NEW OPERATORS IN THIS GAMBLING BET RICH PROVINCE

By Mortz C. Ortigoza

AN official of an Authorize Agent Corporation (AAC) of the Small Town Lottery (STL) (the successor of the infamous  illegal number game’s jueteng) told me that starting tomorrow  (November 3) two AACs will be operating the almost P800 million a month gambling bet rich  mammoth Pangasinan province.

He told me that these two AACs are Lucky 77 Prime Inc. and Fortune Sphere Gaming.

Before I elaborate the respective jurisdictions of these AACs, recalled that since March 1, 2022 the vaunted Grand 88 Authorized Agent Corporation had the monopoly of this almost a billion pesos betting game in Pangasinan.

An AAC, according to law, operates for a three - year regular status.

He told me that Grand 88 collected P26 million a day or P780 million  a month from the bettors (although a mayor in the 2nd District of  Pangasinan told me that the daily collection was P29 million). My source said P94 million of this P780 million had been given monthly to elected and police officials.

When the administration of President  Rodrigo Duterte lifted the suspension of the STL  in August 22, 2019  (after he declared in July 26, 2019 that all PCSO gaming operations were illegal and shut them down), the wisdom of the Philippine Charity Sweepstakes office (PCSO) Board of Directors in the creation of the STL are the following:

  • STL net receipts are distributed as a Charity Fund (30%), shared among local government units (cities, municipalities, and provinces), congressional districts, the Philippine National Police (PNP), and the PCSO. The primary core from which all public health, medical assistance, and institutional shares are drawn. It gives too employment like those collectors in the area.
  • Prize Fund (53.9% - 55%) : Allocated entirely for paying out winnings to players.
  • Operating Fund (14.7% - 15%): reserved to cover the daily corporate operations and maintenance expenses of the PCSO.

During the heydays of the  1 to 37 number combinations illegal jueteng where a P1 can win P900, the monies collected nationwide by the cobradores and cabos were pocketed by gambling lords like Atong Ang who in turn gave a hefty monthly share to the President of the Philippines,  the chief of the national police, regional and provincial police directors, brass of the National Bureau of Investigation, and others.

My source told me that during that time, the provincial police director of Pangasinan  and the chief of police of Dagupan City earned P1.5 million and P400,000, respectively, a month  while the national government was holding the proverbial empty bag, susmariosep!

NEW AAC IN PANGASINAN

Let’s go back who are those two new players.

My source told me that before these two AACs started  their operations for their 1 to 38, 39, or 40 combinations betting game tomorrow (where Dagupan City has already  the Golden Key Play Gaming Authorized Agent Corporation that runs the P1.5 million a day collection or P45 million a month collection.

“The Operation Manager of Golden Key Play is Cipriano Manaois alias Winston” he told me.

Lucky 77 Prime Inc. covers Pangasinan 4th, 5th, and 6th Districts with Malasiqui and Santa Barbara.

“The Operation Manager of  the Lucky 77 is JCM or Jose Cayabyab Millora alias Lito Millora,” my source elaborated.

He cited that Fortune Sphere Gaming AAC covers Pangasinan 1st and 2nd Districts where San Carlos, Bayambang, Calasiao, and Mapandan are part of it.

“That’s the reason the giant Pangasinan 5th District was no longer mentioned because its towns were distributed under these two AACs,” the source cited.

He said the Operation Manager of the Fortune Sphere Gaming Inc. still remain “anonymous”.

My poser:Are the real owners behind Grand 88 the same as those who run Fortune Sphere Gaming, Inc.?
