P1.07B Circum. Road to Ease Traffic in Dagup, Cal, Mangaldan

  By Mortz C. Ortigoza

DAGUPAN CITY - Travel time that takes one hour and thirty minutes from Calasiao, Dagupan City, and Mangaldan  will be shortened to forty minutes  next year after the final appropriation of P427,765,000.00 for 2027 has been provided to the Department of Publics Work and Highways (DPWH).

The roughly P1.07 billion budget for the circumferential roads of these three local government units (LGU) was lobbied by Pangasinan 4th District Cong. Gina de Venecia and former 4th District Rep. Toff de Venecia.

The DPWH website reported that P1.07 billion has been allocated to the 6.62-kilometer, four-lane bypass and diversion road complete with bike lanes that connect Barangay Bued, Calasiao through Barangays Bolosan and Mamalingling in Dagupan City to Barangays Buenlag and Anolid  in Mangaldan.

“Three Bypass Roads: Dagupan City–Mangaldan By-Pass Road,

Dagupan City–Calasiao By-Pass Road, and Binmaley–Pugaro–Bonuan Gueset By-Pass Road. Purpose: Provide alternative routes and help ease traffic, particularly during rainy and flooding season,” cited by the Balitang De Venecia at its Facebook page.

DPWH Secretary Vince Dizon stressed that piecemeal funding of infrastructure projects will no longer be allowed, underscoring the need for sustained financing to ensure completion before 2027. He also called on the public to remain vigilant in monitoring government spending to ensure transparency and accountability in the implementation of infrastructure programs. He said the DPWH has vowed to complete all delayed infrastructure projects, including long-stalled bridges and road networks in Pangasinan, by the end of 2027. The DPWH is accelerating construction of projects that have been left unfinished for years — some for nearly a decade — due to neglect and alleged corruption by previous district engineers of the DPWH.

Recalled that in early 2026, DPWH Secretary Dizon inspected and ordered the acceleration of the stalled project. From August to September 2026, the DPWH Regional Office I issued new Notices of Award and Notices to Proceed (Contract ID: 26A00044) to Alcel Construction for an additional phase of construction, including the bridge part in Mangaldan.
