Dagupan police, SWAT defuse crisis situation in private village



DAGUPAN CITY--- A man surrendered after more than three hours of negotiation after shooting and wounding two persons inside his compound at noon of March 7 and holding out inside his house with hand gun on hand at Diamond Village in Barangay Tambac here for hours.
 
The standoff started at around 12:00 noon at Diamond Village shortly after the suspect Dominick Fung, 30 years old, shot and wounded one of his workers and another person for a still unknown reason inside their compound.
 
Policemen and members of the Special Weapons and Tactics (SWAT) team rushed to the area when a woman called for assistance to bring her husband to the hospital but the man, who was later identified as Fung, refused to come down from the second floor of their residence until shots were heard.
 
This prompted the police and SWAT teams to cordon the area and seal the road leading to the area to prevent other people from getting harm.
 
When the incident reached Mayor Belen T. Fernandez, she immediately convened the Crisis Management Council being its chairman and went on to instruct City Police Chief Police Superintendent Christopher Abrahano to take control of the situation.
 
Negotiations ensued with Abrahano as ground commander and Police Senior Inspector Bernabe Ramos as the head of the negotiating team.
 
Fung was taken into custody after he peacefully laid down his 9mm caliber pistol and surrendered peacefully to the police.
 
Police believed that Fung was under the influence of illegal drugs when the incident happened and was totally distracted when he had an altercation with his wife.
 
According to the wife of Fung, the latter is mentally unstable as an effect of illegal drugs and his taking medication.
 
The victims who sustained gunshot wounds in the legs are now in stable condition but one of them had to undergo surgery to remove the slug fired from a 9mm pistol bullet in his leg.
 
The victims who were shot by Fung were identified later as Alex Pangan and Albert Perez.
 
Cases of frustrated homicide and alarm and scandal are   being prepared against the suspect who is now lodged at the PNP jail while the police is still looking as of press time whether the suspect’s firearm is licensed.
 
Fernandez commended Abrahano the way he handled the situation, the negotiating team and the SWAT team for their quick responses and other members of the Crisis Management Council like the Decorp, City Engineering Office, City Health Office and the City Disaster Risk Reduction and Management Council for also doing their part to end the crisis.
