Bugallon Recipient of Big Ticket Projects from the Gov’t, Investors

BUGALLON, Pangasinan – This thriving first class town is a beneficiary of big ticket infrastructure projects from the national government through the aggressive lobbying of its congressman and the decisions of giant solar plant investors to pour their capitals here.

P55-M 3-STOREY SCHOOL BLDG

Recently, the office of Mayor William K. Dy lauded Pangasinan 2^nd District Rep. Mark O. Cojuangco for interceding at the Philippine Amusement and Gaming Corporation (PAGCOR) for a P55 million three-storey public school building to be constructed at the Bugallon Integrated School (BIS).

Presently, PAGCOR is waiting for a resolution to be passed by the members of the Sangguniang Bayan here and the acceptance by Mayor Dy before the municipal treasurer could create a trust fund in a bank so the fund could be downloaded there.

100-BED HOSPITAL

It can be recalled that Cong. Cojuangco authored House Bill 9416 with a title: “An Act Establishing in the Municipality of Bugallon, Province of Pangasinan, a Level II General Hospital with a Capacity of at Least One Hundred (100) Beds, to be known as the Bugallon Medical Center and Appropriating Funds therefor. It was filed by Cojuangco on May 26, 2026”.

This initiative directly addresses the critical healthcare facility gap in the Second District of Pangasinan, driven by an expanding population and a severe shortage of public tertiary healthcare institutions in the area.

“The proposed location in Bugallon is central and highly accessible, situated along the Romulo Highway. This ensures rapid transit and reduced travel times from any point within the Second District. Crucially, the primary catchment area of this facility extends across the entirety of the First and Second Districts, with a maximum potential catchment capable of serving the First, Second, Third, and Fourth Districts of Pangasinan. By significantly reducing travel time to a fully equipped hospital, this measure directly mitigates the risks of preventable mortality and morbidity caused by delayed medical intervention,” excerpt of Cojuangco justification on his Bill for a Level-II hospital here.

ENERGY AND POWER PROJECTS

Major projects from foreign and local investors in Bugallon for this year include large-scale renewable energy installations.

• The Ixus Bugallon Solar Power Project is a major 500-megawatt peak (MWp) solar farm development located here spearheaded by Vena Energy through its subsidiary Ixus Solar Energy Corp. It secured US$310 million in financing in July 2026 to expand a massive renewable energy cluster in this town.  Built directly adjacent to Vena Energy's existing 550 MWp Bugallon Solar Power Project, Ixus will bring a total combined capacity to roughly 1 GWp and establishing one of the country's largest solar hubs. It is projected to produce enough renewable energy to supply around 650,000 Philippine households annually. The giant solar power plants here are expected to avoid over 570,000 metric tons of carbon dioxide (CO₂) emissions per year.
• PetroGreen Solar Testing: PetroGreen's 25-MWdc Bugallon Solar Power Project began testing, commissioning, and injecting power into the Luzon grid in April 2026.
• Native Hydrogen Exploration: The Department of Energy (DOE) and Koloma, Inc. launched a 2D seismic survey in Bugallon under Service Contract No. 84 to test and evaluate subsurface native hydrogen potential.

Cojuangco sa pakikipag-usap nito sa Philippine Amusement and Gaming Corporation (PAGCOR) para sa ₱55 milyong tatlong-palapag na gusali ng pampublikong paaralan na itatayo sa Bugallon Integrated School (BIS).

Sa kasalukuyan, naghihintay ang PAGCOR sa resolusyong ipapasa ng mga kasapi ng Sangguniang Bayan dito at sa pagtanggap nito ni Mayor Dy bago makalikha ang tresyurero ng bayan ng isang trust fund sa bangko upang maibaba na ang pondo roon.

100-BED HOSPITAL

Maitatala na si Cong. Cojuangco ang may-akda ng House Bill 9416 na may pamagat na: “Isang Batas na Nagtatatag sa Bayan ng Bugallon, Lalawigan ng Pangasinan, ng isang Level II General Hospital na may Kapasidad na Hindi Bababa sa Isang Daang (100) Kama, na Kilalanin bilang Bugallon Medical Center at Naglalaan ng Pondo Para Dito. Inihain ito ni Cojuangco noong Mayo 26, 2026.”

Ang inisyatibong ito ay direktang tumutugon sa matinding pangangailangan sa pasilidad ng kalusugan sa Ikalawang Distrito ng Pangasinan, dulot ng lumalaking populasyon at matinding kakulangan ng pampublikong pasilidad sa pagamutan sa lugar.

“Ang iminumungkahing lokasyon sa Bugallon ay gitna at napakadaling puntahan, na matatagpuan sa kahabaan ng Romulo Highway. Tinitiyak nito ang mabilis na pagbiyahe mula sa alinmang bahagi ng Ikalawang Distrito. Higit sa lahat, ang pangunahing masisilbihan ng pasilidad na ito ay ang kabuuan ng Una at Ikalawang Distrito, na may kakayahang sumaklaw hanggang sa Una, Ikalawa, Ikatlo, at Ikaapat na Distrito ng Pangasinan. Sa pamamagitan ng malaking pagbawas sa oras ng pagbiyahe patungo sa isang kumpletong ospital, direktang nababawasan ng hakbang na ito ang panganib ng mga maiiwasang pagkakasakit at pagkamatay dahil sa naantalang tulong-medikal,” sulat ni Cojuangco para sa kanyang Panukalang Batas para sa isang Level-II na ospital dito.

                                                             ENERGY AND POWER PROJECTS

Kabilang sa mga pangunahing proyekto mula sa mga dayuhan at lokal na investor sa Bugallon ngayong taon ang mga malalaking pasilidad ng renewable energy.

• Ixus Bugallon Solar Power Project: Isang malaking 500-megawatt peak (MWp) na solar farm na pinangungunahan ng Vena Energy sa pamamagitan ng subsidiary na kompanya nitong Ixus Solar Energy Corp. Nakakuha ito ng US$310 milyong pondo noong Hulyo 2026 upang palawakin ang malaking grupo ng renewable energy sa bayang ito. Itinayo ito sa tabi mismo ng umiiral na 550 MWp Bugallon Solar Power Project ng Vena Energy, kaya aabot ang pinagsamang kapasidad nito sa humigit-kumulang 1 GWp na magiging isa sa pinakamalaking solar hub sa bansa. Inaasahang makakagawa ito ng sapat na lakas upang makapagbigay ng kuryente sa humigit-kumulang 650,000 tahanan sa Pilipinas taun-taon. Inaasahan ding maiiwasan ng dambuhalang solar power plant na ito ang higit 570,000 metric tons ng carbon dioxide (CO₂) emissions bawat taon.
• Pagsusuri sa PetroGreen Solar: Ang 25-MWdc Bugallon Solar Power Project ng PetroGreen ay nagsimula na sa pagsubok, komisyon, at pagpapadaloy ng kuryente sa Luzon grid noong Abril 2026.
• Eksplorasyon sa Native Hydrogen: Inilunsad ng Department of Energy (DOE) at Koloma, Inc. ang isang 2D seismic survey sa Bugallon sa ilalim ng Service Contract No. 84 upang suriin at tayahin ang antas ng native hydrogen sa ilalim ng lupa.
