Mga Dorobong Doktors ng RHU Sinabon ni Guv

Napamura si Pangasinan Governor Ramon "Monmon" V. Guico III sa isang pagtitipon ng mga miyembro ng Provincial Health Board (PHB) habang inilabas niya ang galit sa masamang asal ng mga hepe ng mga rural health units (RHUs) ng higanteng lalawigan.

Isa sa ikinagalit ng gobernador ay ang kagustuhan nitong mga matatakaw na mga doktors na dapat kalahati ng salapi na bahagi ng munisipyo galing sa Kunsulta ng Philippines Health Insurance Corporation (PhilHealth) ay mapunta sa bulsa nila.

Isinalaysay niya ito sa Christmas Party ng mga reporters na ginanap sa lawn ng Capitol Resort Hotel na pag- aari ng provincial government.

Aniya ang dapat tatangapin ng isang munisipyo ay biente porsyento (20%) sa P2,100 sa Kunsulta sa susunod na taon kung saan may puntirya si Guico na two milyon na Pangasinenses ang mabiyayaan sa P4.1 bilyon gross na ibabayad ng PhilHealth sa Kapitolyo.

“Why? I just vented out, you know, my feelings. I guess it’s brewing inside me since that meeting. I was just calm and quite but I think realizing that in the context of the PhilHealth not being given the fund it service coming from what is legally theirs,” aniya.

Ang otsenta porsyento (80%) na bahagi ng provincial government sa P4.1 bilyon para sa dalawang milyon na Pangasinenses na mga benepisyaryo ay gagamitin sa pagbili ng mga gamit medikal, pagpakukumpuni ng mga sasakyan gaya ng ambulansya ng 14 provincial owned hospitals, pag upa ng mga manggagawa gaya ng mga doctor at health workers, pagpapatayo ng mga specialty at Apex hospitals dahil wala pang 10, 000 kama ang mga ospital ng lalawigan para gamutin ang mga pasyente na manggagaling sa tatlong milyong populasyon ng Pangasinan.

Ang apex hospital, ayon sa Philhealth, ay “as an end-referral hospital offering specialized services and is contracted as a stand-alone facility by the Philippine Health Insurance Corporation”.

“So iyan ang nangyari. So nikumputan ko sila. Ito pupunta sa inyo P4 million, ibig sabihin iyang P2 million sa iyo lang doctor? Grabe naman ano ang sasabihin ng mga BHW (barangay health workers) 250, 000 minimum ma espend sa buong population mga BHW sa buong bayan. Ano ang sasabihin nila sa inyo?”

Noong nagtanong siya sa Commission on Audit sinabi sa kanya na hanggang biente porsiyento (20%) lang ang pwedeng maidagdag sa basic pay ng isang hepe.

“I didn’t like the attitude I was just like quite. I did not like the attitude of some and not everybody and they were petitioning and writing the PhilHealth directly without even informing me as Chairman of the Provincial Health Board na sana iyong share mapunta sa kanila. Kasi we are always for that, ngayon ko lang nilabas ito ayaw ko sanang ilabas but I think binibira (ako) sa outfit nila”.

Ani Governor Guico na nagpapakalat pa ng mga disinformation at nagbabanta pa itong mga RHU chiefs sa mga nasasakupan nila na pagsumali sila sa GuicoKonsulta -- kung saan nagbibigay ang Kapitolyo ng P200 na pamasahe sa mga maralita -- at sa programa ng PhilHealth na ito na hindi na sila makakalapit para humingi ng medikal na tulong sa RHU.

“Pag diyan kayo magpa-register wala na kayong gamot sa RHU. Matatakot iyong mga poor constituents natin, di ba? So iyan iyon”.

Dahil diyan napasambit ang gobernador ng "f____ y__" sa galit niya sa pagtitipon ng PHB sa mga wala doong mahigit kumulang biente na mga doctors.

“Itong magandang programa natin sabi ko ang pipipigil iyang iilan sa inyo, ito’y para sa inyo: “f____ y__!” sabi ko. Kasi at the expense of all of us Pangasinenses tapos iilan lang sila, di ba?” paliwanag ng gobernador sa mga reporters.

How to win a senatorial seat in the Philippines?

GMA Network Chief Marketing Officer Lizelle Maralag explained in 2022 that airing a 30-second advertisement on the network's shows can range from P420,000 to P646,000, according to the rate cards of that year.

A senator -- from this writer viewpoint -- needs three ads in one day that would be, sanamagan, a staggering P1, 938, 000!

Campaign period for senators starts on February 11, 2025 to May 10, 2025 or 89 days.

With three ads a day a candidate needs to reach the people all over the country, he/she needs P172, 482, 000 or double the amount (P344, 964, 000) if he/she needs to advertise himself/herself with the same frequency or more with the less prestigious TV stations in the country. Candidates in the 2022 senatorial poll used them.

The early a candidate avail the expensive TV ads the more chances his/her political stocks spikes at the polls.

NOW, MY POSER: WHERE DID THE CANDIDATE GET THIS HUGE AMOUNT TO BANKROLL HIS/HER CANDIDACY?

First time ng Department of Public Works & Highway (DPWH) magka one trillion pesos mark (P1.007-T) sa 2025 budget kahit na ito'y binawasan ni President Marcos ng P26.065 billion thru veto power.

Bakit anlaki ng budget ng DPWH?

Diyan kinuha ang pondo ng gobyerno sa mga infrastructures gaya ng kalsada at tulay. Diyan din binabawas ang mga cut o S.O.P ng mga Congressmen at Senador sa mga contractors na gumagawa ng mga infras.

Kaya wag magtaka pag majority ng Kongresmen loyal sa Malacanang. Pag walang S.O.P na umaabot ng P200 million kada taon (sa isang Distrito na may alokasyon na P1 billion), malaking tsansa matatalo ang Tongressman sa halalan dahil kukulangin siya sa pambili ng mga boto at iba pa.

Bakit naman hinahayaan ito ng Palasyo?

Pag walang cut, matagal nang na IMPEACH ang mga Presidente kasi wala ng utang na loob ang mga mambabatas. Pwede silang pag tripan ng mga lawmakers sa mga kasalanan nilang pangungurakot at iba para matanggal sila sa puesto.

Walang Presidente ang may gusto ng ganito.

Kaya itong kalakalan na tinatawag na pork barrel na nagsimula pa noong panahon ni Kopongkopong ay mutually beneficial sa Presidente at mga Kongresmen.

Plunge of VP Sara Popularity “Emboldens” Marcos to Prosecute the Dutertes

The two-point plunge of the popularity of beleaguered Vice President Sara Duterte was due to the series of damaging corruption accusations by people of various persuassions how she handled hundreds of millions of pesos of confidential funds (CF) when she received them in the second semester of 2022 and the whole year of 2023.

According to the November 26 to December 3, 2024 scientific survey of the premier and prestigious pollster’s Pulse Asia, Sara got 50 points versus the 48 points of President Bongbong Marcos. Duterte got a significant reduction from Pulse with 69 points in June 2024 and 60 points in September 2024 while Marcos had a slight drop of 53 and 50 points in June and September, respectively. The latest poll was a tie because of the margin of error of positive and negative of two percent from the 2,400 respondents.

The alarming decline of Vice President Sara’s popularity among the among the 69 million voters (2024 Comelec) was due to the damaging accussations that she stole if not malversed the P612.5-million confidential funds appropriated to her in 2022 and 2023.

Some of them according to the hearings of the QuadCom as posted at the column of Jarius Bondoc in PhilStar:

• 405 of 677 payees (60 percent) were inexistent, said committee chairman Rep. Joel Chua. Philippine Statistics Authority has no birth, marriage, or death records of Mary Grace Piattos, Chippy McDonald, Fernando Tempura, Carlos Miguel Oishi, and Reymunda Jane Nova – all snack brands.

• No record either of Kokoy Villamin, who received cash from (the Office of the President) OVP and DepEd but with different penmanship and signatures, said Rep. Zia Alonto Adiong.

·         Milky Secuya twice received money from OVP on the same day and used the same pen ink for different signatures.

·         Alice Crescencio signed three DepEd acknowledgement receipts from three distant sites: Pasay City, Iligan City, and Lanao del Sur.

·         OVP and DepEd officers broke state accounting rules on handling CFs, Rep. Romeo Acop said. OVP special disbursing officer Gina Acosta and DepEd SDO Edward Fajarda handled hundred million-peso withdrawals but had no fidelity bonds.

·         Acosta admitted turning over P125-million cash every quarter without proper documentation to VPSG chief Col. Raymund Dante Lachica. Similar confession by Fajarda in giving large sums to DepEd security head Col. Dennis Nolasco.

DepEd Usec. Nolasco Mempin, a retired major general, was used for falsified CF spending, Rep. Gerville Luistro said.

·         DepEd needed to justify millions in CF disbursements. Mempin stated that Sara asked him to secure certifications from Army battalion commanders who officially joined Youth Summits. DepEd submitted the certificates to the Commission on Audit as proof of spending. It turned out that local governments, not DepEd nor AFP, bankrolled the events.


Despite VP Sara threat in November to kill President Marcos, First Lady Liza Marcos, and House Speaker Martin Romualdez when her chief of staff Atty. Zuleika Lopez – whom Ramon Tulfo called Sara’s girlfriend – was cited in contempt by the House of Representatives’ Quad Committee and thrown to the House’s slammer for several days, supporters of Sara all over the country hysterically called in social media for mass demonstrations especially at Epifanio de los Santos Avenue (EDSA) – the symbol of People’s Power that ousted two Philippines presidents.

They wanted to goad the military and the police to join ‘em for their People Power’s pipe dream.

What happened? Only a hundred of more warm bodies showed up their support. Was it due to the latest Pulse’s poll that Sara got only 34 points while Marcos got 51 points, respectively in the almost 15, million populated Metro Manila?

 Duterte and Marcos got 40 points and 64 points (?), respectively in Balance Luzon. It only showed gargantuan island’s Luzon as the bailwick of Marcos.

Luzon, Visayas, and Mindanao have a population of 64,260,312 (2021), 21,155,014 (2021), and 26,252,442, respectively.

Even in the Duterte’s lair Mindanao where she got 80 points of the Pulse’s survey, the call for a mass rally to show support to lawyer Lopez and the government’s persecutions of the Vice President did not result to a hundred of thousands Filipinos converging and shouting with their lungs out in the highways of Davao City. The Marcos Loyalists of the 1980’s – whom were paid and part of “hakot (hurled by buses)” could shame the pathetic numbers of Duterte rallyists in Davao, Cebu, and Metro Manila.

 Are the Filipinos now lukewarm to go by the hundreds of thousands or million in the street to induce the top brass of the military or police to breakaway from the chain of command and go to EDSA and Camp Crame to call for their comrades in arms to join them against the constitutionally constituted government of Bongbong Marcos just like EDSA 1 and 2?

The fear that jailing the Vice President (by citing her in contempt at the Quad or incase the plunder case could be filed against her and the Judge sees a probable cause) or her father former President Rodrigo Duterte could unleash the dogs of war in the military and the police who are loyal to them seem to be next to impossible after those series of minuscule pathetic rallies  and after Congress included in the 2025 General Appropriations Act and President Marcos will sign anytime from now the P6,000 a month increase of the already padded pay of the military.

Yes Virginia! The military only and not the police are the beneficiary as the government was at a loss how to bankroll this new increase that I suspected it came from the P15 billion diversion of funds from the P50 billion modernization of the Armed Forces of the Philippines (AFP).

 This diversion incited protest calls cum manifesto like those from the retired generals in the AFP and the Philippines National Police. It only shows that loyalty against a coup is higher priority for Malacanang than procuring a squadron of F-16 Viper or Gripen Jas 39 multiple role fighter jets to fight the Chinese at the Spratlys. Anyway, the price of this squadron is prohibited as each jet cost P5 billion or P60 billion for the 12 jets. I know this because I wrote extensively on them on my blog and interviewed Saab-Gripen Vice President for Communication Robert Hewson and an an executive of Gripen who is a Swedish pilot in the Asian Defense & Security (ADAS) at the World Trade Center in Pasay City.

Why the members of the 150,000 -strong AFP and not the members of the 220,000 –strong PNP that will be given the manna? Each of the members of this two branches of military and uniformed personnel (MUP) has received a generous increase of his basic pay when President Duterte complied with his presidential campaign promise to give them hefty pay spike thus his signing of the law in 2018. A Private in the military and the police received an almost P30,000 from their previous P15, 000 emoluments.

A Private in the military will receive almost P36,000 a month in January 2025 (and we are not talking here about the salaries of the Corporal to the Four-Star General) while its police counterpart turns green with envy.

The Marcos Administration – cash strapped – ignore the police despite their 220, 000 sheer number. Why? They are not a threat to topple down the leadership at the Palace near the Pasig River. The sanamagans only carry long and short firearms while the 150, 000 military operate howitzers, mortars, machine guns, tanks, and fighter planes.

 Now, that’s the chutzpah of how to buy the loyalty of a particular sector in the government.

For the meantime, we crossed our fingers for the looming impeachment of Sara by the pro-Marcos majority congressmen in the House - spoiled by pork barrels - approve the Article of Impeachment and  how the Senate tries her. 

Senate President Chiz Escudero said on a presser that impeachment process is sui generis (unique) that even vacation breaks could not stop to oblige the Senators to sit as a judge to see the culpability of the Vice President.

Would the brouhahas of the impeachment gnaw further the popularity of La Sara?

“We Already Set Horizons Regarding sa mga Plano po Natin Dito’ -- Caramat

 

 Q & A. Nagbigay ng panayam si Calasiao lone mayoralty bet Patrick A. Caramat sa kay Northern Watch Newspaper Editor-in-Chief Mortz C. Ortigoza noong maghain ang una ng kanyang certificate of candidacy (CoC) noong ika-8 ng Oktubre 2024. Pinag-usapan dito sa Q & A (Question and Answer) ang reaksyon niya na wala siyang makakalaban sa pagiging alkalde ng first class town, paano niya nahikayat ang mga malalaking pulitiko na naguumpugan sa bayan na magkaisa at suportahan siya, at ang mga plano niya sa munisipyo sa ilalim ng kanyang pamumuno. QUESTION: I heard wala kayong makakalaban sa Mayo 12, 2025 mayoralty eleksyon?

ANSWER: I am very grateful. Kung may lalaban rin po sa akin ay masaya rin dahil makapili po ang majority ng town’s people of Calasiao.

Q: Ano ang sikreto ninyo paano ninyo nahikayat ang mga higanteng pulitiko dito sa Calasiao na sumama sa inyo at huwag ng magbangaan?

A: Well, it is not my sole secret. Siguro naging ano lang po nag ricochet lang or kung baga ito ang epekto noong pamumuno ng aking ina the late Mayor Mamilyn “Maya” Agustin-Caramat when she wanted to be remembered as a unifying leader. So as her son, gusto ko po ituloy para makapag unite lahat po ng leaders and eventually siyempre sa akin naman po alam ko po mas maraming beteranong pulitiko kaysa po sa akin sa bayan ng Calasiao. Pero isa lang naman po ang sigaw namin which is progreso. Sa akin naman sinasabi ko po lagi ko po ipinagyayabang na kung bakit malakas po ang aking loob na tumakbo bilang mayor dito sa bayan ng Calasiao is that wala naman po kaming nasaktan or kaaway po dito sa bayan ng Calasiao.

Q: Bakit si Mayor Kevin Macanlalay ang napili ninyong vice mayoralty tandem ninyo?

A: Dahil okay po siyang kausap and nakita ko po ang nagawa niya sa bayan na naka align naman po sa mithiin po ng ating butihing Mayor Mamilyn “Maya” Agustin-Caramat. We already set horizons -regarding sa mga plano po natin dito. Ang kailangan na lang po is to execute lahat po ng plans. E siyempre gusto ko muna kayong bitinin huwag po natin sabihin lahat lahat. We always have sets horizons. Hindi naman po na uupo diyan na saka na lang po tayo gagalaw. Meron na tayong plano na mailatag para sa bayan ng Calasiao.

Q: Isa sa pinakamayaman sa 44 bayan sa Pangasinan si Calasiao. Nakikinita ba ninyo na sa termino ninyo magiging siyudad ang Calasiao?

A: Hopefully! Pero hindi naman po natin masabi iyan in the near future. Hopefully, alam naman po natin pag naging city po ang bayan ng Calasiao mas mauunlad mas mapapalakas po natin ang social services. Kung baga iba ang city sa isang munisipyo, however, ay naka focus po tayo sa pag deliver ng serbisyo publiko sa ating mga constituents. So with regards to our municipality andami pong problema na dapat solusyonan. Sabi ko po sa aking mga kasama (ang mga napili ko pong Councilors ang ating incumbent mayor which is napili ko pong vice mayor) marami po tayong problemang dapat pagtugunan huwag po nating  pagdalamhatian bagkus ito po ang ating solusyunan. No. 1 po diyan ang waste management; pangalawa, ang traffic management; and of course ang pangatlo ay ang financial management po --- fiscal management po ng ating bayan.

Noong magkita kami noong kakilala kong troll kalagitnaan ng taong ito, tinanong ko kung nakakapanira pa rin siya at mga kasamahan niya sa mga kalaban ng pulitikong umuupa sa kanila matapos isabatas ng pamahalaan ang SIM Registration Act.
“Paano iyan ‘di na basta-basta kayo makabili ng SIM (subscriber identification module) para gumawa ng mga pekeng account sa Facebook?” pag-usisa ko.
Aniya walang kabuluhan ang batas dahil nakakagawa pa rin sila sa pamamagitan ng mga email sa Google at Yahoo.

“Paano?” kako.
“Simple’ lang, pag nabuwisit na iyong administrator ng page na ginugulo namin gaya ng pagkantiyaw o pagsagot sa mga adbokasiya at propaganda nila at ni-block nila kami siyempre di na namin magamit iyong Facebook account namin kaya gagawa kami uli ng panibagong email at mag apply sa Facebook gamit ang mga pekeng pangalan namin,” sabi ng kebegan ko na ayaw magpabanggit ng pangalan.
Ang Facebook ang pinakamalaking social media platform online sa buong mundo. Ang araw araw na gumagamit nito ay lumubo kada taon magmula nang maimbento ito sa dormitoryo sa Harvard University noong 2002 ni Mark Zuckerberg at mga ka roommates niyang sina Eduardo Saverin, Andrew McCollum, Dustin Moskovitz, and Chris Hughes.
Ang bilang ngayong taong 2024 sa mga taong gumagamit ng Facebook sa Pilipinas ay 88.9 milyon habang ang India, United States, Indonesia, Vietnam, at Thailand ay merong 375 million, 194.1 million, 117.6 million, 74.55 million, 49.4 million, ayon sa pagkakabanggit.
Ang pagbalahura at pagsalahula sa SIM Registration Act (Republic Act No. 11934 o SIM Card Law) ng mga trolls ay nagpapakita lamang sa mababaw na pag- iisip ng mga miyembro ng Kongreso ng Pilipinas sa pagawa ng batas na may mga butas.
Bakit hindi nila nakita na kung gusto nilang iwasan ang mga hate speech, cybercriminal activities, online disinformation, at iba pa sa bansa dapat na remedyuhan kung paano pigilan ang pagdami ng troll sa mga emails at hindi lang sa mga SIM cards ng mga cellular phones.
Walang pinagkaiba itong palpak na SIM Card Law noong April 24, 2023 na isinulat ko sa blog ko sa nababoy na Republic Act 10930 kung saan nakasama ang pagkuha ng pagsusuri ng mga magre-renew ng mga driver’s license nila sa Land Transportation Office.
Ang titulo ng Act na isinabatas noong August 2, 2017 ay “An Act Rationalizing and Strengthening the Policy Regarding Driver’s License by Extending the Validity Period of Drivers’ Licenses, and Penalizing Acts in Violation of its Issuance and Application Amending for those Purposes Section 23 of Republic Act No. 4135)”.
Nabalahura itong pagsusuri ng LTO dahil kayang iwasan ng mga examinee ang proseso sa walk-in sa pamamagitan ng online examination kung saan magbabayad lang sila ng limang daang peso (P500) sa fixer na naglilipana sa paligid ng LTO offices sa buong bansa. Magaling sumagot ang mga fixers kaya isang setting lang ng pagsusuri ayos na kaagad ang renewal ng lisensya.
Kaya pag madami tayong nakikitang highway accident. Kasalanan ng mga kongresmen at senador natin ito dahil malabnaw ang pagkagawa nila ng batas.
Balik tayo sa SIM Card Law.
Kahit na may parusang pagkakulong from six (6) years and one (1) day hanggang eight ( 8 ) years, hindi pa rin mapipigilan ang mga trolls dahil kailangan sila ng mga kandidato ngayon para lalong magiging sikat sila sa mga botanteng nagbabasa ng social media at masira naman ang mga kalaban nila sa nalalapit na eleksyon.
Para silang si Paul Joseph Goebbels (29 October 1897 – 1 May 1945). Si Goebbels ay propaganda chief ng Tyrant at Butcher na si Adolf Hitler ng Nazi Germany na nagpasikat ng salitang: “If you tell a lie big enough and keep repeating it, people will eventually come to believe it.
“If you hear a lie once, you don’t believe it,” ani trolling-services firm na malapit kay Rodrigo Duterte noong tumatakbo siyang pagka-presidente sa May 2016 eleksyon.

Ang Bayan ng Calasiao ay nagkamit ng Beyond Compliant Award sa Gawad Kalasag 2024. Ang parangal na ito ay isang pagkilala sa kahusayan ng pamamahala ni Calasiao Mayor Kevin Roy Q. Macanlalay sa panganib na dulot ng sakuna.

Bona sa mga Kritiko: Walang Ghost Workers, Anomaly sa mga Gamot

MANGALDAN, Pangasinan – Binira ng babaeng alkalde dito ang mga kritikong bumabanat sa kanya kahit wala silang mga basehan.

Matapang na hinamon ni Mayor Bona Fe D. Parayno ang mga detraktors niya na nagtatago sa mga pekeng account sa social media kung meron siyang pinapanatiling mga ghost employees at wala nang mga gamot sa rural health unit (RHU).

LARAWAN ni Mayor Bona Fe D. Parayno (pinaka-kaliwa) noong pinangunahan niya ang LGU Mangaldan’s 22nd Flag Raising sa Brgy. Nibaliw na naganap ngayong buwan. “Sabi nila may mga ghost employee so bakit hindi nila bisitahin ang Human Resource Management Office na may records doon. Pumunta sila doon kaysa maniwala sa mga naririnig nila,” mariin niyang binanggit.

Marubdob din niyang pinasisinungalingan ang mga kritiko na nagpapakalat na wala na daw mga gamot sa RHU para sa mga dahop dito.

Noong State of the Municipal Address (SOMA) niya noong Nobyembre 30, 2024 sa Municipal Public Auditorium alinsabay sa pagdiriwang ng kanyang ika-65 na kaarawan, pinasalamatan muli ni Mayor Parayno ang mga botanteng nagluklok sa kanya noong May 9, 2022 eleksyon matapos makuha niya ang 28, 466 na mga boto laban sa dalawa niyang katungali na nakakuha lamang ng 18, 276 at 11, 948 bawat isa.

Sentro ng kanyang talumpati sa SOMA ay ang kalagayan ng primerong klaseng bayan at isa sa pinaka progresibo sa Pangasinan sa mga naisulong na niyang programa at proyekto sa loob ng isang taon at ang mga nakinbinbin at gagawin pa niyang mga plano sa susunod na taon.

Napipintong maglalaban si Parayno at Vice Mayor Mark Stephen Mejia at dating alkalde Marilyn Lambino para sa pagka alkalde dito sa Mayo 12, 2025 eleksyon.

Arsenal of Toppled Syrian Regime Shames our PAF

The government of President Bashar al-Assad Assad fell Sunday afternoon after capital city Damascus was overtaken by the rebels who earlier took with speed the cities of Allepo, Hama, and Homs according to Al Jazeera English. Although the spoils of the civil war would be divided by the armies of the Syrian Arab Republic and allies, the Syrian opposition and allies, Al-Qaeda and affiliates, Islamic State, and the U.S and Israel allied Kurdish Syrian Democratic Forces (that controls 40 percent of Syria), I still envy the former Syrian Air Force compared to the pathetic inventory of the Philippines Air Force.

Syria got these dedicated multi-role fighter Soviet and Russian made jets: 50 Mig 21 fighter/interceptors (15 however were taken by Syrian opposition forces before the downfall this afternoon), 87 Mig 23 fighter-bombers (9 however were captured by the same rebel groups before the downfall this afternoon), 2 Mig 25 interceptors, 29 Mig 29 multi-roles, 39 Sukhoi Su-22 fighter-bombers, and 18 Sukhoi SU 24 fighter-bombers.
The Philippines – sigh, sigh, sigh! -- contended itself with the 12 light fighter and trainer South Korean made FA-50s.
In the last Cope Thunder 2024-held on April 11 this year at Basa Air Base in Pampanga, I asked the Gringos, err, the Americans and the Filipino pilots their take on the comparison of the United States Air Force (USAF) six F-16 C/D Block50 versus the Philippines Air Force (PAF) six FA-50 after their one- hour maneuver at the South China Sea.
My first question in the middle of the scorching sun brought by El Nino on that day was about the limitation of the FA-50PH light attack fighter compared to the capacity of the F16 C/D Block 50 dubbed too as Wild Weasel because of their homing anti -radiation missiles against radar and missile batteries of the enemy.
“In your air-to-ground exercise, are there limits with the FA-50 compared to the superiority fighter’s F-16?” I posed to the two USAF pilots and two PAF pilots.
Despite the interfering noises of the engines of the taxiing supersonic jets of the two countries 200 meters away at the P3.7 billion renovated tarmac and runway funded by the U.S through the Enhanced Defense Cooperation Agreement (EDCA), a Major from the PAF answered me while other local and international reporters converged at the hilly area wait for their turn to ask their respective questions.
“As of now we are on the first phase of our (inaudible) training and all of the (inaudible) of the air-to-surface of the training will be due in succeeding days. So basically we could not say with regards to the (inaudible) of the aircraft,” he said by failing to answer my comparison to the two jets.
The F-16 Block 50 carries, according to F-16.net, the AIM-120 AMRAAM, the new AGM-65G Maverick missile and the PGU-28/B 20mm cannon round. The Block 50/52 is capable of carrying the new Joint Direct Attack Munitions (JDAM), the AGM-154A/B JSOW and is the first F-16 version to integrate the AGM-84 Harpoon antishipping missile. The AGM-137 TSSAM stand-off attack missile was also foreseen in its weaponry, but subsequently cancelled. The aircraft can launch the Harpoon in line-of-sight, bearing-only, and range/bearing modes.
Moreover, it gives the F-16 a significant standoff range anti-shipping capability, especially when combined with optional 600-gallon fuel tanks.
The 12 Wild Weasel’s F-16s Block 50 brought by the Yanks in the Philippines early this year were equipped with homing anti -radiation missiles, I mentioned earlier, that could destroy those radar and surface to air missile (SAM) sites of the Chinese in the Spratly Islands. Its maximum short-endurance speed: Mach 2.05 (1,353 mph) at 40,000 feet. Maximum sustained speed Mach 1.89 (1247 mph) at 40,000 feet. Tactical radius (hi-lo-hi interdiction on internal fuel with six 500-lb bombs) 360 miles. Maximum ferry range at 2,450 miles with maximum external fuel (excluding 600 gallon).
The PAF FA-50, on the other hand, is equipped only with (Guided Bomb Unit) GBU-12 Paveway II laser guided bombs, AGM-65G2 Maverick AGMs, and the AIM-9L/I-1 Sidewinder air-to-air missiles (AAMs). FA-50 is powered by a General Electric turbofan engine for a top speed of 1,852 kilometers (1,150 miles) per hour. It is armed with a three-barreled gun, air-to-air and air-to-ground missiles, and guided-precision bombs and munitions. According to Wikipedia: It has enhanced avionics, a longer radome, and a tactical datalink. It is equipped with a modified Israeli EL/M-2032 pulse-Doppler radar with Korean-specific modifications by LIG Nex1. The engine could be either Eurojet EJ200 or General Electric F414 with thrust of 89 to 98 kN (20,000 to 22,000 lbf), roughly 12–25% higher than the F404's thrust.
It has a range of 1,000 nm (1,850km) or short by 1,450 miles’ ferry range of the F-16.
For me: The FA-50 is not intended for hard maneuvering that an F-16 can do. It is not inherently aerodynamically unstable like an F-16 and does not possess the agility or thrust to weight ratio of the U.S made aircraft.
My other poser to the two PAF pilots was when would the Philippines’ government procure full-pledged multiple fighter jets like the F-16 Viper or the Sweden made Jas 39 Gripen.
TV-5 and ABS-CBN, whose reporters braved those blistering sun, used in their national news the answers of these two questions. I don't know if those international news outfits used the same.

DAGUPAN CITY – Dalawanpu’t-apat (24) na mga bayan sa Pangasinan ang pina-angat sa reclassification ng Department of Finance (DoF) sa first, second, third, at fourth classes sa utos ni Secretary Ralp Recto dahil sa paglubo ng kanilang mga kita sa huling tatlong taon bago ang muling pag-uuri ngayong 2024.

Ang mga bagong first class municipalities ay ang Aguilar (galing sa 3rd class), Alcala (galing sa 3rd class), Asingan (galing sa 2nd class), Balungao (galing sa 4th class), Bani (galing sa 2nd class), Bugallon (galing sa 2nd), San Jacinto (galing sa 3rd class), Sison (galing sa 3rd class), Tayug (galing sa 3rd class), at Urbiztondo (galing sa 3rd class).

Ang mga bagong second class municipalities ay ang Agno (galing sa 3rd class), Anda (galing sa 3rd class), Dasol (galing sa 3rd class), Infanta (galing sa 3rd class), Laoac (galing sa 4th class), Mabini (galing sa 3rd class), San Quintin (galing sa 3rd class), at Sta. Maria (galing sa 4th class).

Ang mga bagong third class municipalities ay ang Basista (galing sa 4th class), Bautista (galing sa 4th class), Burgos (galing sa 4th class), Labrador (galing sa 4th class), at Natividad (galing sa 4th class).  

Ang nag-iisang bagong angat na 4th class town ay ang Santo Tomas na nanggaling sa pagiging 5th class.

Merong 44 bayan at 4 lungsod ang higanteng first class na lalawigang Pangasinan.

Ang Department Order No. 074, Series of 2024, ng DOF ay nilagdaan ni Secretary Recto noong ika-5 ng Nobyembre 2024 kung saan binalangkas niya ang income classifications of provinces, cities, at municipalities base sa average annual regular income sa huling three fiscal years bago ang general income reclassification ngayong taon.

Sa ilalim ng updated classification, ang mga munisipyo ay naka-kategorya sa five classes ayon sa mga saklaw ng kanilang mga kita:

* 1st class – P200 million or more

* 2nd class – P160 million to less than P200 million

* 3rd class – P130 million to less than P160 million

* 4th class – P90 million to less than P130 million

* 5th class – less than P90 million

Ang pag reclassify ng mga lalawigan, lungsod, at bayan ayon sa DoF ay nakabase sa regular sources nila gaya ng local na kita at National Tax Allotment (NTA) (dating Internal Revenue Allotment o IRA), bahagi sa national wealth gaya ng excise tax sa tobako, incremental na kuleksyon sa Value Added Tax (VAT), at gross income tax na bayad ng mga may ari ng mga negosyo sa Special Economic Zone.

Hindi kasali dito ang mga non-recurring, kita sa pagbenta ng mga asset ng local government unit, miscellaneous income/receipt. at iba pa.

Manaoag Mayor Nakipagpulong sa Batikang Urban Planner

MANAOAG, Pangasinan - Muling nakipagpulong ang alkalde ng first class town dito kay 𝗗𝗿. 𝗡𝗮𝘁𝗵𝗮𝗻𝗶𝗲𝗹 "𝗗𝗶𝗻𝗸𝘆" 𝘃𝗼𝗻 𝗘𝗶𝗻𝘀𝗶𝗲𝗱𝗲𝗹, isang kilalang arkitekto, environmental planner, at eksperto sa urban development.


Sa kanilang muling pagkikita, inilahad ni Mayor Jeremy Agerico "Doc Ming" Rosario ang kanyang mga karagdagang plano para sa mas mas sustainable at inklusibong kaunlaran ng bayan.

Ang Mural Art Installation, na tanda ng malalim na pagpapahalaga sa sining at kultura ni Governor Ramon Mon-Mon Guico III ay bahagi ng Paskuhan sa Kapitolyo 2024.
Ang paglulunsad ay pinangunahan ni First Lady at Paskuhan sa Kapitolyo 2024 Honorary Chairperson Maan Tuazon-Guico at Vice Governor at Committee on Education, Culture, and Arts Chairperson Mark Lambino.

Ang makulay na mural art na binuo ng mga mag-aaral mula sa Pangasinan Polytechnic College (PPC) ay gumamit ng Baybayin writing system para ipinta ang mga salitang "PANGASINAN ANG GALING." Layunin ng proyekto na ipamalas ang talento ng mga kabataang Pangasinense at palakasin ang kamalayan ng publiko sa sining at kultura ng lalawigan.
