Dagupan bids Doc Leo farewell

DAGUPAN CITY – Mayor Belen T. Fernandez led City Hall employees in bidding farewell to City Health Officer Dr. Leonard Kennedy L. Carbonell who died of lingering illness last Dec. 4  in a necrological service at the San Juan Ebanghelista Hall on December 11. He was 55.

Fernandez acknowledged the great contributions of Carbonell to the City Health Office who was highly instrumental why the city received the first Agila trophy award from PhilHealth for being the best forerunner in sponsored program implementation under the city category.
“The city is very grateful to the contributions and works of Doc Leo. He will forever be remembered as an unselfish and a dedicated, hardworking public servant,” Fernandez said.

Carbonell also worked for the “No Balance Billing Policy and “Point of Care” enrollment for indigent patients with a private hospital, which is still under negotiation and hopefully to be the first of its kind in the entire country that will benefit the less fortunate sector.
He was also instrumental in the conduct of city-wide medical and dental mission in the barangays and for the construction of One Stop Diagnostic Center.
It was under Dr. Carbonell's watch when the city was awarded the “Garantisadong Pambata” in Puerto Princesa, Palawan and the implementation of the SUSEA project as well as the USAID-funded project PROMISE which prepared the city to become one of the climate- resilient cities in the country today.
These are just but a few of the numerous things he had done for the city.
Doc Leo or ‘Ama’ as he was fondly called by people who worked with him was survived by his wife Emily, daughter Dr. Corla Blaise Carbonell, Mark Kennedy, Jeve and Cyrille.
He was the city’s health chief since 1994.
