BINMALEY, Pangasinan - Suportado ng alkalde dito ang multi-LGU (local government units) collaboration para labanan ang mga prublema sa baha, drainage congestion at ecolological degradation.
COLLOBORATION of these Chief Executives to solve if not
mitigate the perrenial flooding and ecological degradation of their shared

“On behalf of the Municipality of Binmaley, I express our strong and unequivocal support to this initiative. Binmaley, being geographically situated along the distributaries of the Agno and Sinucalan river systems, shares the challenges of recurrent flooding, drainage congestion, and ecological degration. These concerns transcend political boundaries and therefore require a united and coordinated response among neighboring local government units,” sipi ng liham ni Mayor Pete A. Merrera kay Dagupan City Vice Mayor Bryan L. Kua na ipinakita ng una sa Northern Watch Newspaper noong makapanayam siya sa kanyang tanggapan.
Aniya suportado ng bayan na ito ang Resolution No. 8415-2025 ng
Sangguniang Panlungsod ng Dagupan City tungkol sa pagbuo ng multi-LGU
collaboration sa mga siyudad ng Dagupan, San Carlos, at Urdaneta at mga bayan
ng Calasiao at Sta. Barbara.
Paliwanag ni Merrera na gabay nila ang mga legal foundations sa krusada na
ito para sa ikakabuti ng mga nasasakupan nila. Ito ay ang Disaster Risk Reduction
and Management Act, Philippines Clean Water Act of 2004, Ecological Solid Waste
Management, Philippines Constitution, at Local Government Code of 1991.
“Anchored on these legal bases,
the Municipality of Binmaley is fully committed to actively participate in the
planning, implementation, and monitoring of collaborative programs and projects
that will emerge from this partnership. We likewise express our readiness to
align our local resources, technical expertise, and community-based initiatives
with the broader multi-LGU framework that will be established”.
Mithiin ni Merrera na itong pakikipagtulungan ng mga nasabing mga lungsod
at bayan ay hindi lang magpapalakas sa flood mitigation at river protection
kundi maging modelo ng mga local government units (LGUs) sa buong bansa.
Ani Calasiao Mayor Patrick A. Caramat na silted na ang mga ilog ng bayan
niya dahil 1980’s pa ang huling dredging ng pamahalaang pambansa sa kanila.
“So No. 1 solution diyan is
dragahin po ang ating mga ilog but hindi po natin kayang gawin ngayon dahil
marami pang papasok na bagyo. So inaasikaso po natin tataas at tataas pa rin po
ang ating mga ilog. So we are also planning in close coordination with the
provincial government as well na dradragahin po namin ang mga ilog dito po sa
bayan ng Calasiao,” paliwanag ng batang alkalde.
Sinabi ni Pangasinan Governor Ramon V. Guico III noong isang buwan na
gagawa ang kanyang pangasiwaan ng Flood Management Department na mangunguna sa
pagplano at implementasyo ng mga proyektong may kaugnayan sa flood mitigation.
Ani Guico na tututukan niya ang research, community information, disaster risk reduction at management functions, mga long-term efforts
kagaya ng scientific studies, disaster risk reduction measures, at community
participation.
