DAGUPAN CITY –- For his incessant participation and active involvement in every activity of the Dagupan City government concerning fisheries and aquaculture as well as the environmental protection through river clean-up and anti-pollution campaign, Alfredo M. Dawana, who is fondly called by his local friends here as “Apring” was recently appointed as Consultant to the Office of the City Mayor on “Fisheries and Aquatic Resources Management and Urban Planning & Development.”
In a press briefing, Dawana’s appointment has been commended by no less than the guru himself Jun Velasco, saying “one cannot be faulted for interpreting his designation as very timely and strategic considering his rich experience in the field of research-based Aquaculture or fish farming technologies and Urban Planning Development earned during his long stay at the West Coast where he worked with a Realty & Development Company.”
Apring Dawana owns the distinction of being one of the longest serving Barangay Captains of Tapuac District, Dagupan City before and during the martial law years.
“His impeccable dedication and high-level of commitment to duty and public service and his infectious “leading by example” style of management and community leadership not to mention his tag as the “matinee-idol” not only in his turf but in the City as well, made him the people’s favorite during those years,” Jun V. added.
Apring Dawana is well-loved by the same people he loved and served well as Tenyente Del Baryo for fifteen (15) long and uninterrupted years from 1963 to 1978. And his prominence in the community and city was further bolstered when he served as President of the Association of Barangay Councils (ABC) during the Manaois administration.
He had served the government in various capacities and had exposure in revenue generation when he worked at the Bureau of Customs in Manila before he migrated to the US.
Just recently, our new City Consultant was conferred an award by The United Pangasinenses of America, Inc. (UPA) for championing the cause of the river clean-up and for being supportive of the eco-tourism programs as well as his continued support to UPA’s own activities and projects here and in the U.S.A.
In recent interview, Dawana said UPA Association President Ernie F. Abalos and Tours Chairperson Pacita F. Aningalan had expressed their views on how they were so impressed to see that the city’s rivers have been cleared of fish pens and other fishing structures.
Dawana is instrumental and actually the moving force behind the successful assembly of the biggest congregation of fishpond owners and operators group – The Fishpond Owners Operators Fisherfolks’ Association of Dagupan City, Inc. (FOOFADCI) of which he is the founder and president.
Dawana is set to file a Board Resolution respectfully calling for the Sangguniang Panlungsod’s Committee on Agriculture to extend financial assistance to FOOFADCI in their plan to purchase “‘floating backhoe” to be used in elevating some very low fishpond dikes to mitigate flooding and secure their investments against debilitating losses.
Earlier it was reported that the group handily secured the nod of the Securities and Exchange Commission (SEC) for the issuance of the Certificate of Registration thereby acquiring its “juridical personality and legal status” as a non-stock, non-profit Non-Governmental Organization (NGO).
