Alaminos is Region 1’s most resilient city


Dagupan City - The City of Alaminos proved to be among the emerging resilient cities in the country when it recently topped the Region 1 Cities and Municipalities Competitiveness Index (CMCI) for 2017 under the Resiliency pillar.

The regional award was received by City Gov’t. Asst. Dept. Head 1 Eduardo Garcia and City BLPO Chief Bernald Capitle during the 3rd CMCI Recognition Ceremony held at CSI Stadia in Dagupan City last Nov. 10,2017.

This is Alaminos’ first CMCI regional award which was handed by no less than DTI Regional Director Florante Leal along with Mr. Robert Lao of PCCI and Nelson Yuchontian, RCC 1 Co-Chairman.
In the national ranking recently released by the National Competitiveness Council, Alaminos also placed 14th from among the 112 component cities in the country.

Under the steady leadership of Mayor Arthur F. Celeste, Alaminos continues to become stronger as it improves its adaptive capacity and disaster management and emergency plans and procedures.
It’s well-established and fully equipped local City Disaster Risk Reduction Management Office and having the right, competent and dedicated personnel, support staff and volunteer groups ensures a safer, secured, climate adaptive and disaster resilient community.
The Region 1’s Best Government Emergency Response Management-Basic Search and Rescue Award given to the city was another testament to the city government’s better program and quality services to the people. A feat that also entitled Alaminos to vie for this year’s National Gawad Kalasag’s Search under the same category.
CMCI which was developed by NCC in 2006 measures LGU’s competitiveness based on the four pillars: Economic Dynamism, Government Efficiency, and Infrastructure and Resiliency.
The overall competitiveness of the cities and provinces is determined by adding all the scores of the four pillars that are based on the actual data and the completeness of those that were submitted to the NCC.
According to the NCC website, the CMCI data may be used by businesses and LGUs, as a tool for policy making, planning, governance, budget management, and investment promotion.
