Relieve and Charge Urbiztondo Police Chief


After Justice Sec de Lima’s body guard ran amuck

What is happening to our country Region 1 Police Regional Director C/Supt. Roman A. Felix and Pangasinan’s Police Provincial Director S/Supt. Reynaldo Biay?

The Chief of Police (COP) of Urbiztondo, Pangasinan is an utter embarrassment to the Philippine National Police.
After Ronnie Dayan, the driver and body guard of Justice Secretary Leila de Lima, poked his .45 caliber firearm to his liquor drinking mate Budoy Palisoc, recklessly fired his pistol in the air, fired his firearm at the destination of his scampering drinking mates, collared the 72 year-old mother of the Palisoc because she said Dayan was looking for him to kill her son, Police Chief Inspector Wilfredo Cabayanan told the media that he did not arrest and file immediately a case against de Lima’s body guard because Dayan, who even dropped by at the police station, and the Palisocs had already amicably settled their conflict.

 So Cabanayan compromises the law of the land because
Dayan told him about the settlement and Dayan’s “benefactor” the power-that-be there who probably told this poor COP not to pursue the case?
There were witnesses the police can pro-actively pull out to incriminate Dayan.
His case was not only Grave Threat (poking a gun) Discharge of Firearm (binaril niya ang mga tumatakbong kainuman niya as reported by the media) he can be complained for Alarm and Scandal (recklessly firing his gun above the air and for disturbing the peace and tranquility of the community), Anti-Violence Against Women and Their Children Act of 2004, and Grave Threat (for collaring and threatening to kill all the family members of the Palisoc for P10,000).

A police top brass agreed with me on the non feasance of Cabanayam and his being sacked from his post and charge administratively for gross misconduct and criminally for dereliction of duty. He told me a similar case ensued in the province of Ilocos Sur.
“Governor Chavit Singson relieved the provincial director (PD) when he justified to the governor that he told his policemen not to file a case against a suspect there because he and the complainants have settled already the case among themselves”.
My police official source, a “leadership genius” PMAier, added that Chavit angrily asked the PD: “Nasa level mo ba ang mag decision na huwag i-reklamo ang  kaso?”
My police pal told me it is not on the level of Cabanayan just to seat down on the case after Dayan committed the alleged crimes.
“He is neither a prosecutor nor a judge to declare arbitrarily not to file a complaint on the suspect”.
He said the COP of Urbiztondo should remember that he was plucked there because the town is a “high risk area” after its mayor Ernesto Balolong, a close friend of the President Benigno Aquino III, was assassinated.
“Hindi man lang niya na-isip na dahil diyan sa Urbiztondo, na suspend ang PTCFOR (Permit to Carry Firearm outside Residence) dito sa Pangasinan at naging pahirap sa mga may threat sa buhay dito sa probinsiya”. I opined.
