Lumihis ang pananaw ng Samahang Industriya ng Agrikultura (SINAG) sa pahayag ni Agriculture Secretary William Dar na ang parating na importasiyong ng bigas mula sa India, Pakistan, at China ay hinde makaka apekto sa mga magsasakang Filipino na nag aalinlangan ng magtanim ng palay ngayong planting season.
“Of course apektado ang local farmers kasi ang mga millers hindi na bibili ng palay na mahal. Iba-base nila doon sa presyo ng import. Based on import price from outside ASEAN ang landed cost nasa P24,” ani SINAG Chairman Rosendo So sa national television.
Sinabi ni Engineer So na susundin lamang ng mga millers ang landed cost ng imported na bigas galing abroad para pambili ng mga palay ng Filipino farmers.

Inalmahan ni Sinag Chair So ang Executive Order 135 ni President Rodrigo Duterte na magiging dahilan na maraming mga magsasaka ang hinde na magtatanim nitong tag ulan.
EO No. 135 lowered the Most Favored Nation (MFN) tariff rates for imported rice from 40% to 35%.
Sinabi ng Malacañang it is "to diversify the country's market sources, augment rice supply, maintain prices affordable, and reduce pressures on inflation."
Pinawalang bahala ni Dar ang pangamba ng mga magsasaka dahil hinde pa nila ito maramdaman sa ngayon.
“You can see the impact of it in the future but not now. That’s where we are giving some ayuda iyong fertilizer,” he said.
Hiling ni So sa gobyerno na ang huli na ang bumili ng mga palay ng mga magsasaka sa halagang P17.19 hanggang P19 per kilo para maiwasan ng mga farmers ang pagkalugi sa harvest season sa Setyembre.

Pinabulaan ni Dar na mag e import ang Pilipinas sa India, Pakistan, at China mga bansang hinde kasali sa Association of Southeast Asian Nations - na kung saan ang Pilipinas ay miyembro - para mapabilis ang mga bilateral talks ng bansa sa kanila.
Itong mga maniobra ng Pilipinas sa India ay dahil gusto ng Pilipinas na mapadali ang mga bilateral talks niya sa New Delhi government, ayon kay Federation of Free Farmers National Manager Raul Motemayor.
“We are trying to encourage investments from India and of course we are trying to encourage them to come in and you have to offer them sometime the incentive. The Indian Government had been requesting the Philippine Government last year to reduce the tariffs on the Indian rice and then there is also maybe an ongoing negotiation here and the India on a bilateral trade agreement,”ani Montemayor.

Ani Dar ang pag import sa mga nasabing bansa ay para ma-maintain ng Pilipinas ang presyo ng bigas.
“Alam natin na tumataas ang presyo ng global prices, so you need to broaden your market sources,” pagdepensa niya sa bagong importation policy ng Palasyo.
Sinabi ni Senate Agriculture Committee Chairperson Cynthia Villar noong February na ang mga Senador ay "in unison does not want lower tariffs”. Sinabihan pa nila si Dar na maghanap ng ibang paraan paano maipababa ang inflation.
"Wala namang rice shortage, talagang pina-i-import naman sila. Bakit pinag-iinitan ang rice? Ito nga ang saving grace natin. 'Wag na pakialaman ang rice," ani Villar.

That is the beauty and essence of global competition. The consumers will enjoy the benefits. Meanwhile, local rice farmers have to think of product alternative.

Joselito F. Pinol The issue here is majority of the Filipinos are consumers - 108 million vs 2 million farmers. These farmers sell their palay and rice expensively than those from Vietnam, Thailand, and India. Our government is conscious about its popularity and its supporters' election reelection that's why it wants to see cheaper products are available to the people. To do these, government allow import. Import pressures also local industries to be efficient in their goods. We all know that Filipino farmers are victims of government neglect so government should help them through more irrigation, farm to market road, certified seeds, etc. But you have to deal with the government that is conscious to its popularity with the majority of its constituents to look for ways to give them cheaper foods. You have to deal too with global laws that countries are allowed to import and export with each.
