Bursar collared in Ilocos Sur for robbery

CAMP BGEN OSCAR M FLORENDO- The Ilocos Sur police arrested Edgar C. Pablico, 42, married, barangay treasurer and a resident of Barangay San Vicente, Magsingal, Ilocos Sur, after the authorities learned that Pablico is the mastermind of a robbery hold-up that recently happened in Ilocos Sur.
Based on reports reaching this headquarters, Mario B. Urban,acting Punong Barangay of San Vicente, Magsingal, Ilocos Sur together with Pablico were on their way home onboard a motorcycle at 2:20 in the afternoon of December 17 when two unidentified male suspected robbers staged them along the national highway in Barangay Parada, Sto. Domingo, Ilocos Sur.
The suspects allegedly pointed at them a caliber .45 and hastily grab a red envelope containing cash amounting to Php135,741.33 and Land Bank check worth Php3,120.49.
Chief Superintendent Roman A. Felix, regional director of Police Regional Office 1 (PRO1), said the arrest of Pablico came after investigation of the Sto. Domingo police, pointing Pablico as the brain of the said incident.
 The accusation against Pablico is being supplemented by testimonies of witnesses to include the sworn statement of the Acting Punong Barangay.
Further investigation likewise revealed that Pablico was involved in previous anomalies and in despicable financial transactions to include his numerous debts.

DAGUPAN COMMEMORATES 118th RIZAL DAY

The city government of Dagupan joined the nationwide observance of the 118th anniversary of the martyrdom of Dr. Jose P. Rizal this Tuesday, December 30 with the traditional laying of floral wreaths at the hero’s monument at the city plaza.
The wreath laying ceremony will be led by the city officials headed by Mayor Belen T. Fernandez together with officials from the local government, PNP, Department of Education, Free Masons of the Philippines, Knights of Columbus, teachers and students among others.
Among those who attended the ceremony were Councilors Jose Netu Tamayo and Marcelino Fernandez, District Deputy Grand Master Michael Camilo G. Datario, Kendall Cua, Benny Cuna, and Msgr. Antonio Padilla.
This year’s theme is “Rizal 2014: Dunong at Pusong Pilipino.”

P'sinan Police Official Ranks 2nd in Napolcom PESE Exam

DAGUPAN CITY -A Pangasinense police officer placed second among the 88 senior police officials in the country who took the Police Executive Service Eligibility (PESE) examination administered by the National Police Commission (Napolcom) this year.
Police Chief Inspector Ryan Manongdo, currently assigned as the officer-in-charge of the Pozorrubio police station, made it to the top five after passing both the written and validation interview phases of the PES Eligibility process.
The PESE is an eligibility requirement for the third level ranks in the Philippine National Police (PNP) such as Police Senior Superintendent, Police Chief Superintendent, Police Director, Police Deputy Director General and Police Director General.
“I am grateful for this blessing in my police career,” he told the Philippine Information Agency.
In 2007, Manongdo ranked 3rd in the Napolcom Inspector Exam and 8th in the Napolcom Superintendent Exam in 2010.
Prior to his present assignment as OIC of PNP-Pozorrubio, he served as information officer and the acting chief in Logistic/Finance of the Pangasinan Provincial Police Office.
Other PNP officials who made it to the top five of the PESE exam are: Police Supt. Jeanurada Macario, nurse PCO (Police Commissioned Officer) at the PNP General Hospital (Top 1); Chief Insp. Mary Grace Nasdoman, chief Plans Section, Office of the Regional Logistics Division, National Capital Region Police Office (Top 3); Chief Insp. Reuben Macario, Administrative Officer, Regional Health Service, PRO 9 (Top 4); and Chief Insp. Vener Santos, Women and Children’s Complaint Division, Criminal Investigation and Detection Group, PNP National Headquarters (Top 5).
The 8th PESE conferment rites was held on December 19 at the Jesse M. Robredo Hall, DILG-Napolcom Center in Quezon City, with Interior Secretary and Napolcom chairman Mar Roxas as guest of honor and speaker.

One of the most sought legal eagles in Pangasinan told me that the lawyer of the sacked Pangasinan Administrator Raffy Baraan Provincial Housing and Urban Development Council Office chief’s Alvin Bigay was a lightweight.
“Mahina, natangal sa puesto ang kliyente niya”.
Attorney Raffy Martinez, who lawyers for several mayors in the province, told me that after the Ombudsman dismissed Baraan and Bigay by meting them the cancellation of their eligibility, forfeiture of retirement and benefits and perpetual disqualification from reemployment in the government service, Baraan and Bigay’s lawyer should have filed a Petition of Declaratory Relief at the Supreme Court.
Declaratory Relief occurs when the two parties go to court to get clarification. The camps of Baraan and Bigay were protesting the haste the Ombudsman inflict on them. The duo had instead filed last December 16 an Urgent Motion to Lift the Implementation Order to the Ombudsman.
When I asked him that their lawyer or lawyers should have filled an injunction with temporary restraining order to prevent the Ombudsman in immediately kicking the asses of the beleaguered duo from the Capitol, Martinez agreed that that should be what their lawyer should have done.
One of the digs to those incompetent lawyers would be when either their clients have been dismissed or jailed after a raid or arrest despite the patent loopholes on the implementation of the warrants by the raiding team just like what happened to two cases in a Central Pangasinan's town for the past several months.

Cojuangco-Macanlalay Gov’t to Double Services – Mark Roy

CALASIAO – The mayor here said that incase voters elect him and former Congressman Mark Cojuangco for the vice governorship and governorship, respectively, of Pangasinan they would double their services they used to be giving to their constituents.

“Ako nandirito sa inyo na nagsasalita dahil ako po ay naniniwala at kung paano naniwala si Mayor Sammy si ABC president Dindo Merrera gayon din po sa amin sa inyo na magtiwala at mas kilalanin pati kami upang buong buo po ang ibibigay ninyong suporta sa 2016,” he stressed.
This town has been burgeoning under the long reigning leadership of the mayor and his father former Mayor and now Vice Mayor Roy Macanlalay where Manila based big time investors put shops here.
 “Sunod sunod na ang mga nagpapatayo ng structures diyan. Nagkaroon ng mga karagdagang restaurants sa tabi ng Dagupena (restaurant). Meron na doon show windows ng Nissan, Susuki, Laus Group of Companies, KIA. Haima na isang brand ng sasakyan. Tapos iyong mga gas stations pa na SEA Oil, Caltex, marami pa,” he explained.
 The business establishments that put shop here before the mall was constructed were Jollibee, Honda, Toyota, and Amianan Motors.
He said Barangay San Miguel that host all of these businesses is the display windows of this town to people who pass the MacArthur Highway going to and from Manila. He said that people who have not been to this area for three years would have a jolt of their life because of the edifices that sprouted there like mushrooms.
Cojuangco on the other hand was responsible in pouring hundreds of millions of pesos of huge infrastructures to his head turning modern palay drying facility and a warehouse project in Barangay Unzad, Villasis town, Pangasinan Dairy Farm in Barangay Maraboc, Laoac with 300 females and 200 male imported dairy cows from Australia, expansion of national highway to four lanes, huge water drainage, to name a few in the 5th Congressional District when he was a nine-year solon there.

DAGUPAN CITY – The construction of the substructure of the bridge that becomes a perennial bane to motorists located at the border of this city and San Fabian town will be finished at the end of January next year.
District Engineer Rodolfo Dion, chief of the Pangasinan 2nd District Engineering Office, said the private contractor commissioned by the Department of Public Works & Highway to build the Mangalanday Bridge had been preoccupied constructing another project in San Carlos City.
The contractor should be constructing the bridge’s foundation, tapping, and other in a project that has a P40 million appropriation.
Dion said the delay of the Phase 1 or the substructure happened because the machine used for drilling the foundation of the bridge had been used by the private contractor’s Rod Tech in a project in San Carlos City.
Rod Tech is owned by Kenneth Tan.
“By the end of January 31 tapos na namin ang Phase 1”.
The project, as of press time, is more than 65% complete according to Dion.
The bridge is the brunt of complaints by motorists who have to deal with the narrow rough roads and tiny metal platforms provided by the contractor as by pass road.

Mangaldan PNP, DSWD Open Havens for Victims of Violence

MANGALDAN – The P3 million worth havens here for children-in-conflict-mentally (CICM), battered women, and those who are victims of violence is probably the first project in Pangasinan between the Department of Social Welfare & Development and the police funded by a local government.

DAGUPAN LGU, PNP CONTINUE TO CRACK DOWN ON 'HATAW'

DAGUPAN CITY – Mayor Belen T. Fernandez spearheaded the destruction in public view of confiscated 'hataw' gambling machines a as she ordered Police Superintendent Christopher Abrahano, city police chief, to get rid of all illegal video gambling machines to make Dagupan City “hataw-free”.
Fernandez, together with Abrahano, destroyed a total of 24 hataw machines last December 19 at the PNP compound.
Abrahano said that the gambling machines were confiscated in different depressed areas around the city, most of which were from Sitio Aling in Barangay Pantal, in various operations conducted this year.
Concerned citizens provided information on the operation of the illegal machines through the city's police hotline number.
“The PNP will continue to implement the anti-gambling law in order to protect students who are the main target of these illegal activities,” said Abrahano.

CALASIAO – It is 41 mayors now who gave their unequivocal support to the gubernatorial bid of Mark Cojuangco after the Binmaley Town Mayor declares recently here his and his 33 villages elected officials' backing.

The gargantuan Pangasinan province has 44 towns and three cities where voters vote for the provincial elective officials.
Mayor Sam Rosario said last December 19 that he has been waiting for one and a half years for Pangasinan Governor Amado T. Espino to call or visit him but nothing happened.
“Sabi ko inaantay ko si Governor Espino for one and half years na kakausapin ako. Maski minsan isa hindi man lang ako (kina-usap). I’ve been waiting for him one and a half years after election noong nakabalik ako, maski hindi ako sinamahan noong dalawang elections (2010 and 2013 polls) pero respeto lang wala po akong natangap na tawag samantalang si (former) Congressman Mark Cojuangco parati niya akong sinusuyo”.

He reasoned out that he could not gamble the future of his re-electon in the 2016 polls.
He explained earlier in his office in Binmaley that if he procrastinates to go to Cojuangco the former solon would back up somebody in his town for the mayorolty while he could not depend on Espino’s support.
Rosario said he consulted his village chiefs last December 14 that they would give their support to Cojuangco.
Espino has a large number of barangay chairmen who supported him in the 2nd congressional district town if one wants to see how the last year’s acrimonious Liga ng mga Barangay (League of Barangays) election fared.
The legal stand off until today between Liga ng mga Barangay President  Malindong Barangay Chairman Arsenio MerreraLawyer and  Balogo Barangay Chairman Douglas delos Angeles showed that the 18 village chiefs who supported delos Angeles were reportedly supporters of Governor Espino. Merrera, a supporter of Rosario, got  only 15 of the chairmen in the November 9, 2013 polls.

Although Merrera and his chairmen and the 17 village chiefs of Delos Angeles were here, the Barangay Balogo chairman was absent.
The Binmaley mayor said Cojuangco’s heart belongs to Pangasinan because he lived since the late 1960s in Sison, Pangasinan.
“Sa kanila iyong Northern Cement diyan sa Sison. Ako po ay natutuwa at dumating kayo at pinagbigyan ninyo ang paanyaya po namin na maka piling po ang ating kaibigan. Gusto namin mamuno walang iba kung hindi si Congressman Cojuangco!”

BIR Com. Henares meets by Rally in Pangasinan

CALASIAO – She should be here to inaugurate the new state-of-the art building of the Bureau of Internal Revenue but a rally from the four buses of protesters have shocked the wits out of her personnel.

Hundreds of anxious members of Members Consumers Owners Association ( MCOA) -Panelco -3 staged a rally last Tuesay infront of the regional office of the Bureau of Internal Revenue in Calasiao, Pangasinan. They said they fear that darkness would dawn on them after the BIR sold in the auction sale the properties of the beleaguered Pangasinan Electric Cooperative (Panelco). According to Cris Perez, the leader of the Members Consumers Owners Association MCOA-Panelco -3, they appealed last December 15 to Commissioner Kim Henares to stop the auction sale of the properties of Panelco-3 that the BIR levied.
The properties of the besieged electric cooperative in Eastern Pangasinan have been attached in a court action after the management of Panelco did not pay the P400 million value added taxes for several years to the tax agency.
“Nandito po kami para sabihin kay Kim Henares itigil na po ang pagkamkam ng ari-ari-an ng Panelco-3 dahil kami po as consumer kami po ay apektado”.
Henares said that it was the right of the consumers of Panelco to rally in front of the Regional Office of the BIR here.


“Sinunod lang namin iyong process namin. May buwis na dapat bayaran dapat binabayaran po iyon. Dapat kinukekta po iyon. Kung tutuusin kinukulekta sa mga consumer merong VAT iyan”.
She said the attached properties like lands and buildings of the electric cooperative had passed scrutiny of her officials and they were assessed for the 12% value added tax.
Bayaran noong taxpayer puweding ganito ang proceso, isa garnish kami, levy kami, file kami criminal case for failure to pay”.

In a get together with some media friends one of them said that Pangasinan Provincial Administrator Raffy Baraan and Provincial Housing and Urban Development Council Office's chief Alvin Bigay have been dismissed from  the Capitol by the Ombudsman last December 12 in relation to their case on the black sand issue.
I argued that probably it was the six months preventive suspension, not dismissal, just like what the Ombudsman had done to Director General Alan Purisima, Chief of the Philippine National Police.
“Paano ma dismissed wala pa naman ang trial proper, unless other government body had tried administratively the case already?” I posed.
But a close member of one of the accused told me that there was a letter one of them received last Friday.

A publisher told me that when he won a bid at PhilGEPS (Philippine Government Electronic Procurement System) to publish an ordinance passed and signed by the town council and the mayor he was told by the chief executive:

Ilocos Cops Honed for Counter Terrorism

CAMP BGEN OSCAR M FLORENDO – In partnership with the Civil Relations Service (CRS) of the Armed Forces of the Philippines (AFP) under Colonel Jaevy D. S Resurreccion (GSC) Philippine Army and the Regional Public Safety Battalion 1 (RPSB1) conducted a two day Community Engagement and Information Support Affairs training as part of the capacity building program of Police Regional Office 1 (PRO1) on December 11, 2014.




Fifty  police officers from the RPSB1 and the Provincial Public Safety Companies (PPSC) of Region 1 who participated were all oriented on the endgame required to finally resolve the presence of communist cadres and combatants in the country.

Likewise, they were also given skills-training on engaging stakeholders and undertaking counter-propaganda operations against the reds’ enslaving control and deception. This training emphasizes on competence, performance through service delivery and tactical skills, partnering or people skills and personal effectiveness or accountability.

According to PCSupt. Roman A. Felix, PRO1 Regional Director who initiated the seminar, cross-training is the innovation of this activity since both the AFP and PNP officers shared their best practices and learned  from their past mistakes in the field and embarked on more creative and resourceful means of rescuing the people from the deception of the enemy.
In his message, the Regional Director challenged the PNP participants that countering terrorism is not just the job of the AFP. He reiterated that whether lead or support, the police has a critical role in the fight against insurgents who have accumulated offenses such as murder, extortion, arson and violence against women and children, among others.

PCSupt. Felix further emphasized that the loss of life and limbs are not necessary and the way to win against insurgency is by winning the hearts and minds of the people and that is through effective community engagement of competent and disciplined policeman, one day at a time.

Espino inducts New KBP Officers


LINGAYEN – Governor Amado T. Espino, Jr. said that the media is an indispensable partner in the development efforts of the government, especially in the anti-illegal drugs campaign.
            The governor expounded on his remark about the media’s role in governance during the Brodkaster’s Night of the Kapisanan ng mga Brodkaster ng Pilipinas (KBP), Pangasinan chapter, and Induction of the organization’s new set of officers held in Dagupan City last December 12.
            The governor thanked members of the media for their support to the provincial government’s various development advocacies and programs that are being carried out to improve the local economy and make life better for Pangasinenses.
            However, the provincial chief executive singled out the media’s strong support to the government’s fight against the drug menace which, he said, has brought untold damages to society, particularly crimes against persons and properties.
             He also called on the media practitioners to also put premium on tourism and agriculture in their news coverage, noting the milestone the province had been gaining recently.
            Gov. Espino told members of the media that the campaign on illegal drugs has been one of his priority projects.
            He likewise told the KBP that as members of the information dissemination partners, “We really need you here” stressing that the drug problem which is a major concern of the country needs important attention as it poses great danger to the people starting from what he described as the “very core of our society” which is the family.
            Towards this end, he urged all members of the KBP to continue providing support to the noble aims of the provincial government of Pangasinan towards the development of its people especially the poor.
            He likewise reiterated his previous stand of not talking about politics yet, as he would like to maximize his remaining 18 months for the performance of his duty as the provincial chief executive.

P10M Bets Daily for Poor Man's Gambling in this Province

A former police top brass in my 2.8 million populated province Pangasinan told me that the proceeds of Meridian Jai Alai (successor of jueteng whose legality is under injunction at the Court of Appeals) run up to P10 million a day.
“Tangal mo araw-araw ang 30% (P3 million) para sa mga panalo and tauhan (like cabo, cobradores, maintainers) ng palaro, tangal mo ang 20% (P2 million) para sa mga pulitiko sa national and local, para sa kapulisan, sa operator ng sugal meron siyang naiwan na P5 million daily”.
He quantified that P5 million (from a manipulated draw in a rattan made container being held thrice a day) in 30 days or one month would be a staggering P150 million or P1.8 billion a year.
“Puwedi na siyang magpatakbo ng gobernador?”  I posed.
My source told me that funding a gubernatorial candidate is an understatement. “He can even fund a presidential bet!”
Now I know why the legality of Meridian Jai Alai is stranded at the Court of Appeals for several years already. Geeez, usually injunction case is resolved by months or a year! Why the procrastination at the C.A? 
“Ano bang meron diyan sa Meridiane at hindi ma resolve-resolved ng C.A?” I asked.

I asked the top brass about the clamor of chiefs of police in Pangasinan why they have been ordered, through a memorandum, that they should not be taking their weekly share from Meridian.
“Umaangal sila, wala na daw silang pangpaka-in sa mga tauhan nila, and pang-gastos sa operation nila”.
He told me that it is not only Pangasinan but other provinces that are deprived of the S.O.P from the number game played like jueteng that is managed by controversial Gambling Boss Atong Ang.
“The same order too in other provinces, the police there were ordered not to accept their share,” he said.
He explained this happened because then Chief of the PNP Director General Alan Purisima suspected Atong Ang to be behind the bankrolling of demolition job where his mansion and a four-hectare property in Nueva Ecija, a multi-million peso official residence for the chief of Philippine National Police, and his 2013 model multi-million pesos Toyota Prado have been exposed in the media.
He said the police should not be smarting. The policy now is different to the time of former PNP Chief Ping Lacson where the cops were ordered not to accept bribes from jueteng operators at the same time police operatives in Camp Crame would sweep the gambling dens in the provinces at the expense of the chiefs of police who found themselves relieved and sued.

Oh, when I told him that I was amazed by the legal chutzpah of the lawyer of Meridian that he was able to make a stunt that landed the fate of the game at the C.A and snatched for several years an injunction that presently gives it a semblance of legality.
“Bilib ako,  hinigop nila Atong Ang ang kita sa jueteng by banning the operators of the latter,” I said.
He whispered to me that the lawyer-whiz kid of Meridian is a senator.
“Bago nila maisip iyan, na isip na naming tatlo iyang making jueteng as legal. Doon sa amin, transparent ang bola makikita mismo ng bettors unlike sa Meridian”.
He said the almost P5 million daily Ang’s earns goes out in Pangasinan.
“Mas mabuti iyong taga province mismo ang nagpapa sugal kasi ang pera umiikot sa local economy that benefits the people”.

Cojuangco Proposes Solutions to Floodings in Pangasinan

CALASIAO – Former Pangasinan Congressman Mark Cojuangco said here that the dredging, expansion of water ways, and "stilling" are the solutions for the perennial flooding that haunted many towns and a city in Pangasinan.
He cited that to monitor that government officials and the private contractors they enlisted to faithfully work, there should be an area where the silts from the dredging could be seen by the public.

“We should dump the silts we got from the dredging operation in areas where an ordinary Juan can appreciate the depth of work the government has undertaken as the silt there accumulate”.

There were media reports before that some government officials and private contractors conspired to haphazardly dredge the silt in the water ways so they can pocket a significant amount of the funds intended for the dredging.
This town mayor Mark Roy Macanlalay Macanlalay pinpointed that a human being can cross the Sinocalan River here by just braving in the ordinary days the waist deep water as silt has already compiled on the water bed.
The more silt on the river bed the more the water overflows on the river bank during a strong downpour or typhoon.
Cojuangco said that resettlement of the illegal settlers who occupy the river bank are necessary before the government can start expanding the water ways.
Bigger water ways, he said, means large volume of water that can be accommodated. The former solon said these expanded water ways could arrest flooding on the areas near the river banks.
