Former Calasiao Mayor Mark Roy Macanlalay (left, photo) has been appointed recently as Regional Manager III of the Philippine Coconut Authority. Seen at the photo here, Macanlalay – an Engineer- takes his oath of office before PCA Administrator Dexter R. Buted. The latter used to be the President of the Pangasinan State University but a native of Ilocos Province.
