CALASIAO – Are the presence of giant retail stores Robinsons
here and SM in Rosales bode well for the coffer of the offices of the Bureau of
Internal Revenue in Pangasinan province?
The answer is a resounding “No!”.
According to Christine Cardona, the chief of Revenue
District Office-4 that is based here, the two mammoth malls pay their taxes in
Metro Manila where their (malls) main offices were primarily registered with
the BIR.
“Registration ng large taxpayers like Robinsons bale ang
registration nila classified sila as Large Taxpayer (They are registered as
Large Taxpayer),” she stressed.
The only payment they make every year in the offices of the
BIR that supervised them in the province is the registration fee of P500.
It means Robinson Land Corporation and SM Prime Holding,
Inc, the operator of the two malls; pay P500 each to RDOs 4 and 6 here and in
Urdaneta City, Pangasinan every year.
Cardona did not find wrong that the bulk of the income tax, value
added tax and other taxes of these malls in Pangasinan are funneled yearly to
the BIR offices where the mother units of these retail stores are primarily
registered.
“”I would not say it is unfair because it (money) goes to
the kaban ng bayan (public coffer)”.
Cardona has a back-to-back record - when she took the reign
of RDO-4 two years ago – when she exceeded her tax goals in years 2010 and 2011
imposed to her by the national government.
Meanwhile, Cardona said in a TV interview that even
Operation Kandado (Operation Padlocked) has not been implemented last year in
the province it can still be put into action this year.
“ Existing pa rin iyan kahit hindi na implement dito sa
Pangasinan. We have a memo now bale plan namin last year sa Operation Kandado.
Continuous pa rin iyan,” she said.
She continued that her office has additional programs to
fine tune her strategies how to collect more taxes (Mortz C. Ortigoza).
