SUAL – Many members
of the Sangguniang Bayan (legislature) of this second richest town in the
Philippines will not pass the PhP350 million annual appropriation budget for
this year even it was already submitted last October 2018 to them by the mayor
here.

“I would like to reiterate that my office has transmitted
the proposed annual budget for fiscal year 2019 with all the necessary documents
pertaining thereto at the Sangguniang Bayan last October 10, 2018 and has
likewise made a request for a special session regarding such in January 15,
2019 bearing in mind the earnestness of the approval of the same for the timely
and proper execution of projects and other expenditures covered and/or to be
covered by it,” an
exasperated Mayor Roberto Arcinue narrated to this writter his letter.
This robust town in
Pangasinan was dubbed on the 2017 Annual Financial Report (AFR) of the
Commission on Audit as the second richest town among the 1,488 towns all over
the archipelago.
COA said that
this 1,218 megawatts coal power plant hosting town has an asset of
P2.53 billion.
Arcinue said that he
sent his urgent letter to the councilors through the office of Vice Mayor
Dionisio G. Caburao, Jr. but it remains not acted as of press time.
Arcinue enumerated the
affected areas of the town to be funded by the budget since the start of the fiscal
year 2019 in January 1 this year are agriculture, education, infrastructure,
and livelihood.
“Even the permanent deployment of doctors and nurses at the Sual Primary
Care Facility (PCF) relies on its passing. Our constituents deserve to have the
medical assistance to be provided by these doctors, most specially those who
are under- privileged and destitute of financial resources. Sadly, delayed
approval of the 2019 annual budget is delayed service to our people. Please consider
that the approval of the annual budget for fiscal year 2019 is solely for the
welfare and common good of the whole Municipality of Sual,” continued by
Mayor Arcinue.
Since Arcinue and his son John became mayor
here in years 2013 and 2004, respectively, the LGU subsidized the certified,
hybrid palay seeds, organic and chemical fertilizers, threshers, and the 18
Kubota four wheeled farm tractors of the farmers in the 19 villages of the
western Pangasinan town.
A source who asked for
anonymity said several councilors will not act for the budget because they were
allegedly asking for one million pesos as quid pro quo or favor from the
mayor.
