Congressmen will
be ousting Speaker Pantaleon Alvarez comes the resumption of the May 14, 2018
session, an insider at the House of Representatives said.
The source, who asked for anonymity, cited that Malacanang Palace was
eyeing either Marinduque Rep. Lord Allan Jay Velasco or Pampanga Rep. Gloria M.
Arroyo to replace the blunt talking Speaker.
“It is seen that somebody will replace too the controversial and colorful
Majority Floor Leader Rodolfo Fariñas, Sr.,” he said.

Farinas, a highly skilled lawyer, is known as adviser of Alvarez on
how the majority of the almost 300 members toe the lines at the lower chamber.
Both have been seen by many quarters as irreverent and condescending leaders of the lower house in the 17th Congress.
Another government source cited that President Rodrigo Duterte was
disgusted with the actuations of Alvarez like when he spoke in public that he
could impeach the president.
Alvarez denied that accusation.
The source however said the Duterte family believed the informant who
he is a trusted ally.

Duterte’s daughter Sara Duterte-Carpio, the mayor of Davao City, had a
series of expletives laden scathing remarks in public against Alvarez after he
said that the Hugpong ng Pagbabago (HNP) led by Carpio is
another form of dynasty.
"The
Philippines will be a better country if he is not Speaker. PRD (President
Rodrigo Duterte) will be a stronger president without Alvarez," she said last February 22.
She called Alvarez as an "insecure slob" and a "fat
sleaze," after the Speaker told mayors in Mindanao that she is already a
part of the opposition after she formed the HNP.
The Davao City Mayor did not appreciate Alvarez supposedly telling
media that she and her father were feuding and that she formed her regional
political party without his blessing.
She even called the tough talking Speaker as fat sleaze, asshole, and
callous faced.

Another source who has connection in Malacanang said that the president
would not reciprocate the text messages of Speaker Alvarez through Secretary
Christopher “Bong” Go.
“The president did not answer the successive attempts of the Speaker to talk to him,” he said.
The insider however said that congressmen relished the generosity of
the Speaker where they received “pabaon (vacation allowance) before they went for
recess last March 23”

A speaker of the House of Representatives has more than three billion
pesos allocation's yearly.
According to an old article of pcij.org, the House’s budget of P3.4 billion
had so far escaped public scrutiny, and even the examination of the members of
the House.
It was for general administration, and support, and operations,
including locally-funded projects.

SEVERAL lawmakers in Northern Luzon confirmed on Monday that plans were afoot to oust House Speaker Pantaleon Alvarez and Majority Floor Leader Ilocos Norte Rep. Rodolfo Fariñas.
One of the lawmakers who asked not to be identified said some representatives from Mindanao were going around Northern Luzon to gather support for their plan to install former President now Pampanga Rep. Gloria Arroyo as House leader. Fariñas, meanwhile, will be replaced by Rep. Lord Allan Jay Velasco of Marinduque.
He said Mindanao congressmen have been to the Cordillera Administrative Region, and Regions I, 2 and 3 talking to several congressmen there.

“The result of the consultation and meeting with us will be forwarded to President Rodrigo Duterte before the end of this month for his information and approval,” the source told The Manila Times.
He added that the ouster move would be announced to media once their group had gathered enough support.
Another lawmaker told The Times that he was 100 percent certain that Alvarez and Fariñas will be removed from their posts considering that all congressmen in Northern Luzon are allied with the ruling political party.
