DAGUPAN CITY - In a
mockery with the directive of the
Philippines Charity Sweepstakes Office (PCSO), betting agents of the illegal
Peryahan ng Bayan (PnB) continue to peddle the numbers' betting game in this
city and many cities and towns in Pangasinan.
“We are untouchables. Even the so called raid of our betting station in
Barangay Tapuac was not a raid. The authorities and stakeholders only visited us
there,” a cobradores or betting agent with his papelitos here told Saturday
this newspaper.
The source, who asked for anonymity, said that PNB continues to trade in many towns and cities in the
province.

PCSO Chairman Anselmo Simeon P. Pinili furnished last February 16,
2019 the National Bureau of Investigation Director Dante A. Gierran about his
letter to President Rodrigo Duterte on the illegal and unauthorized operations
of Globaltech Mobile Online Corporation’s (Globabltech) PnB that has been adversely affecting the
operations of PCSO’s Small Town Lottery Authorized (STL) Agents.

Director Gierran that per Section 1 of Executive Order No. 13 provides “the police, the NBI and other law
enforcement agencies are hereby ordered to intensify the fight against illegal
gambling in coordination with concerned agencies like the Departments of
Justice, Interior & Local Government, and Information & Communications
Technology”.
PCSO General Manager
Alexander F. Balutan cited that the franchisee of Globalech to operate PNB in
various provinces were terminated last February 17, 2016.
“The termination of this Deed of Authority is subject of Civil Case No.
75149 between Globaltech and PCSO pending before the the Regional Trial Court
of Pasig City, Branch 161. The said Court issued an Order dated 13 October 2017 in
Civil Case No. 75149 denying Globaltech’s application of Writ of Injunction,”
Balutan stressed the denial because the parties were directed to arbitrate
pursuant to the Special Rules of Court on Alternative Dispute Resolution.
Recently, the new
leadership of the Speedgame, Inc (SGI) under President David Diciano complained that its rival faction in
Pangasinan peddle's its product despite a letter sent to them by PCSO General
Manager Balutan.
In his
February 1, 2019 letter, Balutan told former SGI former president Edward
Aguilar that he had been operating Speed Game, Inc. without the proper
authorization from the company’s stockholders and President Diciano.
“You
are therefore directed by this office to immediately stop further
operating Speedgame, Inc. activities in connection with our Small Town Lottery
or STL”.
Balutan,
a retired military general, exhorted the full cooperation of Regional Director,
Police Regional Office – 1 P/CSupt. Romulo E. Sapitula and Pangasinan Police
Provincial Director P/SSupt. Wilson Lopez to stop Mr. Aguilar’s illegal
operation of the numbers game in the four cities and forty four towns’ province
at the expense of the majority stockholders of the corporation.
