Solons to oust Speaker Alvarez next session

Congressmen will be ousting Speaker Pantaleon Alvarez comes the resumption of the May 14, 2018 session, an insider at the House of Representatives said.
The source, who asked for anonymity, cited that Malacanang Palace was eyeing either Marinduque Rep. Lord Allan Jay Velasco or Pampanga Rep. Gloria M. Arroyo to replace the blunt talking Speaker.
It is seen that somebody will replace too the controversial and colorful Majority Floor Leader Rodolfo Fariñas, Sr.,” he said.

Farinas, a highly skilled lawyer, is known as adviser of Alvarez on how the majority of the almost 300 members toe the lines at the lower chamber.
Both have been seen by many quarters as irreverent and condescending leaders of the lower house in the 17th Congress.
Another government source cited that President Rodrigo Duterte was disgusted with the actuations of Alvarez like when he spoke in public that he could impeach the president.
Alvarez denied that accusation.

Bayambang First Lady amazed, cried during beauty pageantry

BAYAMBANG – “They’re so beautiful!” exclaimed by this burgeoning town’s First Lady when asked to comment on the conclusion of the pre-pageant night for the 20 stunners for the Binibining Bayambang 2018 held at the admission free and jampacked Balon Bayambang Events Center.
Actress Niña -Jose Quiambao said she cried during the show when they sashayed their swim and casual wears and strutted their respective talents.

During the spectacle, the ABS-CBN mainstay was actively applauding and cheering each of the performing lookers while seated at the first row of the VIP Section with her husband Business Czar and Mayor Cezar T. Quiambao.

“Beautiful. I actually cried. I am very proud of them. And they being so beautiful very overwhelming and I’m very happy!” Quiambao, whose complete name is Mary Clare Judith Phyllis “Niña” Jose-Quiambao, told Northern Watch just after the pageant that started at 9 pm and ended almost midnight of March 24.
The pre-pageant was attended by chanting and enraptured town folks who came from the 77 villages.

2019 Polls will be Costly in this Province

The 2019 local election will be costly for some candidates running for election and reelection in the 44 towns and three cities’ province of Pangasinan, a town mayor cited.
The mayor, who asked anonymity, said a gubernatorial aspirant needs about half-a-billion pesos just to buy votes to ingratiate from the voters and the mayors.
“Ilagay mo Five Million Pesos allocation sa 44 town mayors, that will be P220 million. How about the five million pesos for each of the 44 towns where the candidate will buy votes? That will be another P220 million. How much will be the total expenses? A staggering P440 million!” he cited.

He said the almost half – a-billion price tag will not be enough to effectively clinch the provincial diadem, he needs another hundreds of millions to have an edge in a poll where wherewithal counts as the silver bullet.
Some sources have been speculating that either former Congressman Mark C. Cojuangco or Abono Party List Representative Conrad Estrella will challenge Governor Amado Espino III in the next year’s poll.
The scion of Business Magnate Danding Cojuangco (Forbes' 11th richest with P67.6 billion assets) is rumored too to reclaim his Fifth Congressional Post now under Congressman Amado T. Espino, Jr. who is the father of the governor with the same namesake.
Estrella has been stumping lately the mammoth province with some senators and senatorial wannabes.
Last Tuesday, Cojuangco told an ex-mayor that he will be meeting his loyal political leaders in Pangasinan if he will be throwing his hat again in the provincial arena comes 2019, the mayor said.
The former congressman, the source said, was with two Australian investors who are looking for a site for their multi-billion pesos business.
In the 2016 governorship election, the mayor cited, one candidate spent P400 million while the other candidate spent P1 billion.
“With a candidate who has a billion pesos in this election, he can still damage his opponent despite the latter winning the race.” he cited.
 Political scientists called that scenario as Pyrrhic victory. It is a victory that inflicts such a devastating toll on the winner that it is tantamount to defeat.
"It can make or unmake a politico," he cited.
The mayor said however that political spectators should look to a reelectionist congressman or his spouse.
“Congressmen now under the fund - rich Build-Build-Build Project of Duterte average to have P1.5 billion a year allocation from the national government”.
He computed that if a solon gets 15 percent as SOP or cut from that P1.5 billion, he or she will have P225 million a year or P675 million in his or her three years’ stint.
“That’s a lot of monies he can pour to the villages, the towns, and cities for the voters and the loyalty of the mayors to support him”.
He said that he was not yet including on his list the lobby monies the congressmen get from big businesses to sway their stance on their legislative works at the August Chamber.
With payolas that once swelled the pockets of elected officials from illegal number game jueteng mitigated under the Duterte Administration, the congressmen have more monies than the other elective officials as the source compared the S.O.Ps of these officials on their 20 percent Development Funds of their annual appropriation budget.
In the six congressional districts in the province, three congressmen will end their term in 2019.
Either of their spouses or kin will succeed them by throwing their hats on the congressional election, the mayor told reporters.

5 CLUSTERED BRGYS TO COMPETE IN GILON


DAGUPAN CITY – All the 31 barangays had been clustered anew into five groups for the right to compete in the 2018 Bangus Festival Gilon-Gilon ed Baley on April 20.

In the last Bangus Festival, there were about seven clustered groups who competed in the Gilon-Gilon with the eastern barangays clinching the championship trophy and the right to represent the city in the Festivals of the North.
For this year, the five clustered groups are Cluster 1 composed of Barangays Mangin as the leader, Tebeng, Salisay, Mamalingling, Bolosan, Tambac and Bonuan Binloc.
Cluster 2 is Barangays II and III as the leader, Barangay 1, Tapuac, Barangay IV, Poblacion Oeste and Bonuan Gueset.
Cluster 3 is Barangays Pugaro as the leader, Calmay, Carael, Pantal, Lomboy, Bonuan Boquig and Salapingao.
Cluster 4 is Carangalaan as the leader, Herrero-Perez, Bacayao Sur, Mayombo and Bacayao Norte.

Cluster 5 is Pogo Grande as the leader, Malued, Pogo Chico, Lasip Chico, Lasip Grande and Lucao.
Prizes at stake are P200,000 for the champion; P100,000 for the first runner-up; P80,000 for the second runner-up; P30,000 for the third runner-up and P30,000 for the fourth runner-up.

Beware of internet scam using PCSO

The Philippine Charity Sweepstakes’ Office (PCSO) on Monday warned the public not to patronize fake pages on social media using the agency’s name, logo and lottery products.

PCSO General Manager Alexander Balutan said he received reports that unscrupulous persons are using social media to deceive people.

“These fake accounts are not new, anyway. Pero mag-ingat po lagi tayo para hindi tayo mabiktima ng mga manggagantso,” he said.

One of the latest monitored was a social media page with the logo of PCSO announcing that they will be giving away a house and lot to a lucky winner.

The winner, according to the announcement, will be selected from those who followed instructions on the social media page as their entry.

This burgeoning city was chosen as Region 1’s pilot area for public transport modernization, the agencies started a dialogue with jeepney operators, drivers and stakeholders of the city and the nearby areas.
This city's Mayor Belen T. Fernandez has been supportive of the jeepney modernization program as the transport overhaul would also ensure the safety of Dagupenos.
The safety of both passengers and drivers is our priority. Ang isang driver ay may pamilya, ang passenger ay may pamilya— ayaw ko pong may mangyari sa driver o pasahero dahil pamilya ang apektado.” said Fernandez.
As the program is in line with the mayor’s vision for a clean and safe Dagupan, Fernandez hopes that the national government’s initiative would reduce to zero the vehicular accidents in the city, saying: “Safety always comes first before anything.”

According to the mayor, the national government’s decision on modernization would also help step up the progress here.
“Dagupan is a progressive city and we are always open to suggestions and improvements. We are working on road improvements all over the city, we are also creating new land use which would produce more businesses and more jobs that would generate more passengers for our jeepney drivers.” added Fernandez.

Sual, top producer ng bangus sa bansa


Tinaguriang “The New Bangus Capital of the Philippines” ang bayan ng Sual dahil ito ngayon ang top producer ng bangus sa bansa.
Sa kasalukuyan ay mayroong 750 fish cages sa Sual Mariculture Zone at kada taon ay mayroong humigit kumulang sa 50 million pirasong bangus o 25,000 metric tons na bangus na inaani sa naturang bayan.
Ayon sa Bureau of Fisheries and Aquatic Resources,  ang bayan ng Sual ay nakakatulong ng malaki sa food security program ng bansa, lalo na sa Metro Manila sapagkat natutugonan nito ang 32 percent na pangangailangan sa supply ng bangus.

Gov’t communicators in Pangasinan oriented on media engagement

URDANETA CITY, March 26 (PIA) - Communicators of national government line agencies were oriented on the nature and functions of news media and how to best deal with this influential sector.

The activity, dubbed Media Engagement Workshop   is  a tripartite project of   the Pangasinan Association of Government Information Officers (PAGIO), the National Irrigation Administration (NIA) - Region I and the Philippine Information Agency (PIA) -  Pangasinan Information Office,
Oscar Navata, PAGIO president, said the seminar is necessary to strengthen and sustain partnership with the media and government information officers in Pangasinan.
“As the communicators of government  offices, the  member-agencies have identified this seminar  that  would help us become more effective in promoting the advocacies of our respective agencies and the government in general,” Navata told PIA.
Seasoned broadcast media personality Ms. Mercedes ‘Chi-chi’ Robles of the Peoples Television Network and Radyo Veritas, led the seminar-workshop at the NIA training centre here.

DAGUPAN CITY – With members of Congress who had already embarked on their customary recess and without a senate bill to extend the village poll, the May 14 election is already a done deal, a senator said.
 “Tapos na ang Senado, tapos na ang Kongreso. Wala na kami, e (inaudible). Tapos na iyong barangay election,” Senator Cynthia Villar cited the March 24, 2018 recess of the members of the Houses of Senate and Representatives where they would be returning back to their jobs at the August Chambers a day after the May 13, 2018.

Without a sponsorship bill at the Upper House where senators discuss, debate, and vote  in three readings any extension to collaborate the wishes of the members of the House of Representatives who voted 211-29-0 to hold the contest in October 8, 2018, the third attempt to postpone the village election is already dead.

DAGUPAN BOARDWALK CONSTRUCTION AFTER HOLY WEEK

DAGUPAN CITY – The Department of Public Works and Highways (DPWH) is all set to start the construction of a one kilometer boardwalk with bicycle lane in Bonuan Tondaligan after the Holy Week.
This after engineers from the 2nd Pangasinan Engineering District along with Mayor Belen T. Fernandez and the City Engineering office headed by City Engineer Virginia Rosario made a final on-site inspection in the area on March 21.

Congressman Christopher De Venecia, in collaboration with Mayor Belen T. Fernandez and the Department of Public Works and Highways (DPWH), secured P75 million from the national government for the realization of the project.
The one-kilometer  boardwalk will start from where the giant “jackstones”  are located and end up at the site where the soon to be constructed MacArthur Park, which will feature a replica of the landing of MacArthur in the shores of Bonuan Blue Beach along with his staff officers, among others, will be located.

May 14 Brgy Election, Vote Buying Certain

Without the Senate’s counterpart bill for the postponement of the village poll, the barangay and SK (Youth) election in May 14 this year is inevitable.
"Tapos na ang Senado, tapos na ang Kongreso. Wala na kami, e (inaudible). Tapos na iyong barangay election," Senator Cynthia Villar told me when I asked her last Friday about the absence of the counterpart bill from the Upper House and Congress already in recess and will be back into business a day before the poll.
Everybody will be happy as of April this year. Ingratiation and vote buying by the candidates for the village chiefs, the council members, and even the parents of the SK or Sangguniang Kabataan will be ubiquitous in every nook and cranny of the country.
A first class town mayor told me that he will interfere by funding the candidacy of his village chiefs despite the monies given by his rivals to those barangay kapitans.
“I’ll face them tit for tat. I’ll bid out the highest price they can offer versus my chosen candidate,” he told me.

Director mum on reason behind abduction of workers

DAGUPAN CITY – It’s outside his authority to investigate if the abduction of his two personnel had connection with the failed ambush of a trader, the Director of the Region 1 Medical Center told reporters in a recent press conference he called.

BEG - A weeping wife and a sister, and a somber son of one of the two kidnapped victims who begged Director Roland Mejia of the Region 1 Medical Center in Dagupan City to intercede for the breakthrough of the whereabouts of their love one.   Rizaldy Decano and John Mark Poyaon, both of legal age, and employees of the R1MC were abducted last March 12 by six masked men wielding automatic assault rifles.

“Well gaya ng sinabi ni attorney itong mga connection hindi na tayo mag-iimibistiga you better tell that doon sa mga imbestigadors,” Director Joseph Roland Mejia explained when asked by a radio reporter.
The businessman was ambushed last early February while Rizaldy Decano and John Mark Poyaon, both of legal age, were allegedly kidnapped March 12 by six  bonnet wearing men wielding automatic assault rifles at AB Fernandez Avenue.
Mejia said that the law enforcement agencies have already leads on the investigation but they will not divulge them to the media.
“Lumabas may mga lead na doon sila pero wala pa silang sinasabi”.

PCSO spends P797.6M for IMAP in February


 Philippine Charity Sweepstakes Office (PCSO) through its Charity Assistance Department (CAD) has reported on Tuesday that the agency spent P797.6 million for the Individual Medical Assistance Program (IMAP) in February.
“Of the P797.6 million, PCSO Head Office released P450.1 million for 13,299 cases; while the Branch Offices released P347.5 million for 28,272 cases,” said PCSO General Manager Alexander Balutan.


Compared with February last year, the IMAP allocation of PCSO Head Office rose by 25.8 percent from P357.7 million to P450.1 million, serving from 10,533 cases to P13,299 cases.
As for the Branch Offices, it rose by 30.89 percent from P265.5 million to P347.5 million, serving from 21,833 cases to 28,201 cases this year.

Sa pagdalo ni Scott sa pagpapatuloy ng pagdinig ng Senado ukol sa Dengvaxia, sinabi niya na hindi basta-bastang sa simpleng autopsiya lamang ay agaran ng mapapatunayan na ang Dengvaxia sa pagkamatay ng mga batang may dengue kahit pa sila ay nabakunahan nito.
Magugunitang nagsagawa ng mga autopsy ang PAO sa pangunguna ni Dr.Erwin Erfe  at inilabas ni PAO Chief Attorney Persida Acosta  at kanilang tinukoy na ang pagkasawi ng mga batang may dengue ay sanhi ng bakuna.

DAGUPAN GEARS UP FOR THE HAPPIEST BANGUS FESTIVAL THIS YEAR

DAGUPAN CITY – The month-long 2018 Dagupan Bangus Festival is all set beginning this April with Councilor Marcelino D.S. Fernandez as this year’s executive chairman.

This year’s festival,  dubbed as “The Happiest Fish Fest for You and Your Family!”, will be filled with lots of fun and sports activities that will involve  the family,  which include the main events,  the Bangusan Kalutan ed Dalan Street Party, Bangus Rodeo, Gilon-gilon Ed Baley, Festivals of the North, and Bangusine.
The festival will have its soft opening on March 23 when the city will hold a Women’s March at the De Venecia Road, ending up at the bridge where a short program will be held preparatory to the ceremonial lighting of the Pantal Bridge.
“Fun,fun,fun ed Tondaligan” on April 1-5 will formally open the activities where an open fly kite competition and “Galaw na Ogogaw”  are among the  activities lined up at  Tondaligan Blue Beach.
The sports week of the festival will be held from April 6 to 8, where people can watch the clash of the champions in the Beach Volleyball Republic National Championship near the Mayor’s Pavilion in Tondaligan Blue Beach, Chess Age Group and Open Championships at Edades Hall, and swimming competition at the city poolside.
Kids and their families can also join the BVR Sandroots with Alyssa Valdez.

SEARCH, RESCUE COURSE WITH MMDA

To test Dagupan City’s preparedness to respond to earthquakes andlandslides, the city government in close coordination with the Pharmaceutical and Healthcare Association of the Philippines Cares Foundation Incorporated (PHAP Cares) invited Metropolitan Public Safety Officers of the Metro Manila Development Authority to conduct a two-day orientation course with practical exercises among the different departments of LGU-Dagupan. Sen. Bam to SUC: Refund 2nd semester tuition, other fees of students



While the issuance of the implementing rules and regulations (IRR) for Republic Act 10931 or the Universal Access to Quality Tertiary Education Act is considered a milestone, Sen. Bam Aquino said the agency should prioritize the refund for second semester of school year 2017-18.
“Masaya tayo na mayroon nang klarong IRR para sa pagpapatupad nito sa susunod na school year. Pero kailangan pa rin ipaglaban ang refund para sa mga nagbayad ng tuition fee o miscellaneous fees noong 2nd semester,” said Sen. Bam Aquino, principal sponsor and co-author of RA 10931.

In previous interviews, CHED officer-in-charge Prospero de Vera admitted that the original intention was to implement the law in the second semester of school year 2017-18, which is actively being pushed by Sen. Bam.

Experts blamed the lack of gainful jobs in the country thus the migration abroad of these people. Can we blame Congress because its members did not act to open up the business equities for foreign investors in the PSA so jobs come to the Philippines? Guv supports tourism-infra projects of Cong. Bataoil


LINGAYEN, Pangasinan – Governor Amado I. Espino, III expressed his full support to the infrastructure projects facilitated by Second District Congressman Leopoldo N. Bataoil for the 2nd district of Pangasinan.
Expressing gratitude for the steadfast assistance of Cong. Bataoil to boost the tourism programs of the provincial government of Pangasinan, Gov. Espino said that the projects of Cong. Bataoil will create positive impact not only on the 2nd District of Pangasinan but also on the whole province.

Cong. Bataoil presented these infra and tourism projects to Gov. Espino with other provincial officials as well as government executives from Department of Environment and Natural Resources (DENR), Department of Tourism (DOT), and Department of Public Works and Highways (DPWH) at the Capitol Resort on March 12.
In hope of enhancing the beauty of Pangasinan and its rich history, Cong. Bataoil introduced the project in Limahong Channel, located along the Agno River at the mouth of the Lingayen Gulf, that will evoke a pinch of Lingayen's history.
Limahong Channel served as the escape route of Limahong, a Chinese corsair, when he sought refuge when he was chased by the Spanish colonizers.

Ang pagsusuri ay batay sa pamantayan ng Department of Environment and Natural Resources at  isinagawa ng naturang kompanya  kamakailan sa bayan ng Sual kaugnay sa operation ng Sual Coal-Fired Power Plant.

Isinagawa ng AECOM Philippines ang pagsusuri sa labing-isang tinatawag na critical receptor sites sa iba’t ibang lugar sa bayan dito.
  Ito ay nababatay  Administrative Order No. 2000-81 Air Standards and Guidelines ng Department of Environment and Natural Resources at ng National Pollution Commission na nagpapatupad sa National Ambient Air Quality Standards.

Mayor Uses Usufruct to Protect Land from DepEd

LINGAYEN – With the audacity of the Department of Education not to allow the local government units in the country to lease the part of the lot owned by the latter, the mayor here uses usufruct to protect her town interest.
Mayor Josefina Castaneda said that before the DepEd can use the municipal land, her office requested the executives of the education department to have a usufruct contract with this Capital Town in Pangasinan.

lot where the DepEd used.
According to the Civil Code of the Philippines, the contract gives a right to enjoy the property of another with the obligation of preserving its form and substance, unless the title constituting it or the law otherwise provides.

“We required them first to sign a usufruct before we allow them to use our land,” Castaneda said.

FIRE, RESCUE TRUCKS FOR THE CITY ARRIVE


DAGUPAN CITY – A fire tanker, a fire truck with 9,000-liter water capacity and a rescue truck purchased by this thriving city  have arrived to augment the existing firefighting equipment of the city.
The new trucks were delivered last Wednesday have been prominently parked at the city plaza.
These put to 11 the number of fire trucks now operating in the city which include three from the city government,  two from the Bureau of Fire Protection (BFP), four from Panda, one from Star Plaza and one from CSI.

The new rescue truck is fully equipped with tools and rescue equipment. It is also equipped with electronic ladder, a pulley capable to lift a weight of 2.9 tons, and an integrated lighting to make rescue operations easy even at nighttime.
Mayor Belen T. Fernandez disclosed that the newly acquired fire and rescue trucks will be of great help in saving lives and properties in the city.
“When we purchased our first fire truck, we know that kulang pa ito para makabawas sa pangangailangan natin ng fire truck so I made a commitment to add more fire trucks in our city at ito na nga yon,” said Fernandez.
