– After gracing the Anti-Illegal Drugs Summit here, the secretary of the
Department of Interior & Local Government (DILG) went to Binalonan town for
a sentimental visit with relatives.

“There
is a street where many people there are relatives of Secretary Sueno, “ Binalonan
Mayor Ramon “Mon-Mon” Guico III told
Northern Watch.
The
mayor, during the interview, was in a hurry to enter his Sports Utility Vehicle
to catch up with the convoy of Secretary Ismael D. Sueno who went ahead of him to
the first class eastern Pangasinan town.
According to Mayor Guico the middle name of Secretary Sueno is Dres.
"The mother came from Binalonan. They are related to the Macaraegs, Sorianos, and Guicos," he said.

The mother of former President Gloria Macapagal Arroyo is a Macaraeg. Arroyo is the auntie of Mayor Guico. His father, former Mayor Ramon
Guico Jr, is the second cousin of the former president.
According to a source of Northern Watch, the incumbent administrator of Koronadal City’s local government unit, where the secretary was the former mayor, told him that the father of Sueno came from Sta. Barbara, Iloilo.

Sueno,
a former governor of South Cotabato, was here last Friday as guest speaker of
the Pangasinan Anti-Illegal Drugs Summit held at the Sison Auditorium in
Lingayen, Pangasinan.
The
Summit was attended by provincial appointed, elective, and police officials,
members of the provincial and city prosecutors, and the judiciary.

Philippine
Drug Enforcement Agency’s Region 1 Regional Director Jeoffrey C. Tacio discussed the national and regional drug
situation; PDEA General Isidro S. Lapena (Retired) gave his message and
introduced the guest of honor and speaker Secretary Sueno; Mr. Jose Patrick Madayag, Chief Prevention
Education and Community Involvement Division, presented the Barangay Clearing
Operation; Allan D. Ancheta, Chief, Legal Section-PDEA Regional Office-1
discussed the Salient Feature of RA 9165 (Comprehensive Dangerous Drugs Act of
2002) and SOP or Standard Operation Procedure on Handling Voluntary
Surrenderees; Under Secretary Rommel Garcia, Vice Chairman, Dangerous Drugs
Board presented Drugs and its Ill-Effects, and an open forum where panel
members were Under Secretary Garcia Regional Director Gregorio R. Pimentel of
Police Regional Office-1, Regional Director, PDEA, Provincial Anti-Drug Abuse Council
Executive Director.
Meanwhile,
Guico said he and Laoac Mayor Silvestre Alarcio eyed a land here to be lent by
Pangasinan Governor Amado Espino III for the construction of a building for the League
of Municipalities of the Philippines (LMP) – Pangasinan Chapter.
Guico
and Alarcio have been elected recently as the president and vice president,
respectively, of the League.
Guico
is heard to eye for the presidency of the national leadership of the LMP.
Mayor
Guicio’s father was the president of the national LMP during the term of
president Arroyo.
