbayani and then Vice Gov. Oscar B. Lambino present to then Police Chief Superintendent Leopoldo N. Bataoil a replica of the resolution passed by the Sangguniang Panlalawigan commending the general for his “unparalleled” accomplishments and achievements in his career as police officer.
They have to put a stop to those hotshots who run a “bukis” or number game that piggy backs on the winning numbers of Meridian Jai Alai (MJA) that is being played like jueteng otherwise Gambling King Atong Ang reports them allegedly to the Philippine National Police’s hierarchy for the latter to sack them.
Why Atong seems to be influential with the police "apparatchiks" that when he reports some COPs heads have been seen rolling? Son of a gun, that’s a multi-million pesos question!
That deprivation happened last year when “bookish” or "bukis" rear their “ugly heads” in the Eastern Parts of the province. 
Some COPs have been cut off with the manna there for months.
 MJA, that is still stuck with injunction at the Court of Appeals, has the semblance of legality while “bukis” has the smirks of illegality before the eyes of Atong  Et al.
“The problem now dito sa Pangasinan karamihan sa mga bayan and siyudad ay may bukis kasi gusto ng mga mayors kumita ng malaki kasi malapit na ang election,” my source at the PNP told me.
He said when he was the COP of a city, bukis was being operated by the protégée of a mayor.
“Binibigyan lang ako ng P7000 kada linggo o P28,000 kada buwan. E pag may nag report na influential sa itaas di natangal pa ako”.
He said he have a serious talked with the local operators of the illegal game and told them to stop it.
“Mabuti naman huminto sila”.
He cited that if he was the COP of the two towns he would raid the place where the illegal number game was raffled and the bets were remitted even he would get the ire of those who run the gambling there.
“Mag pa relieve na lang ako kaysa matangal pa ako dahil diyan sa hindi pag papatigil sa bukis”.

Cojuangco to Field Bet for Congress in the 2nd District

DAGUPAN CITY – Unless incumbent Congressman Leopoldo Bataoil will support his gubernatorial bid, the Nationalist People’s Coalition will field an aspirant for Congress in the 2nd District come December this year, according to Mark Cojuangco.

“Definitely, hindi naman puwede na walang tatayo sa isang partido sa 2nd District.That is a choice that is forced on us,” he stressed.
He said that aside from the six members of Congress in the mammoth province of Pangasinan it is only Bataoil that has not publicly pledged his support for his intention to run for the highest office in the almost two million vote rich province.
When asked why Bataoil still stay with the NPC despite the absence of his declaration, Cojuangco said probably the solon has something up in his mind.
“Baka may iniisip pa sigurong iba so  abangan".

Cojuangco said Pangasinenses can wait till December this year whether the monolith party will back-up former 2nd District Congressman and former Pangasinan Governor Victor Agbayani against Bataoil if the latter would not declare his support for him.
“Abangan (just wait),” he emphatically told the jam packed room in Star Plaza Hotel here where he called last September 10 a press conference.
Bataoil in a text message to this paper said he asked for understanding why until now he remains mum on his position in the gubernatorial bid of Cojuangco.
“I beg for understanding by all concerned for not responding to queries as to which side I am with. Let it be known that I don’t want to play politics this early. I am focused in my district and in Congress where I am preoccupied with a lot of duties, responsibilities, and activities, “he stressed.
He cited his time is not even enough to perform the mandate entrusted to him by his constituents.
 Meanwhile, Cojuangco, a former three term congressman of the province’s 5th District,  said it would be farfetched that come the campaign period for the 2016 election he would be running for governor while his vice gubernatorial ticket would be Board Member Amado Espino III – Provincial Federation of Liga ng mga Barangay's President.

CAMP BGEN OSCAR M FLORENDO, San Fernando City – With the ongoing reforms like the Performance Governance System - Integrated Transformation Program (PGS-ITP) the Philippine National Police has been undergoing the days of criminals in the country are numbered.

Senior Superintendent Marlou C. Chan, Chief of the Directorial Staff of the Police Regional Office-1, said that the PGS-ITP for instance gives a quota of not less than three percent the PNP in a town, city, or province to confiscate the numbers of loose firearms under the jurisdiction of the police’s hierarchy there.
“If you can not do it in the search warrant, you can confiscate it by other modes like Oplan Sita (Operation Check-Up), checkpoints, Oplan Bakal (Operation Firearms), police response, and others,” he told recently Chief Inspector Rex Infante, Chief of Police of Mangatarem, Pangasinan and his staff when they underwent an evaluation on the initiative part of the PGS-ITP.
The police intelligence, according to Chan, plays a major role how to apprehend those who possess illegal firearm and confiscate their weapons.
He said a town like Mangatarem should have a crime map for the police there to analyze the areas where loose firearms proliferate.
In the evaluation test here of the PGS-ITP, he cited that the PNP’s hierarchy would ask policemen in local government units (LGU) how much money they need and how would they use them
“This is the transformation by the PNP. Gone are the days when the police in the desk would tell a complainant that he could not make a report since there is no bond paper in the office, or gone are the days when the policeman would tell the complainant that they could not respond to the place of hostility because the patrol car has no gasoline,” he stressed.
“The PGS-ITP is based on the findings and recommendations of the PNP Reform Commission Report; the GOP-UNDP Study on Transforming the PNP into a more Capable, Effective, Credible Police Force, and; the PNP Transformation Plan.
Apprehension of loose firearm is not only the area of concern of the PNP, PGS-ITP has 10 Key Result Areas (KRAs),” a police who asked anonymity told this paper.
The 10 KRAs are; National Policy and Institutional Development; Police Operations, Facilities Development; Human Resources Development; Administrative and Financial Management; Information and Communication Technology; Demonstration of Excellence through Development of Best Practices; Public Information Advocacy; and Reform Management.

PNP chief Director Allan Purisima warned recently PPO directors and chiefs of major cities around the country to hurdle the “initiative stage” in two try otherwise they would be sacked from their post.
The latest victim of this warning from Purisima was the chief of police of Legazpi City.
Since November 24 last year, 53 PNP offices/units have passed the PGS initiated status.
The PGS-Certification is led by Purisima, Garbo, and the PNP Center for Police Strategy Management’s office. They are aided by the National Advisory Council for Peace, Transformation, and Development, PNP-TWG, and others
