A funny incident happened during the election of the officers of the
League of the Municipalities of the Philippines - Pangasinan Chapter held at
the elegant Monarch Hotel in Calasiao when Pangasinan Governor Monmon Guico
joined me and Editor Ruel Camba in our seats. While exchanging notes with the
Guv, two matrons appeared at his back and posed to me:
"Bakante pa ba ang dalawang
upuan diyan (one besides the top boss of Pangasinan (red arrow at the photo
here)".
"Oo,
sige upo lang kayo diyan," I said.
While the Guv, Ruel and I intently conversed, the two matrons loudly
exchanged notes too among themselves. I kept an eye on them betting that they
would be surprised that they were beside the governor of the garguntuan first
class province of the Philippines, hahaha!
It took countless minutes but still they did not recognize the back of
the luminary that was facing me and Ruel in a casual exchange.
When the Guv turned around, damn I saw the ladies’ eyes owled and
frantically told him they were sorry for their actuations (probably for being
loud), hahaha!
They nevertheless excitedly asked the Guv for a photo op and profusely
thanked him for the accomodation that they could crow to all and sundry.
"Dapat mag thank you rin kayo sa akin dahil pinaupo ko kayo sa tabi ni Governor Monmon," I told the grateful matrons.

But there is a problem to the efficacy of dredging: It is the human avarice or
greed to deceive the government of its precious funds.
A former mayor told me before that a member of Congress, the District
Engineer of the DPWH and the in-house official of the Commission on Audit (COA)
in that office of the DPWH conspired to pocket almost half of the intended
funding of the dredging operation.
The racket was to dredge the two sides portion of the river while the
middle portion that got a bigger width was untouched. The expenses mostly for
the diesel of the heavy equipment like excavator mounted on the barge went to
the pockets of these knaves.
The former Hizzoner – a seasoned contractor – told me on condition of
anonymity that the lawmaker pockets 25 percent from the construction of dikes
and 40 percent allegedly from the dredging operation that made the district
vulnerable to flood – a bane to residents of the towns and cities incessantly
flooded where many houses are submerged too to water like in Calasiao,
Pangasinan and Dagupan City.
Because of avarice, the science of dredging to mitigate if not end the
flooding will go to naught.
Thanks but no thanks to those scoundrels in the government!

This country going to the dogs. This practice had been done since time
immemorial. As long as Congress makes law and has the power to impeach,
hanggang lip service lang si Presidente dito "kunwari galit sa nakaw sa
hundreds of billions of pesos sa flood control, etc". Corruption thru the
intercession of the congressmen will continue as long as Malacanang needs the
lawmakers.
We need a government na may kamay sa bakal but democratic loving (and
idiotic) Filipinos would go to the streets, rally, and oust the new power that
be that could distabilize it. The knuckle duster administrartion would fight
back that could result in bloodshed among the people. A Catch 22, eh!
