MANGALDAN, Pangasinan – The annual appropriation budget of Pangasinan Top 5 “richest” town is growing stronger based on the PHP 478 million indicative National Tax Allotment (NTA) for year 2027.
In a flag ceremony held here recently, Mangaldan Mayor Bona Fe D. Parayno crowed that compared to this year’s NTA, the NTA next year will be bigger.
She optimistically told her
constituents that countless of projects and programs will be in the pipeline
because of this allocation.
“Hangarin nating mailawan at masemento ang mga daan
sa Mangaldan,” she said about
her priorities to lighting of the roads and highways and the concreting of the
municipal roads here.
The budget this year of this first
class town from the NTA and the Locally Sourced Revenues (LSR) is ₱539. This
year’s budget is ₱37 million bigger than the previous year.
With the P478 million NTA and the
probable more or less P100 million LSR next year, this town is seen to have an
annual appropriation budget of more or less P570 million.
Usually the NTA is four or five times
bigger than the LSR.
The NTA here comes from the
collections of the Bureau of Internal Revenue (BIR), the Bureau of Customs, and
other national agencies.
The LSR hails from real property
taxes, business taxes, and other local levies. Its non-tax revenues come from regulatory
fees, service charges, and economic enterprise receipts.
Under the Local Government Code of
1991, local governments – like those in the province, cities, and
municipalities - are entitled to a 40% share of national internal revenue taxes
based on the collection of the third fiscal year preceding the current fiscal
year. In the case of this town’s 2027 budget its computation is based on the
2024 collection of the national government.
The national allotment is divided
among the local governments through Population (50%) Land Area (25%), and Equal
Sharing (25%).
The 2026 budget focuses on several
key community developments and allocations:
Education & School Facilities: The Local
School Board (LSB) allocated over ₱12.3 million from local Real Property Tax
(RPT) collections for education. This includes funding for a new
three-classroom building at the Mangaldan Integrated School SPED Center, a
science lab upgrade at Mangaldan Central School, and the installation of solar
lights across 27 public schools.
Market & Infrastructure Upgrades:
Significant portions of the town’s 20% Development Fund are being utilized to
repair the roof of the Mangaldan Public Market and to rehabilitate and improve
various municipal roads.
Energy Management: By order of Mayor Parayno
the local government has also mandated energy conservation measures across
government facilities to respond to national energy emergency directives.
Other allocations are directed toward road improvements.
