CALASIAO – The four provinces’ tax regional office based here will be
headed finally by a Pangasinense after the national office of the Bureau of
Internal Revenue appointed a daughter of Dasol, Pangasinan.
According to a source, who asked anonymity, BIR Makati City’s Assistant
Regional Director Clavelina S. Nacar will assume the post of outgoing Region-1
Director Teresita M. Dizon in January 8 next year after the latter was promoted
to Assistant Commissioner of the tax agency.

Nacar, the wife of former Dasol Mayor Noel Nacar, used to be the
Revenue District Office -5 Chief of Western Pangasinan based in Alaminos City.
“She then
became RDO chief in Metro Manila, Assistant Regional Director in Region 9 San
Pablo City and Assistant Regional Director of Makati City,” the source disclosed.
Makati City, according to Quezon City Regional Director Marina de
Guzman, is the biggest tax office of the BIR with a given goal of P160 billion this
year.
“Quezon City’s P144 billion is second in the country after Makati
City’s P160 billion collection goal,” she told Northern Watch Newspaper at her
office in Quezon City.
Incoming Assistant Commissioner Dizon is highly respected by the RDOs in
the nine cities regional office because of her firm, aggressive, proactive management
style where she insisted those RDOs to hit their tax goals so she can attains
her P14.3 billion target for this year.
“She is
strict and knows the nuances how to collect more taxes,” one of the RDO chiefs told this paper.
Dizon was the former Regional Director of Cordillera Region before she
was whisked to the top post in BIR Region-1.
She hailed from Pampanga.
“P14.3 billion for the whole year. P11.9 billion last year. More
than 20 percent ang tinaas (from January) hanggang August,” Dizon earlier
told this paper on the spike of the collection from years 2016 to 2017.
She cited that the good collection happened because of the surveillance
activities against delinquent taxpayers she imposed, the filing of Run After
Tax Evader (RATE) cases, and other measures to buttress the collection.
“Sa
Dagupan City nag file kami ng tatlong kaso for failure to issue receipts. Some
of them were restaurants,” she stressed.

The present Region-1 Assistant Regional Director Fely C. Simon came
from Bautista, Pangasinan.
Before her present post she was the RDO Chiefs of RDO-4 Central
Pangasinan and RD0-34 in Paco, Pandacan, Sta. Ana Areas in
Metro Manila.
