DAGUPAN CITY – The city’s Basic Emergency Life Extending Network 16911 or B.E.L.E.N. 16911 24/7 saved four passengers of a six-wheeler truck when it crashed on an electrical post at the old De Venecia Highway, damaging power lines of the Dagupan Electric Corporation’s (DECORP) on the night of September 9.
The responders safely extricated the four passengers who were pinned down in the wreckage using the city’s hydraulic equipment which was purchased under the initiative of Mayor Belen T. Fernandez.
The accident caused several hours of power outage in some parts of the city especially Barangay Tapuac.
The city’s B.E.L.E.N. 16911 responders, who recently underwent a crash vehicle extrication rescue training at the Pasig City Rescue Emergency Disaster Training Center, had their baptism of fire on September 9 applying what they learned from their training.
B.E.L.E.N. 16911 is one of the city’s best practices on crisis management initiated by Mayor Fernandez to save Dagupan residents in distress.
To date, B.E.L.E.N. 16911 already responded to 1,403 cases ranging from vehicular accidents, medical, fire, mauling, shooting, OB cases and patient conduction, among others.
As a collaborative effort, other members of B.E.L.E.N. 16911, like the Philippine National Police, Bureau of Fire Protection, Red Cross, Region 1 Medical Center, DECORP, and the City Disaster Risk Reduction and Management Office (CDRRMO) under Ronald De Guzman, also helped during the operation at the scene of the accident.
