Dagupan, San Carlos 1st Class Cities na sa 2027

Base sa batas ang lungsod ng Dagupan at San Carlos ay magiging first class city na sa taong 2027.

Ayon sa Republic Act No. 11964 o Automatic Income Classification of Provinces, Cities, and Municipalities: “Cities shall be classified into five (5) classes, according to their income ranges and based on the average annual regular income for three (3) fiscal years preceding a general income reclassification. The classification shall be as follows: (1) First Class – Cities that have obtained an average annual regular income of One billion three hundred million pesos (P1,300,000,000.00) or more;”

Ang second class city Dagupan ay merong mga annual appropriation budget na P1.385, billion, P1.608 billion at P1.838 billion o average na P1,610, 333,333 sa taong 2024, 2025, at 2026, ayon sa pagkakabanggit.

Ang second class city na San Carlos ay merong mga annual appropriation budget na P1, 112, 163, 651.40, P1, 402, 314, 513, at proposed P1, 598, 732, 092 o average na P1.371 billion sa taong 2024, 2025, at 2026, respectively.

Kung pinayagan lang sana ng Opposition – Majority Councilors noong 2022 ang P1.385 billion na 2023 budget ng Dagupan City, dapat ngayong 2026 ay first class na ang lungsod. Dahil hindi magkasundo ang pamunuan ni Mayor Belen Fernandez sa pitong oposisyon na mambababatas dahil ayaw ibigay ni Fernandez ang listahan ng mga job orders na kawani, walang nangyaring 2023 budget noong pinagdedebatehan ng Konseho simula noong Oktubre 2022 ang 2023 budget. Sa taong iyon ay tumatakbo ang lungsod sa reenacted budget na P864.9 million. Naaprubahan lang noong Setyembre 2023 ang P1.385 billion na budget noong pumunta sa abroad ang tatlong oposisyon na councilors.

Pero magdasal kayong mga taga Dagupan at baka maisali ng Department of Finance (DoF) itong P1.385 bilyon na 2023 budget at sa taong ito (2026) ay magiging first class city na kayo.

Ang Urdaneta City ay naging first class city noong Enero 2025 dahil meron siyang pondo na P1.6 billion (2022), P1.5 billion (2023), at P1.6 billion (2024). Noong taong 2025 meron siyang P1.806 billion budget.

Ang third class city Alaminos ay merong budget na P936, 593,136 (2022), P850, 000,000 (2023), 957, 598, 177 (2024), at P 1.112 billion (2025).

Ang mga gamit ng pag-uuri sa mga local government unit (LGU) ayon sa Republic Act No. 11964 ay: 

“(a) Identification of administrative and statutory aids, financial grants, and other forms of assistance to local governments; (b) Determination of the financial capability of LGUs to undertake developmental programs and priority projects; (c) Total annual or supplemental appropriation for personal services of an LGU for one (1) fiscal year as provided in Section 325(a) of Republic Act No. 7160;…”

Ang mga pondo ng mga LGU ay nanggagaling sa mga buwis na nakukulekta ng pambansang pamahalaan sa pamamagitan ng Bureaus of Internal Revenue at Customs. Ang tawag dito ay National Tax Allocation ang successor ng Internal Revenue Allotment (IRA). Forty percent (40%) nito ayon sa batas ay “based on the collections of the third fiscal year preceding the current one.  This total LGU share is then distributed among the different tiers of local government based on fixed percentages:  Provinces: 23% Cities: 23% Municipalities: 34% Barangays. It considers three formula factors, too:  Population: 50% Land Area: 25% Equal Sharing: 25%”.
