URDANETA CITY – The regional manager of the National
Irrigation Administration – Region -1 has Gold Watch’s advice for electoral
candidates to guide them for good governance.
Gold Watch is an acronym of Great Vision, Outstanding
Vision, Leadership, Dream, Willingness to Serve, Ability
to Serve, Time to Serve, Courage to Serve, and Heart to
Serve, according to Manager Vicente R. Vicmudo.
He said it could be their barometer when they serve
their constituents.

He said candidates should avoid mudslinging and
character assassination just to win a public office.
“Ako paalaala
ko sa mga kandidato sana mangyari ang election na manatiling magkakaibigan pa
rin kayo. Isusulong ninyo ang plata porma ninyo kung paano mananalo at hindi
sisiraan ang kalaban. Pag siniraan ninyo magkaka-alitan at mag aaway na kayo,”
he stressed in Filipino.
He mulls
running as city mayor of Tarlac after he retires from his present post almost a
year from now.
“When I retired
I am contemplating on entering politics. If God warrants I want to transform
Tarlac City to be one of the cleanest and most orderly cities' North of Manila,”
he told this writer.
Tarlac is a first class component city in Region 3 with a land area of 274.660,000 kilometer.
It is one of the fastest growing cities in Central and Northern Luzon. Its local government unit is believed to have an annual appropriation budget of P2 billion or more pesos this year.
Vicmudo said when he was assigned at the office of NIA in Tarlac City he knew everybody there.
When politicians there were invited by the bishop for a pep talk on Honest Orderly & Peaceful Election (HOPE) both he and the bishop were the speakers.
They exhorted, he recalled, the candidates for their propriety in the city election.
The four provinces’ office under him has an annual budget of P1, 941, 274, 000 for this year while it had an appropriation of P2, 109, 134, 000 last year.
“Two references para sa project and kabuunang region. Labas iyan sa corporation. Merong internally sourced budget, meron namang subsidy from the national government,” he cited the fiscal budget of his office that is based here.
