Will the Impeachment Bid Vs. BBM Prosper?

By Mortz C. Ortigoza

Will the Remullas become more powerful and will control some congressional district and other political posts in the vote rich Cavite in the 2028 electoral derby after the patriarch of the Revillas former Senator Bong has been sent to the hoosegow and will rot again there in a nonbailable thieving crime?

As of 2025, the Remulla and Revilla families hold key political positions in Cavite Province:

Remulla Family

- Francisco Gabriel "Abeng" Remulla: 34th Governor of Cavite (since 2025), previously served as Provincial Board Member for the 7th District (2023–2025).

- Crispin Diego "Ping" Remulla: Representative of Cavite’s 7th District (since 2023).

- Jesus Crispin "Boying" Remulla: the powerful Ombudsman post that become a bane to scoundrels in the government. It is a Constitutional post that needs an Impeachment before anyone wants (Listen Sara Duterte!) to yank him out. Boying previously served as Cavite Governor (2016–2019) and 7th District Representative (2019–2022).

- Juanito Victor "Jonvic" Remulla: Secretary of the Interior and Local Government (national post), previously served multiple terms as Cavite Governor (2010–2016, 2019–2024).

- Jacinta Remulla, current Vice Mayor ng Naic Cavite (Ombudsman Boying's daughter).

Revilla Family

- Ramon "Bong" Revilla Jr.: Former Senator, previously served as Cavite Governor (1998–2001) and Vice Governor (1995–1998).

- Lani Mercado-Revilla (spouse of Bong): Representative of Cavite’s 2nd District (since 2022), previously served as Bacoor City Mayor (2016–2022).

- Ramon "Jolo" Revilla III: Representative of Cavite’s 1st District (since 2022), previously served as Cavite Vice Governor (2019–2022).

- Ram Revilla Bautista: Vice Governor of Cavite (since 2025), previously served as Provincial Board Member for the 2nd District (2022–2025).

- Strike Revilla: Mayor of Bacoor City (since 2022, previously 2007–2016), also served as 2nd District Representative (2016–2022).

- Rowena Bautista-Mendiola: Vice Mayor of Bacoor City (since 2022).

- Bryan Revilla: Representative of Agimat Party-List (national post).

On January 19, 2026, an impeachment complaint against President Ferdinand Marcos Jr. has been officially filed by Lawyer Andre de Jesus and Pusong Pinoy Representative Jett Nitsay in the House of Representatives.

Two more impeachment complaints were filed at the House of Representatives on January 22 although both were not received by the Office of the Secretary-General because the official authorized to accept the documents was out of the country, incurring the ire of the complainants.

A group, led by former representative Michael Defensor and former Ilocos Sur governor Chavit Singson, filed a third impeachment complaint against President Ferdinand Marcos, which was refused by the OSG due to the absence of its head, Cheloy Velicaria-Garafil.

However, political analysts and lawmakers widely believe it is unlikely to prosper due to several significant hurdles:

1. Lack of Political Support in the House

Administration Dominance: The House of Representatives remains heavily dominated by allies of the President. Political parties such as the National Unity Party (NUP) and Lakas-CMD have already publicly stated they will not support any impeachment effort.

The "Numbers Game": To transmit the complaint to the Senate, at least one-third (approximately 103 members of the 318 members of the 19th Congress) of the House must vote in favor. Lawmakers have characterized any current effort as "vague" and "shapeless," lacking the necessary signatures to move forward.

2. Legal and Procedural Challenges

Substantive Weaknesses: The current complaint, filed by Atty. De Jesus and endorsed by Pusong Pinoy Rep. Nisay, alleges graft and corruption, culpable violation of the Constitution, and betrayal of public trust. Critics argue these allegations lack the concrete factual records or specific incidents required for a successful case.

Stricter Supreme Court Guidelines: Following a 2025 Supreme Court ruling that nullified previous impeachment proceedings against Vice President Sara Duterte, the House is expected to follow more rigorous due process. This includes mandatory hearings at the House Committee on Justice, making it nearly impossible to "fast-track" a complaint by signatures alone.

3. Current Status of the Complaint

Official Receipt: The complaint was received by the House Secretary General on January 19, 2026.

One-Year Ban: Once an impeachment complaint is officially referred to the Committee on Justice, no other impeachment proceeding can be initiated against the same official for one year. Analysts suggest that a weak complaint might actually "vaccinate" the President by preventing other.
