Gov. Espino Condemns Cop Killing of Mentors


The senseless shooting that took place at around 4pm today (Sept. 1) inside the Pangasinan National High School (PNHS) campus here in Lingayen, led to the instant death of three teachers, and serious injuries inflicted by the lone gunman upon 4 other teachers, one still in critical condition.

Espino, Jr. (in checkered polo) immediately rushes to Pangasinan National High School in Lingayen after learning of the deadly shooting incident perpetrated by Police Officer 2 Domino Alipio that rendered three teachers dead on the spot while the other victim was pronounced dead on arrival at a private hospital last September 1. Three wounded victims are currently recuperating in different hospitals. The Governor conveyed his deepest sympathy to the families of the victims and vowed that he will exert all means to ensure that justice is served. This is another case of violence that has no place in this otherwise peaceful province. It is even more sad and unfortunate that the gunman, who used a 45 cal. pistol, and who was also armed with an UZI automatic rifle and a hand grenade, is an active police officer of PNP Pangasinan. He was engaged in the business of extending 5/6 loans to teachers, at 10% monthly interest. .

This latest incidence of violence, underscores the growing deterioration of the peace and order situation in Pangasinan, and the apparent failure of the present system of installing Officers-in-charge, instead of full-time appointees, to the PNP Provincial command in Pangasinan. This highly irregular system, designed to bypass the required consultation with, and concurrence of, the Local Chief Executive has been going in Pangasinan for the last two years.



It has effectively deprived the Governor of the privilege to choose someone he can trust, and with whom he can work harmoniously and effectively, in the crucial task of promoting and maintaining peace and order in his own province. And as long as this highly irregular practice is maintained, the security and the safety of the peace-loving and unsuspecting people of Pangasinan will always be threatened and effectively jeopardized.

In the meantime, Gov Espino assures his provincemates, especially the families of the victims of this latest act of violence that he will exert all means to ensure that justice is served.
