DAGUPAN CITY – The reason that plunged the numbers of injuries from
firecrackers explosion from last year’s record and those in the 2017’s New Year
revelry had been credited to President Rodrigo Duterte’s disliked to many of them.
Region-1 Medical Center Director Joseph Roland Mejia said that because of the
Davao City’s ordinance banning firecrackers that President Duterte crowed to be
emulated by the whole country, many Filipinos heeded it.
Middle this year Duterte ordered the regulation of firecrackers and pyrotechnic
devises through Executive Order No. 28.
Mejia cited that in the records of December 21, 2016 to January 5, 2017
there were 38 firecracker injuries treated by R-1MC compared to the same days
in the data of nineteen years that spanned from 1998 to 2015 Doctor
Mejia distributed to media men.
Dr. Noel Manaois, a senior surgeon at R1MC, said that the other reason
for the decline in the firecrackers’ injuries happened because of the strict
implementation of their sale by this City’s local government unit under Mayor
Belen T. Fernandez and the police.
According to Executive Secretary Salvador Medialdea, firecrackers and pyrotechnic devices that contain
gunpowder exceeding two grams or 1.3 teaspoons, or those using sulfur and/or
phosphorus mixed with chlorates are strictly prohibited to be sold,
manufactured, distributed and used.
Malacanang said those prohibited for the revelries are Piccolo, Super
Lolo, Whistle Bomb, Goodbye Earth, and Atomic Big Triangulo.
The Palace also urged the public to take notice the following firecrackers
and pyrotechnic devices that are allowed under Republic Act No. 7183 or the
Sale, Manufacture, Distribution, and Use of Firecrackers and Other Pyrotechnic
Devices.
For firecrackers they are Baby Rocket, Bawang, Small Triangulo, Pulling
of Strings, Paper Caps, El Diablo, Watusi, Judas Belt; Sky Rocket (kwitis) and other
types that are equivalent in explosive content. For pyrotechnic devices they
are Sparklers, Luces, Fountain, Jumbo Regular, Special, Mabuhay, Roman Candle, Trompillo,
Airwolf, Butterfly, and all kinds of pyrotechnic devices and other types
equivalent to the foregoing devices.
President Duterte last June signed Executive Order 28, which confines
the use of pyrotechnics to community fireworks displays to lessen the risk of
injuries.
Dr. Manaois cited that year 2006 was the worse in most number of
casualties because Filipinos were reeling on economic hardship under the
administration of President Joseph Estrada.
“2006 iyon
and 109 (treated injuries) medyo naghirap ang mga Filipinos. Mga bata namumulot
ng paputok. They came in pair in the hospital, “he cited the record of the
Region 1 hospital.
Director Mejia said that passive victims of firecrackers or those who
are hurt without them firing the devices could be treated for free in the R1MC.
R-1MC implemented the No-Prescription Policy since five years ago where
medicines needed were already stored there.
“In Region
-1 five years ago we had implemented the no prescription policy. Every drugs nasa amin na. We have also a system
to locate the families of those patients who are injured, locate the PNP, and
DSWD. No bantay to the patients the DSWD coordinate sa different agencies”.
He cited that those who are active victims or those who fired the
devices that exploded on them would be billed based on the rates of the
hospital.
He said that the Department of Health runs regional hospital observes color coding that would be
implemented up to January 6. Mejia cited that Code White means less than 50
casualties; Code Blue means more than 50 casualties to 100, and; Code Red means
more than 100.
