LINGAYEN – What’s the difference between the present district engineer (D.E) of the 2^nd Highway Engineering District of the Department of Public Works & Highway that is based here and his predecessors?

For just eight months at the helm, Engineer Elpidio Paragas has constructed for his growing number of personnel a new million of pesos building and renovated his office into a swanky one for the convenience of the increasing number of callers where his predecessors failed to do in the past decades.

Paragas said he was able to save more than P3 million of his allocated Maintenance and Other Operating Expenses (MOOE) from the national government for just the past eight months stint where he used it to construct a building and spruced up his office with a wide lounge for visitors separated by a pitch black tinted mirror that separates his elegant office.

He said he spent a modicum of amount for the renovation of his office.

“Lahat ng mga sections dito pinapagawan ko ng office. Wala ka ng makikitang mga tao ko sa labas na nakatayo (dahil wala silang office). Lahat pinagawan ko ang mga iyan at least makikita nila na may nangyayari sa pamumuno ko” Paragas said in Filipino

A source at the DPWH office here said that Paragas could pocket for his personal use the MOOE as what his predecessors have allegedly been doing but he chose to spend it for the projects that could be his legacy with the workers here.

“Puweding namang ibulsa ni sir (Paragas) iyong MOOE like gawan niya lang ng reports na may ghost projects pero hindi niya ginawa”.

Paragas said he served as district engineer of the public works in La Union province for 10 years before he was whisked here.

The same source disclosed that a D.E has a tour of duty of only three to five years but the case of Paragas in La Union was exceptional.
