URDANETA
CITY – The general manager of the Philippine Charity Sweepstakes Office (PCSO) ordered
various public and private executives to stop the spurious operation of a putative Small Town Lottery (STL)
franchisee in Pangasinan.
Alexander
F. Balutan, General Manager and Vice Chairman of PCSO, ordered PCSO Branch
Manager – Pangasinan Editha Romero to stop Edward Aguilar to operate the
Speed Game Inc. (SGI) once he headed.
The
PCSO General Manager requested the assistance of Police Regional Office-1
Regional Director Chief Superintendent Romulo F. Sapitula and Pangasinan
Provincial Director Senior Supt. Wilson Lopez to enforce his order against
Aguilar who operated the Small Time Lottery (STL) as Authorized Agent Corporation (AAC) in the four cities and forty four
towns’ province for several weeks already.

(AAC) to raise funds for the Philippines government. Lately, new SGI President David
Diciano wrote PCSO General Manager Alexander Balutan last February 8 that he designated Ang-angco to
replace Millora as the top man of the AAC in Pangasinan. Diciano replaced

In his February 1, 2019 letter, Balutan told Aguilar that he had been operating Speed Game, Inc. without the proper authorization from the company’s stockholders and president David Diciano. Diciano told Balutan the lack of authority of Aguilar.
“You are therefore directed by this
office to immediately stop further
operating Speedgame, Inc. activities in connection with our Small Town Lottery
or STL”.
Balutan,
a retired military general, exhorted the full cooperation of police general
Sapitula to stop Mr. Aguilar’s illegal operation of the numbers game in
Pangasinan at the expense of the majority stockholders of the corporation.
“Corollary to this, the Peryahan ng Bayan which was declared by PCSO as unauthorized and illegal is proliferating
in the province of Pangasinan and is being used as front for the illegal
numbers game. It will be deeply appreciated by the undersigned if your office
will stamped out this unlawful and unsanctioned operation,” Balutan assailed also the Peryahan ng Bayan under Globaltech Mobile Online Corporation that was terminated by the PCSO in March 31, 2016.
The
same letter from Balutan to Sapitula was copy furnished to Pangasinan Provincial
Director Lopez.
A
source, who asked for anonymity, said the National Bureau of Investigation has been raiding the illegal operations of this illegitimate STL and making arrest in several towns like Calasiao in Pangasinan.
He cited that Aguilar used to be the controlling owner of Speed Game but divested his stocks when he sold it to the present controlling owner.

“The documents for the transfer of ownership
were only processed lately after Aguilar and the group of then Speed Game Inc. General Manager and Operation Manager Lito
Millora sacked Provincial Administrator Anthony Ang-angco and other officers,”
he cited.

SGI
took the multi- million pesos a day numbers game in the province from Golden Go
Rapid Gaming Corporation (GGRGC) in January 4 last year when the latter failed
to remit the presumptive monthly retail receipt (PMRR).
As the
winning bidder to win the franchise in Pangasinan, GGRGC remitted P7.5 million
a day or P225 million a month of its PMRR.
The STL franchise in
the province is one of the biggest AACs in the Philippines.
As the
second highest bidder and successor of GGRGC, Speed Games Inc. remits P3.9
million a day or P117 million a month of its PMRR to the PCSO.
PCSO
used that amount to fund its medical
charity assistance work for the poor Filipinos.
“In 2016, P37.4 billion lang ang kinita ng ahensya. Nung
maupo kami ni former PCSO Chairman Jose Jorge Corpuz, we ended 2017 with P53.9
billion sales to almost P54 billion. Ngayon kasama ni PCSO Chairman Anselmo
Simeon Pinili at mga Board of Directors, tinapos natin ang 2018 ng may P63.55
billion na kita,”
Balutan said.
Last
year, STL earned P26 billion from roughly 100 STL’s Authorized Agent Corporations all over the country.
SGI hit
a snagged January this year when the group of Aguilar and Millora sacked Ang-angco and
associates.
“Some of the employees of Speedgame
who joined Aguilar will be charged with the criminal law’s qualified theft,” the source cited.
He
said PCSO Branch Manager Romero and other personnel will be charged too
criminally and administratively for allegedly conspiring with the Aguilar group
despite the order of Balutan to stop the operation of the number game under
Aguilar.
