1st PADAC MEETING. Gov. Amado “Pogi” I. Espino III (center) convenes the members of the Provincial Anti-Drug Abuse Council (PADAC) for the first time under his watch on July 28 at the Ceremonial Hall of the Urduja House in Lingayen. Expressing deep concern over the influx of self-confessed drug users who voluntarily surrendered during the past weeks which totaled to more than 7,000, the new governor is keen on addressing the illegal drug menace in Pangasinan. His initial marching orders include the rehab of the thousands of drug users and the conduct of mandatory random drug testing from the Capitol down to the barangay. With the Governor were Vice Gov.
