Dagupan to adopt Rotary Clubs' Tusok System

DAGUPAN CITY –  Councilor Jeslito C. Seen,  committee chair on Environment and Natural Resources, proposed a resolution endorsing the adoption, practice and integration of the so-called “tusok" system project of all the Rotary Clubs of Dagupan into the plastic waste management policy in the city in compliance with Republic Act 9003 or the Ecological Solid Waste Management Act of 2003.

 

The proposed measure filed on October 3 shall be known as the “Practical Plastic Waste Management Project of Dagupan City”.

 

Seen disclosed that to enhance the ecological balance of the community through sustainable and integrated waste management there is a need for the implementation of a round the clock cleanliness; to cease and desist from irresponsible disposal of used plastic films and mixing the same with other waste materials; to contribute in the LGU’s efforts of minimizing if not eradicating unsightly plastic films littered on the streets, public and open spaces; and to minimize clogging of drainage, canals and other waterways.

 

The “tusok" system is a systematic practice of stitching used plastics on a rod. Under the resolution, the plastics gathered will be recycled.

 

“In doing so, we will be cleaning the city from this flood-causing materials and it shall be properly stored and compacted before collection. These recyclables shall be collected separately and brought to recycling centers,” said Seen.

 

Local waste managers will be designated in every barangay who shall teach and oversee the collection of recyclables.

 

The City Solid Waste Management Office will deputize and deploy environmental and sanitary officers and install billboards to ensure its strict implementation.

 

The Office of the City Mayor, under the proposed resolution, is mandated to create a Task Force with the participation of the Rotary Club District to be the implementing agency and perform such functions and responsibilities and shall provide lectures, training and seminars for the effective and efficient information dissemination.
