Manay Gina nagbigay ng mga gamot sa leptospirosis

Noon Agosto 30,  magbibigay si Manay Gina ng gamot na Doxycycline capsules para pangunang lunas  sa sakit na  leptospirosis sa mga barangay ng Dagupan na may mga bahaging nalubog sa tubig sa loob ng tatlong linggo.   

Bale pitompung libong kapsula ng nasabing gamot kontra sa nakamamatay na sakit ang ibabahagi nya sa  Bacaya Norte, Bacayao Sur, Caranglaan,  Lasip Grande, Lasip Chico, Malued, Pogo Grande, Pogo Chico,  Lucao, Mayombo at Pantal.

Samantala, natutuwa ang kongresista dahil nasa bicameral committee na sa kongreso at senado ang panukala nya para doblehin ang kapasidad ng region 1 Medical Center. 

Ayon sa kongresista, napag- alaman niyang number three ito sa top 22 priority project ng Department of Health. Sa kanyang panukala, ang pagpapalaki sa nasabing ospital ay gagawin sa loob ng limang taon, kung saan animnapung bed capacity ang idadagdag kada taon.  

Malaking tulong ito diumano sa pangangalaga ng kalusugan ng mga taga-Pangasinan, lalo na sa Dagupan, dahil magkakaroon ang siyudad ng primera klaseng ospital , na ang gastusin sa operasyon at pamamahala ay walang kinukuha  ni singko sa kaban ng bayan. 

Bukod dito, walang hinto pa rin ang pagsasagawa nya ng libreng medical and dental mission sa 140 barangays ng ika-apat na distrito. Noong Agosto 30,2012 araw ng biyernes, ang nasabing libreng medical mission ay gaganapin sa barangay sapang at nalsian sa Manaoag.

Akbayan stalwarts give medicines to CHO



SAN CARLOS CITY. AKBAYAN Partylist chairperson Risa Hontiveros and Malacañang Undersecretary Atty. Barry Gutierrez gave medicines and vitamins to Rural Health Unit 3 of the City Health Office.
The visitors were welcomed by Vice Mayor Joseres Resuello, Councilors, and the Liga ng mga Barangay headed by its president Col. Jose Pagsolingan. OIC-City Health Officer Dr. Edwin Guinto and CSWD Officer Susan Viduya identified the 6 barangays covered by RHU 3, namely Bocboc, Bogaoan, Bani, Salinap, Antipangol and Mabalbalino. These are western barangays that were among the flooded during the Habagat early August this year.
Medicines given were those that are usually used by patients whose illnesses are common during rainy season.CIO

Sanchez is the newly assigned regional director  of the Philippine Drug Enforcement Agency that is based in San Fernando, La Union. Thanks that my former colleague in the academe, the ageless Mina Francisco of the Capitol, called my attention when she was talking with Director Sanchez.
 “ Mortz, the new PDEA director is from Bacolod”.
“Lininti-an,” I told myself.
Director Sanchez, who replaced Region-1 Regional Director Edgar Apalla, had a good time exchanging pleasantries with some mayors, an Ilonggo speaking Pangasinan board member (guess sino siya?), and media men that I brought to him.
“Why are you so accommodating to the new PDEA chief?”  asked by Atong Remogat, my classmate at the Mababang Paaralan ng San Andres Bukid (“Low School of Saint  Andrew Mountain”) – according to media man of the Liber-liber fame Harold Barcelona)
“I am doing this not because I want to intercede in case some members of the media are apprehended in a drug buy bust, but I am doing this as what an Ilonggo should be doing to a fellow Ilonggo whenever he comes in a strange land,” I told him in jest. 
PDEA Director Sanchez told us (mayors, board members, mayoralty wannabes, and media men) that his wife is an Ilocana from Ilocos Norte.
 When I asked him if he can speak the Marcosian vernacular, he told us: “Para daw matuto mag salita ang isang Ilonggo ng Ilocano, kailangan daw malawayan siya ng Ilocana”.
This quipped from the amiable director endeared him to everybody there who had a guffaw.
“O.K pala itong si director, mapag biro!”a famous broadcaster quipped.
“Ikaw na ang bahala diyan kay Roy, Mortz,” Cagayan de Oro PDEA Regional Director Bob Opena, my neighbor at PMA, Baguio City texted me after I called his attention of the presence of Director Sanchez.

Controversial RD-Lingayen has new boss

LINGAYEN – The director of the Land Registration Authority has assigned a new head at the beleaguered Registry of Deeds here that oversees the land titling and transfer transactions of residents of the 26 towns and a city in Pangasinan. Lawyer Jose Roy B. Raval, who hailed from Laoag City said that it was LRA Director Eulalio C. Diaz III who asked him to get the top post of RD-Lingayen since there was no taker for the scandal-ridden office. He explained that the “No-Taker” stance of those qualified at the LRA prompted him to get it and start the necessary reforms to save the office from its besmirched reputation. “Everybody shunned the post here because it is haunted by accusation of being a bastion of anomalies where fixers abound around its premises,” Atty. Raval said. RD-Lingayen is the biggest land registration office in Region-1. The land registry office has been put into controversy recently when Commissioner Kim Henares of the Bureau of Internal Revenue (BIR) exposed through the national media the malfeasance of Lawyer Melvin Castro, then the RD-Lingayen deputy head, whom she charged in court for violation of Section 258 (E) of the National Internal Revenue Code of 1997, as amended. Castro was accused of allowing the transfer of ownership of the two parcels of land by the 12 heirs of Gavino Vinluan to former Mayor Ernesto Acain of Labrador town without a Certificate of Authorizing Registration (CAR) from the BIR authenticating that such transfer has been reported and that the Capital Gain Tax (CGT) thereon has been paid. Henares, in her charged said that Castro wrote in a Day Book here a statement that was used by Nestor Quiambao, provincial assessor of Pangasinan, to issue a new tax declarations in the name of the buyer Acain. But what Castro wrote was completely unrelated barangay certificate dated August 11, 2009 and not a certification for CAR for the heirs to pay the P9.26 million that was a requirement for the transaction. Despite the “falsification” charged against Castro, he was promoted as head of RD-Alaminos City. Another controversy that dragged the land office to public ridicule was when Carla Cacapit, administrative clerk of RD-Lingayen was entrapped by a joint team of BIR-Revenue District Office-6 based in Alaminos City and Criminal Investigation Detection Group (CIDG) after she interceded for the processing of the CAR at the BIR by making an impression to the land buyer-poseur that she has connection with the BIR. Lawyer Elmer Carlino, former Assistant Revenue District Officer of the BIR in Alaminos City, said that some of the CARs being processed by fixers at the RD-Lingeyen were faked. The CAR is issued when the seller or transferor of a real property tax (RPT) pays the BIR through an Estate Tax or Capital Gain Tax and Documentary Tax before the RD (Register of Deeds) gives the new land title to the buyer. Carolino, who was promoted now as the head of the Special Investigation Division of BIR Quezon City, said Cacapit was found in her possession fake CAR after a buyer from the BIR paid her P280,000 for a CAR in a multi-million pesos of sale of land in Bani, Pangasinan. Cacapit was charged with complex crime of estafa with falsification of private document with an imprisonment of up to 22 years, according to Carolino.

Aquino III for his support to upgrade and rehabilitate the tertiary hospital that is based here. Dr. Roland Mejia said that the upgrading of R1MC to 600- bed capacity was contained in a bill passed by Rep. Gina De Venecia (4th District Pangasinan) which is being readied in the bicameral committee of the two chambers of Congress. “ The upgrading of the hospital will coincide with the implementation of the five-year expansion of the tertiary hospital from 300 beds to 600 beds as contained in the bill of Rep. de Venecia.

CALASIAO – Pangasinan Governor Amado T. Espino has sent to Japan the mayor of this burgeoning town for a two-week seminar that would benefit the province. The acting mayor, Vice Mayor Roy Macanlalay, said that his son Mark was sent by the governor to attend a seminar sponsored by Japan International Cooperation Agency.
 JICA is a governmental agency of Japan which is responsible for the technical cooperation of Japan’s Official Development Assistance (ODA) programs. It has 50 overseas offices including the Philippines. .

CORRUPTION AT DEP-ED

 The mayor and the vice mayor of a Central Pangasinan town have axe to grind against the principal of the biggest high school in their town and one of the biggest secondary schools in the province. “We are politicians and we owe our debts to our leaders (in the villages). Thus we recommend their children as (licensed) teachers to that school. But she (principal in that school) withheld the items from us,” the influential vice mayor told me. Now that the principal is going to be promoted and assigned at the division office of the Department of Education, the smarting politician promised the principal of the 2nd biggest high school in the town to occupy the soon to be vacant post. But the mayor and the vice mayor have another problem. The lady principal of the 3rd biggest high school is ruining their plan. She is hell-bent on applying for the post of the biggest secondary school of the town in the division office in Lingayen despite the pledge of the two leaders that she gets the position of the 2nd biggest school. “In case she persisted, she will get our ire,” the vice mayor warned.

New dikes save Sta. Barbara from floods

SANTA BARBARA – Mayor Carlito Zaplan said construction of dikes in three villages here saved the day for this town from flood that submerged the villages in the past. He explained after he reclaimed his post in 2010 he embarked on construction of dikes in Barangays Dalongue,Poblacion Norte, and Banaoang, costing P30 million. Zaplan said the dike, located at the back of the house of former Mayor Reynaldo Velasco, mitigated significantly the flood that was brought by typhoons Frank, Gener, and Helen. He said during the onslaught of typhoons Ondoy and Pepeng in 2009, many parts of this town were submerged. “So I concentrated on building dikes and repairing those destroyed. I used my equipment to minimize expenses of the municipal government. Our dikes have concrete walls,” Zaplan, who owns a construction firm, stressed.

Liver spread lovers should not worry

Rosenso So, chair of Abono Party-list, said in case the Tariff Commission approves the request of swine raisers to raise the tariff of offal from five percent to 35 percent a kilo, there would only be minimal price increase to the 8.5 gram liver spread. The proposal to spike the tariff to 35 percent is to deter smugglers to declare choice pork cuts as offal. Offal (low grade parts of pig) has at present a five percent tariff.

Construction of P5M edifices above board - Dion

LINGAYEN – The chief of the Department of Public Works & Highway based here explained that out of the P5 million allocations given by Senator Allan Peter Cayetano for Dagupan City only three classrooms have been constructed by the contractor commissioned by his office. Eng. Rodolfo “Boy” Dion, chief of the 2nd Engineering District of the DPWH, said that each of the three edifices is a two-storey building that if quantified would become six school buildings worth P830 thousand each. He cited that the foundation in the ground floor of the three edifices are more solid, that it has more time-beam and has more iron reinforcement compared to the standard one school room built by private contractors contracted by the public works. Dion denied that there was anomaly in the construction of the buildings in Dagupan City. He said that he sent already the program of works and the reports of the bidding to the office of Senator Cayetano and to the editor of a provincial newspaper.

Gov. Espino Mulls Legal Action Against NPC

Lingayen- - -Governor Amado T. Espino, Jr. is determined to seek legal action to improve the protocol concerning the release of water from San Roque Dam to assure the safety of the public against occurrence of flashfloods. In a press briefing held August 7 at the PDRRMC, the Governor expressed dismay over the perennial problem on dam release that has constantly alarm the public every time there are storms or heavy rains that happen in Pangasinan. “This has been going on for three years. Nasa pang-apat na taon na tayo. We cannot continue like this,” Gov. Espino said as he added that he is determined to seek legal assistance on the matter to clear once and for all what is vaguely stated in the protocol. It will be recalled that the dam was blamed for the massive flooding in Pangasinan in 2009 that submerged 38 towns and cities and ravaged around P4billion worth of crops, fish, roads, bridges and dikes after San Roque operators opened all of the dam’s spillway gates when it was about to reach its full capacity. “Usapan noon na at 276 masl magbukas na sila para hindi na nila biglaang magbukas pag nandyan na ang malaking tubig,” Gov. Espino noted as he added that the protocol was actually violated as the dam reached the 284 meters above seal level (masl) a day before the media briefing. Even when the water level at the dam has already surpassed the agreed 280 masl spilling level, San Roque Power Corporation still waited for the go-signal from its lead agency National Power Corporation (NPC) to direct dam crews to start discharging waters in two gates that are now opened at two meters with an outflow of 580.66 cubic meters per second (cms). “SRPC’s reason why they tend to accumulate 280 masl and above is to avoid flooding in the lowlands, but we don’t have floods in the lowlands in fact,” the provincial chief executive noted. “Ang naging problema is nag-ipon sila ng tubig for power generation maski hindi nila sabihin,” said the Governor as he repeatedly refuted that he will not stop until the protocol will be revised. The Governor pointed out that one of the dangers of abrupt release of water from the dam is that a stretch of the Agno River from San Manuel towns has not been dredged thus sudden release of water like in 2009 can cause the river to overflow and may even breach the dikes which will endanger the lives of the people. Meanwhile, Provincial Administrator Rafael F. Baraan said that under the protocol, it is axiomatic for Napocor to order release of water once water level at the dam reaches 276 masl. Any delay in the release of water, Baraan said, would result to undue accumulation of excess of water from the dam, and a sudden release of a large volume of water could trigger flashflood. While there was no typhoon in the Philippine Area of Responsibility which could have spawned heavy downpour, the provincial administrator noted that the increased intake of water being spilled by Ambuklao and Binga dams could accelerate the rise of water within the dam structure. Four instances where protocol on water releases is observed are as follows: when dam water reaches 276 masl with continuous rainfall; when water is at spilling level of 280 masl; when there is a typhoon in the area; and, when there is an inflow of 500 cubic meters per second, the same volume must be made in the outflow process. The provincial government is scheduled to conduct a multi-sectoral onsite inspection and public hearing on Monday, August 13 at the SRPC. (PIO/Ruby R. Bernardino)

Macanlalay hails VP Binay for Relief Goods

CALASIAO – The mayor of this flood-prone town lauded recently the gesture of Vice President Jejomar Binay by giving 4000 relief goods to the 14 flooded villages here.
 Mayor Mark Roy Macanlalay said that the 4000 goodies have variably composed of can goods, noodles, rice, coffee, and some used clothes.
A source who asked anonymity here said that each of the goods cost roughly P400. “We were lucky that the staff of Vice President Binay was in Bugallon and Rosales (towns) distributing relief goods. So when they saw on TV (flood here) they proceeded here immediately,” Macanlalay stressed.
 Some of the 14 barangays that were recipients of the generosity of Binay were Longos, Nalsian, Banaoang, San Vicente, Poblacion East, Poblacion West, Buenlag,and Talibaew.
He said this town has 24 villages. He said that he personally delivered the goods to recipients in many of these barangays, while some leaders of these flooded villages went to the municipal hall and claimed those intended for their constituents.
 Mayor Macanlalay cited that floods on these villages are already part and parcel of the topography there. “Part na ng Calasiao. Kaya iyong iba ayaw na mag-relocate. Minsan sa isang ta-on, two times, three times. Nakasanayan na (Flood is part already of the villages there. Many of these people in these barangays would not relocate. They reasoned out that the advent of the deluge ensued only once, twice, or thrice a year),”he explained.

 Is it true that the rift between Governor Amado T. Espino and BM Ranjit Shahani is worsening? A top official at the Capitol told me that Ranjit waved a CD at him that he said contains libelous statements uttered by the governor when he spoke recently to the crowd in San Nicholas, Pangasinan. He said somebody has recorded in a video the governor’s scathing remarks against Ranjit and passed it to him. Jesus, Maria, Hosep! What is that Ranjit man? ***
 I got information from a very high official at the Provincial Capitol that whether we like it or not the Liberal Party will launch a provincial ticket in Pangasinan. He said the party, after re-mapping again, has eyed lately Alaminos City Nani Braganza and Jamie Agbayani for the gubernatorial and the vice gubernatorial posts, respectively.

Congressman to DPWH:Remove my name in projects' signage

QUEZON CITY – Pangasinan Second District Rep. Leopoldo Bataoil has no regrets of his early decision not to display his name in all his projects in the eight towns of the district. Bataoil said until now he still keep in his mobile phone the text message he sent to Engineer Rodolfo Dion, chief of the 2nd Engineering District in Pangansinan instructing him not to put signage announcing to the public that he was responsible for the projects being constructed in his district . “I just felt good by not showing to the public that I interceded for the projects I constructed there,” Bataoil said. He said his daughter kept badgering him in his earlier term as solon not to put signage with his name as “it is awkward” despite the non- passing into law of the Anti-Epal Bill.

Manay Gina boosts campaign vs riding in tandem criminals



Pangasinan’s 4th District lawmaker Gina de Venecia distributed high-powered motorcycles to the police forces of Dagupan City, Manaoag, Mangaldan, San Fabian and San Jacinto in an effort to help the local police in its drive to abate unlawful acts, being committed by riding-in-tandem criminals who maneuver easy escapes by using motorcycles. For this program, De Venecia has allotted two motorcycles to each of the local precincts. Photo shows Rep. SWAT gear beefs up PNP San Carlos

SAN CARLOS CITY. A 3.5 million pesos worth of SWAT gear was turned over to the city police by the city government on Aug. 1, 2012, 9:00 A.M. at the Bulwagan of San Carlos City Hall. Mayor Julier Resuello and Vice Mayor Joseres Resuello, were joined by city councilors and City Administrator Manuel Sison in the turnover ceremony wherein City Chief of Police Col. Marlon Tayaba and OIC Pangasinan PNP Director Police Senior Superintendent Mariano Luis Versoza Jr. were joined by the police force. Items turned over include 20 ballistic vests, 20 ballistic helmets, 10 pairs elbow pads, 10 pairs knee pads, 20 tactical goggles, 20 tactical gloves, 20 flashlights, 2 ballistic entry shields, 2 battering rams, 20 tactical gas masks, 2 bolt cutters, and 10 police duty vests. Mayor Resuello said that the city government supports the police who risk life and limb in their duty to preserve peace and order. Col. Tayaba, in behalf of the police, remarked that San Carlos City PNP is very appreciative of the support they get from city officials headed by Mayor Resuello. “In the 3rd district of Pangasinan only San Carlos has ample SWAT gear,” said Tayaba who added that with this development “the more our city police can be of help to our neighboring towns when necessary.” Last year, the police received from the city government 30 pistols, 2 vehicles, and 3 big bikes. PNP Director Versoza expressed that he is “very much impressed by the support and coordination the city officials and the police have for one another”. At present there are 82 policemen including policewomen in the city, and 12 from the Field Training Program. They have orderly time shift in duty. They regularly check peace and order situation in the barangays, the heavily populated areas, commercial centers.CIO

Napocor violates water protocol level - Espino

Governor Amado T. Espino, Jr., this afternoon, has expressed serious concern over the fact that as of 12:00 noon today, the water level at the San Roque Multi-purpose Dam has reached 281.22 meters above sea level, which is 1.22 meters beyond the agreed protocol spilling level of 280 meters above sea level. To make things worse, while the reported inflow as of 12:00 noon today is 712 cubic meters per second, the NPC has maintained the slow and minimal release of dam waters at the rate of 334 cubic meters per second since 10:00 p.m. last night. This means that every second since 10:00 p.m. last night, San Roque Dam has been accumulating more water at the rate of at least 378 cubic meters per second. This explains why the water level has increased from 276.1 meters above sea level as of 4:00 p.m. yesterday to the reported 281.22 meters above sea level at 12:00 noon today. If the situation continues, the water elevation in San Roque Dam will continually go higher until the situation becomes catastrophic as if we never learned from that tragic experience in Typhoon Peping, where a deluge of dam waters at the rate of at least 5,000 cubic meters per second destroyed everything across its path in the different towns located along the Agno River. The Governor has therefore expressed not just concern for the safety of the people of Pangasinan, but also anger over this blatant violation of the NPC of the spilling level protocol as previously agreed upon and established as a policy guideline for the safe operation and management of the San Roque Multi-purpose Dam. Consequently he has sent a stern advice to the NPC, through San Roque Power Corporation Vice President Tom Valdez, to act now and prevent the situation from reaching catastrophic levels and exposing the people of Pangasinan to unnecessary danger.

De Venecia’s District-Wide Greening Program


Some 107, 059 seedlings of assorted tree seedlings were distributed by Rep. Gina de Venecia last weekend in Dagupan City, Mangaldan, Manaoag, San Fabian and San Jacinto to formally start the massive district-wide greening program the 4th District, in cooperation with PENRO and CENRO. According to De Venecia, the district-wide greening project is aimed at establishing mini- forest in all public schools, soil protection system along the river banks, and beautification of major hi-ways. For roadside beautification, she gave 33, 965 flowering trees like Caballero, Fire Tree, Golden Shower and Tecoma. For the establishment of mini forest in public shools, De Veencia has alloted 21, 962 seedlings of narra, 20,083 seedlings of mahogany and 5,000 seedlings of Kamagong. She also distributed a total of 26,049 seedlings of kawayang bayog and kawayang tinik for riverbank protection. Gov. Espino Cites Top Priorities on Disaster Preparedness

Lingayen- - -In a bid to establish an effective disaster operational preparedness in Pangasinan, Governor Amado T. Espino, Jr. came up with a strategic plan to put up various evacuation centers in different parts of the province. This developed as a coordinating conference between the Provincial Disaster Risk Reduction Management Council (PDRRMC) led by the Governor and the Pangasinan Philippine National Police headed by PSSupt. Mariano Luis “Sonny” Verzosa, Jr. was held August 2. Gov. Espino said that there are three necessary things to be prioritized to level up the Province’s disaster operational preparedness which include: proper coordination of organizational members, proper positioning of assets or logistics of the police force, and identification of evacuation centers not necessarily located in the affected low-lying municipalities. “We really have to make the necessary preparations and get ready for any eventualities of unexpected calamities,” the Governor said as he added that things that occur today are something that are not normally happening before. Thus, the Governor said, the establishment of district serving evacuation center which will be equipped with anti-venom, anti-rabies and other first-aid medicines, is one combat tool for public safety and a response for disaster risk reduction. Gov Espino instructed that each municipality should identify evacuation centers within their community which shall readily house evacuees during occurrence of disaster. However, for low-lying municipalities like Sta. Barbara and Calasiao, Gov. Espino suggested that evacuation areas should be located and properly coordinated in some high-rise areas of nearby towns or cities within the district. He also urged the police forces in the province to always be ready in all angles in their respective headquarters for a quick response during unprecedented disasters. It can be recalled that the town of Bugallon specifically in Umanday mountainous area was hit by flashfloods last weekend and the same occurrence happened again in August 1. “Flashfloods happened in Portic, Bugallon was due to the deforested mountains that could no longer hold water,” Gov. Espino said. The provincial government has taken initiatives to plant trees to reforest denuded mountain areas in Bugallon as a part of long-time mitigation measures of the province; but still it is not enough to hold waters in the mountains before cascading down into the lowlands. The Governor revealed that the PDRRMC was the first rescue team to reach the affected areas in Bugallon to conduct rescue and relief operations. Vice Governor Jose Ferdinand Z. Calimlim, Jr. pointed out that it’s about time that people must get away with traditional directions to effectively establish an effective disaster emergency work-plan. Calimlim also said that close coordination between members of the police force, the local government units and the media must be strengthened to help raise the people’s level of awareness regarding weather conditions and updates.
