DAGUPAN, UST conduct free minor operations and circumcision

 DAGUPAN CITY – In partnership with the University of Santo Tomas Medical Mission Incorporated (USTMMI), this burgeoning city conducted a two-day surgical mission for minor operation and circumcision last April 21 and 22 at West Central 1 Elementary School.

After the two-day medical mission, 700 children out of 1500 who registered were circumcised while 200 out of 500 patients underwent minor operations on masses or ”Nikolai”, cysts, lipoma, warts, moles and skin tags.

The USTMMI was conducting a free medical mission in the city yearly, an activity which started since Fernandez was still a city councilor, in collaboration with the City Health Office.

Weeks before the medical mission, the mayor invited everyone to avail of the free medical services during her barangay consultations. 

“We are bringing our government services closer to our people. And soon we will open our Diagnostic Center and Lying-In Clinic which will render free x-ray, ultrasound, ECG for indigents,” said Fernandez.

“Don’t belittle your weak opponent, he could make surprises,” advice by a former Punong Barangay (Village Chief) to those who are running for the 2018 Barangay Election.

The chief lost in an election he blamed on Murphy’s Law.

Murphy Law is an adage or epigram that states "Anything that can go wrong will go wrong".

The chairman, who asked anonymity, said he was a shoo-in for his reelection bid to win based on his surveys at the sitios.

But he still lost it because of the resources of the incumbent mayor that damaged his political stocks.

“The mayor was a shrewd politician as based on his personal experiences. In the past election he was behind in popularity when he challenged the incumbent mayor. He explained that because of machination and drama the challenging mayor created and immediately snapped and played by the media the sitting mayor lost his reelection.

“During the start of the (barangay) election, the mayor pledge to his supporters that all the villages that supported his pet-peeve vice mayor would lost in the poll,” the losing village chairman cited.

Due to the operational and intellectual supports of the mayor, all of those blacklisted punong barangay chairmen, including him lost. 
The chutzpah was a textbook model how to outwit one’s opponent who was leading the race and made him lost it.

Unlike in his previous ran for the village chairmanship, he and his supporters were unrestrained giving dole outs and buying votes to the about 8,000 voters.

“But in my reelection, the electoral field was different. While I have my Three Gs (Gold, Goons, Guns) my rival had all the full support of the more powerful and well-armed police through the help of the mayor”.

He could hardly complete efficiently the two waves of doling outs his goods and monies as the police and the rival’s supporters were watching him and his supporters closely.

He did not reach the third wave where P250 bills would be used to buy votes because of the incident that happened to him and his supporters the night before the casting of votes.

 He cited that almost all the one million pesos kitty was not consummated as the police had destroyed his will to fund the third wave.

The reason for his demoralization: The mayor coached the former chairman to bribe the driver of the incumbent Kapitan to drive out his pick-up car in the wee hour.

“Kap, pagasulinahan natin ito mamaya. Problema pa natin iyan baka maubusan tayo ng gasolina pag umikot tayo,” the driver told him.

He said another two of his unwitting aides accompanied the unfaithful corrupt driver.

After the clock hit midnight, the car was cruising to the gasoline station in the village but was immediately flagged down by policemen manning a newly installed check point.

The trio was ordered to disembark and frisk while their vehicle was searched and was found out to have rifles without license.

 At 2 o’clock in the following early morning he and his lawyer were at the police station arguing with the chief of police that the guns were “planted” where the police could not even produce the guns.

But it was not the concern of the police and probably the mayor and his rival. What was in their mind was the hype the apprehension of his men and seizing of their set up rifles could bring as a huge news in that day’s prime time television and radio.

What aggravated the destruction of his integrity and the plunged of his popularity before the voters who go to the precincts to exercise their rights of suffrage on that day was the series of pronouncements of the Election Officer of the Commission on Election to the media that he was already damaged and would be subjected to criminal charges and jail time even if he wins the election.

“Masakit. Ang Election Officer interviewed at the behest of the mayor. He said mabigat itong kaso ni Kapitan kahit na manalo siya, paulit ulit pang sinabi iyon, hindi rin siya makakatapos dahil pa file din siya ng kaso,” he recalled.

He lost 500 votes among the 8,000 voters of the village to the come backing kapitan, thanks to the astute interference of the mayor whose administration was also known to reek with corruption issues because of the willing conspiracy not only with the pro mayor village chiefs but even with the members of the local government’s legislative body.

Media man’s son robbed

DAGUPAN CITY – A son of a political columnist here was robbed near the gate of the City National High School by two men while he was bound walking to his home nearby.

ZJ Rosario Ortigoza, 23, said that around 8:30 pm Wednesday after a brief chat with a friend near the Total Gas Station in Barangay Amado Tapuac here  and while he was walking home, a five feet four inches medium built guy grabbed his back shoulder and declared the robbery in a hurried and threatening voice.

BAD GUYS – Two of the robbers, caught by a security camera, run toward Perez Boulevard after robbing last April 25 the son of a media man in Dagupan City near the City National High School while he was walking home after a jog around the city. A crew of a cafe shop nearby said there were a lot of robberies that ensued in the area since early this year but the victims chose not to report to the police.

The culprit, clad in a black dress and red short pants, locked his neck with his left hand while his right hand pointed a long knife to his lower right torso while the other companion wearing a white tee shirt faced Ortigoza.

The victim had a bruised on his right elbow from the knife of the malefactor.

“(A)nd declared hold-up ordering the victim to give his cell-phone J7 Core Samsung colored grey worth Php 9,990 with Sim No. 09330204421 with earphone attached to the suspects companion, thereafter suspects immediately ran toward Perez Boulevard,” a police blotter certification documented.

"After they threatened and left me I ran toward the police substation a few yards near I was held up but there were no cops manning it," he deplored.

Ortigoza is the eldest son of Mortz Ortigoza a political columnist of this newspaper.

According to the responding police officers PO3 Narvasa, PO2 Guiling, and P01 Doctolero, since January this year there was no robbery incident in this city.

 The father of the victim calls the  police under Chief of Police Supt. Jandale Sulit to haunt down the culprits as they could kill other victims who would be resisting in giving their valuables to these robbers.

Sources, through the sleuthing of Ortigoza, said that these hold uppers hang around the overpass near the city high school or nearby waiting for their prey who did not report the incidents to the police.
"First week of this month a guy was held up near the overpass by three guys using the same modus operandi where they used a knife in getting the mobile phone of the victim. Marami na po na ho-hold up diyan hindi lang nag re-report sa police," the crew of a cafe shop, who asked for anonymity, said.

Without any more assistance from the police a day after the heist, the victim was able to get some video footage of the robbers running to the Perez Area.

18 free tractors for Sual farmers – Mayor

SUAL – Farmers in this coal –power plant hosting town are probably the most pampered in the country if not in Pangasinan because of those expensive farm equipment subsidies given by the mayor here.

Mayor Roberto “Bing” Arcinue cited that aside from the certified, hybrid palay seeds, organic and chemical fertilizers, threshers, and others, there are 18 Kubota four wheeled farm tractors in the pipeline ready for distribution in the 19 villages.

“Nasungkit ko iyong ten na tractors, may eight pa na tractors that our town will buy,” he told Northern Watch the bonanzas he had given and he would be giving to those grateful Western Pangasinan’s peasants.

How Brgy Kap’s bets buy votes and win

Now that the Barangay (Village) election is few more days to go, I will share the experiences of a Punong Barangay (Village Chairman) bet we will call in fictitious name Philip Dipaawat.

In my almost one hour interview with him, where he asked for anonymity, he divulged the illegitimate ugly sides of winning the vulnerable and susceptible hearts and minds of the voters in his and his opponents determination to win the coveted post in Barangay Nababayaran somewhere in the urban area of Northern Luzon.

In 2007 Barangay Election, Barangay Nababayaran had 8,000 voters.

ME: How many of you aspired for the position of Kapitan (Spanish term of village chief that was termed as Kapitan del Barrio before)?

DIPAAWAT: Five of us, but the two were spent force. My two tough opponents were a rich matron looking businesswoman and the junkie (narcotics dependent) looking son of the Kapitan.

ZAMBOANGUEÑA IS 2018 MSTIZANG BANGUS

DAGUPAN CITY – Ayesha Lopez was crowned as the new MsTizang Bangus after besting 13 other contestants in the pageant held on April 21 at the Dagupan City plaza.

Coming all the way from Zamboanga City, the newly crowned 25-year-old MsTizang Bangus has been winning beauty contests for a cause as evident in her experience in a non-government organization called AIDS Society of the Philippines.

Aside from the coveted title, Lopez brought home the grand prize of P30,000 while Yeng Lavitoria of Paniqui, Tarlac received P20,000 for being the 1st runner up.

Pampanga native Ethel Olaya received P10,000 as this year’s 2nd runner up while also bagging three special awards amounting to P2,000 each, as MsTizang Fantasy Costume, MsTizang Swimsuit and MsTizang Long Gown.

Contestants Santy Layno of Baguio City, Rachel Sison of San Fabian and Carla Garcia of Dagupan City were awarded MsTizang Darling ng Bayan, MsTizang Friendship and MsTizang Globe respectively, with each receiving P2,000 as cash reward.

Non-winners were able to take home a consolation prize of P2,000 each.

Epee Rafanan of the 2018 Bangus Festival Executive Committee said that this year’s theme of ecology and the environment is in line with this city's Mayor Belen Fernandez’s campaign on making the city clean and safe for all Dagupenos.

“Here in Dagupan, our beloved Mayor has a cleanliness program that we would like to jive with. We would like to use our LGBT community to spread the message of cleanliness and preservation of the environment, said Rafanan.

MANGALDAN – Candidates for the May 14 Barangay and Sangguniang Kabataan  Elections (BSKE) all over the country brave the scorching summer sun and the inconveniences of a long queue just to file their Certificate of Candidacy (COC) at the offices of the Commission on Election because of the magic brought by April 18.

Sta. Barbara, Pangasinan Mayor Carlito Zaplan and Sual, Pangasinan Mayor Roberto Arcinue said that candidates in the 44 towns and four towns’ Pangasinan province observe this superstition since time immemorial.

Both chief executives said the Comelec offices in their towns were jam packed with scrambling zealots.

Punong Barangay (Barangay Chief) Alicia Velasquez of Pogo this town cited that the April 18 mad rushed at the Comelec was phenomenal in the entire country.

“Pataas e, saka itong araw na ito araw na pinakamatigas,” Dante Enriquez Cera, a seasoned radio commentator who vied for re-election for the Sangguniang Barangay (Village Legislative Body) of Banaoang of this burgeoning town, cited.

He said that the diagonal and curve lines of ocho or “8” in 18 goes up to the end point.

He cited that April 15 brings luck too to bets because the singko or “5” has an upper end tip point.

The filling of CoC started last April 14 and ended at 5 pm of April 21.

Cops arrest illegal number game collector

MANGATAREM – Joint police operatives from the regional and provincial offices and this town have seized gambling paraphernalia and bet monies that led to the arrest of a resident of Barangay Dorongan Sawat here.

In a police spot report sent to this newspaper, Roderick Ritero Mondala was found to have in his possession a red Rusi motorcycle without plate, papelitos; Samsung with keypad cellular phone and Php 1,220.00 bet monies in different denominations.

Mondala, according to the report, was detained at the police station as authorities prepared to file a criminal case through violation of Presidential Decree 1602 as amended by Republic Act 9287 or Increasing the Penalties for Illegal Number Games, Others.

SUA WINS 3 GOLDS IN 2018 PALARONG PAMBANSA'S ARCHERY

DAGUPAN CITY – Jared Sua,  this sports' friendly city’s star  archer, won three gold medals in the 2018 Palarong Pambansa, held in Vigan City, Ilocos Sur from April 15-21.

The 2018 Palarong Pambansa is Sua’s second. He earned his first Palaro gold last year in the province of Antique in the 50 meters mark secondary boys.

This year, Sua collected three gold medals in the 60 meters, 70 meters and FITA and earned a silver medal in the 50 meter event, where he first earned his first Palaro gold medal.

Time to tease JV, Bam overtakes him in Senate's Polls

When I asked early this year reelectionist Senator Jayvee Ejercito, the son of a former President, about his take on the poor political poll’s stock of reelectionist Senator Bam Aquino on the December 2017 Social Weather Station’s senatorial preference, he retorted with a guffaw: “Iyon ang may malaking problema!”

 He referred to the poor performance of Aquino on the survey despite being in the Top 20 of the 12 senators needed to win so they can be in the August Chamber for the 2019 -2025's term of office.

Ejercito and Aquino were numbers 11 and X (Rappler.com did not give the rank), respectively, on that survey.

In the March 23-28 Pulse Asia’s poll, it seems Aquino would be the one teasing Estrada as the latter was in No. 15 while the former was in  No. 14. Pulse’s put both to rove in Numbers 10-19.

Both Senators have been busily crisscrossing the country for consultations and obviously to bolster their weak political stocks by extricating themselves, salamabit, from the cellar dweller's tag. 

In the latest SWS’s poll those who entered the top 20 were (from highest to lowest):

Controversial blogger and present Presidential Communication Operations Office Assistant Secretary Easter Margaux “Mocha” Uson and transgender Bataan Representative Geraldine Roman, the goat or the last one, were at the 40-56 and 52-58 ranks, respectively.

When Uson’s name was included to be part of the senatorial ticket of the PDP-Laban for the 2019 race, her boss Media Communication Office Secretary Martin Andanar (No. 27-37 in the latest Pulse’s poll), was quick to say that the former entertainer-turned-public official would win.

He confidently cited that Uson’s “no-brainer” victory can be attributed to her large social media following.

Uson has been being demonized by critics to be the purveyor of fake news in the country.
Before joining President Rodrigo Duterte's administration, she was once a purveyor of what was prurient in this country.

Mortz: Naalala ko si Bong Revilla noong dinala ninyo ni Mayor Roy sa Calasiao, of all my experiences as a media practitioner that was a campaign were people went gaga, artista kasi. Iba ang dating ng artista sa mga tao. But unlike Cesar Montano, Edu Manzano and other members of the celluloid screen, Bong Revilla did not only win that senate race, but beat his fellow senators to win a room in a detention cell sa Camp Crame - talagang sikat may paiyak iyak pa sa plunder cases niya.

Editor Madrid: Well, she’s famous... and well-known. But she’s known more for her notoriety. And what really are the qualities of being well-known? So funny, people now use the term notorious in a more neutral way as a form of irony - which doesn’t actually change the fact that the proper use of this word has a negative flavor.

Second Sual coal plant boosts economic prospects - Arcinue

SUAL, Pangasinan – The construction of a new coal-fired power plant in this coastal town is in support to the development thrusts of the government.

This was stressed by Mayor Roberto Ll. Arcinue in a recent interview with newsmen after President Duterte’s recent trip to China.

During  Duterte’s visit to Boao, China, 10 Chinese companies said they would invest billions in the Philippines.

The estimated total value of the investment is about $9 billion or P467 billion. The investments are also expected to generate 10,000 jobs for Fillpinos.

With the influx of foreign investors into the country, it has become imperative for the country to have sufficient, stable and affordable electricity, according to the mayor.

“It is hard for our economy to grow fast and have sustainable development if its power supply is unstable and costly,” he stressed.

Mangaldan wins gov’t’s performance based bonus

MANGALDAN - As one of the few recipients of an award in the Philippines, this thriving town was rewarded with Performance-Based Incentive System (PBIS) for Fiscal Year 2017  with four other towns in Region -1 and with 23 towns and cities in the entire country by the Department of Budget & Management.

The awarding body was the Inter-Agency Task Force on the Harmonization of the National Government Performance Monitoring, Information, and Reporting Systems.
