NPC allays fear as water outflow below dangerous level vs. dikes
By Butch Velasco, Provincial Information Officer
Be on guard as the level of San Roque Dam has reached 286.73 meters above sea level as of 2 am today, August 14. This means that the water elevation is now 6.73 meters above spilling level of 280 masl, and 3.37 meters before reaching the critical level of 290 masl.
Finally, the National Power Corporation (NPC) which manages the dam operations, has increased its outflow to 1,071 cubic meters per second which is almost equivalent to the inflow of 1,332 cms.
San Roque Dam catches water spillage from Binga Dam called the inflow and discharges the water to its spillway (add here the water discharge that turns the turbine to generate power) called the outflow -- which flow directly to the Agno River that traverses 18 towns and cities of Pangasinan.
According to the NPC, the Agno River has the capacity to hold 1,400 cms from dam waters which means that the mighty Agno River remains safe and will not overflow.
Since August 12, at 2 am, San Roque has been been gradually releasing water from the dam.
Truly, the San Roque Dam is not only a source of electric power, but also a source of irrigation to our farms and finally as flood mitigation for holding excess waters from Ambuklao and Binga dams.
However, the Dam can only become a source of massive flood if the handling of the opening of its spillgates is mismanaged or when the operators misread weather forecasts which at times becomes unpredictable.
Typhoon Pepeng in 2009 saw the dangerous impact of the dam when a total of 5,000 cms of water gushed out from its spillgates and roared wildly down to the Agno River.
Let us all pray that the rain will stop, the sun to shine again and the dam will stay as a source of life and beauty -- and not the other way around.
ReplyDeleteMORTZ C. ORTIGOZA: What say you my favorite technical consultant and prolific professor Nick Nicanor O. Melecio Mbm
Vivencio Vallo: In fairness, Dr. NICK MELECIO discussed to me one time in my office how we can mitigate effects of flood water from the upland. Funding is the problem, really.
Mark Machiavelli Ortigoza: John Celeste Rosendo O So
Vivencio Vallo: Greetings from Kyoto, Japan
Nicanor O. Melecio Mbm HOPE YOU AND LOVE ONES ENJOY AND RETURN SAFELY HOME.
Mortz Ortigoza: o Nicanor O. Melecio Mbm Thank you, Professor
Nicanor O. Melecio Mbm: Ambassador Mark Machiavelli Ortigoza, Doctor of Divinity :DIPLOMATICALLY WRITTEN AND SPIRITUALLY EDIFYING... NEEDED MOST AT TIMES LIKE THIS, NO FINGER POINTING AND FAITH IN OUR SAVIOUR.
Nicanor O. Melecio Mbm: Spitfire Mark Machiavelli Ortigoza; thanks for the trust. you have my permission to use all my posts on this FLOOD EVENT . DEFINITELY YOUR STYLE COMMANDS THE SERIOUS ATTENTION FOR SUCH A SERIOUS TOPIC BY GOVERNMENT OFFICIALS WHO SIT ON THEIR ASSESS ,BARKING AT THE FIRST INSTANCE, ONLY TO WHINE UNTIL THEIR MORSELS COME FROM THEIR GENEROUS HANDLERS.
Mark Machiavelli Ortigoza Thanks my dear professor
Silvestre A Rayos Jr.: Sa iba binebenta ang power generated by San Roque dam pero baha ang binibigay sa Pangasinan, locally konting pakinabang ng province
ReplyDeleteVivencio Vallo: Hehehehe may matagal ng nakikinabang. Paimbestiga lang daw PB in aid of legislation, ayos na.

FROM PROFESSOR NICK MELECIO:
DAM DISCHARGE AS PER NPC AS OF 11PM 13 AUGUST2018: AMBUKLAO-782.1 CMS, BINGA- 1O25.5CM, SNROQUE-804CMS. NOTE THAT THE WATER LEVEL AT SAN ROQUE IS AT 286.46 MASL... A D-A-N-G-E-R-O-U-S SITUATION SINCE INFLOW COMING FROM BINGA IS GREATER THAN THE DICHARGE OF SAN ROQUE BY 221,5 CMS WHICH EXPLAINS WHY THE WATERLEVEL AT SAN ROQUE KEEPS RISING HIGHER THAN THE SPILLING LEVEL OF 285 MASL...A DOUBLY D-A-N-G-E-R-O-U-S SITUATION SINCE THE REMAINING "FREE BOARD" IS (29O-286.46) 3.54 METERS ONLY. RECOMMENDATION -BRING DOWN THE WATER LEVEL OF SAN ROQUE BACK TO 280 MASL BY DISCHARGING 1,O25 CMS UP TO 1,400 CMS TO MATCH THE BINGA DISCHARGE I-M-M-E-D-I-A-T-E-L-Y. FYI
