PNP-P’sinan Bested 3 Ilocos Prov. Counterparts on UPER

LINGAYEN, Pangasinan – Despite its huge size compares to its three smaller counterparts, the police provincial office (PPO) of Pangasinan topped for five consecutive months the Unit Performance Evaluation Rating (UPER) System.

The Pangasinan's PPO under the leadership of Director Colonel Jeff E. Fanged bested the provinces of the Ilocos Norte, Ilocos Sur, and La Union.

Ilocos Norte, Ilocos Sur, and La Union have a population of 609,588, 706,009, and 822,352, respectively (2020 census) while Pangasinan has 3,163,190 demography on the same year census. Pangasinan has also the bigger land area of 5,451.01 km2 (2,104.65 sq mi) if compared to the combined land areas of the three provinces.

 According to Memorandum Circular No. 92 – 012 of the National Police Commission, the Philippines National Police (PNP) performance evaluation system fosters the improvement of individual efficiency and behavioral discipline as well as the promotion of organization effectiveness; it is essential to the administration and operation of the PNP as it performs a wide range of functions in law enforcement and order (of) maintenance.

According to the Pangasinan’s PPO, the monthly UPER parameters include measuring the implementation of discipline, law and order; conduct of recruitment and selection process; ensuring personnel morale and welfare; human resource actions on placement and promotion; management of personnel and records; and personnel plans and policies.
