SANTA BARBARA – Mayor Carlito Zaplan said construction of dikes in three villages here saved the day for this town from flood that submerged the villages in the past. He explained after he reclaimed his post in 2010 he embarked on construction of dikes in Barangays Dalongue,Poblacion Norte, and Banaoang, costing P30 million. Zaplan said the dike, located at the back of the house of former Mayor Reynaldo Velasco, mitigated significantly the flood that was brought by typhoons Frank, Gener, and Helen. He said during the onslaught of typhoons Ondoy and Pepeng in 2009, many parts of this town were submerged. “So I concentrated on building dikes and repairing those destroyed. I used my equipment to minimize expenses of the municipal government. Our dikes have concrete walls,” Zaplan, who owns a construction firm, stressed.
Meanwhile, the mayor instructed last August 15 the personnel of the municipal government to repack rice and grocery goods for the residents affected by floods. He said the affected villages were Sonquil Valerie Reyes and Dalongue. The mayor instructed his men to put sand bags near the Maramba Bridge in Barangays Poblacion Norte, and Barangays Ventinilla and Banaoang. He said the old dikes in Banaoang caved in after it was battered by torrential rains brought by typhoon Helen.
