Leandro Legarda Leviste -- a billionaire solar panels' Czar -- that the one who selected who won on the three bidders to corner the government project like flood control was his predecessor former Cong. Eric Buhain who was a former international swimming champ.

The expose' of Leviste about a Congressman manipulating a bid at the Department of Public Works & Highway is an epitome how national lawmakers embezzled a big part of the funds of the project while the contractor bastardized it with substandard construction so he could earn a profit, too after his patron devoured almost all the profit.
How did Cong. Leviste know about this sleaze? District
Engineer (D.E) Abelardo Calalo of the corruption ridden DPWH (entrapped and collared by the police in bribing Leviste red handed because he wanted to stop the solon's investigation of the haphazardly made multi-million if not billion of pesos flood control in the province) rat on the involvment of Buhain.
It seems the D.E was already persuaded by Cong. Leviste to be a state witness against Buhain.
If other D.Es in the country are threatened with the non bailable plunder charge (P50 million above steal) snitch too to their congressmen, corruption in this country-- just like flooding -- would be mitigated.
