LINGAYEN---“We are the best civil servants in the entire country,” thus pointed out Gov. Amado T. Espino, Jr. as he congratulated all provincial employees who received recognition and awards from the provincial government.
The awardees were chosen for giving quality service to the people during the 3rd Employees’ Awards and Recognition Day held at the Sison Auditorium here on February 14.
Gov. Espino said as quoted by Provincial Administrator that these ordinary employees are “our heroes who make life more comfortable and easier for all of us in the province.”
The awarding ceremony which was in line with the provincial government’s Employees’ Month celebration this February, honored almost a hundred employees who have provided exemplary performance including retirees who have unselfishly shared their talents, skills, loyalty, and untiring support in the delivery of quality service.
Gov. Espino noted with pride the various transformations that his administration set in place including the upgrading of the capabilities of the employees that brought them to where they are now after restoring their dignity and self-respect as public servants.
Although the present administration demanded the best from every employee, the provincial government was equally mindful that each employee deserves recognition, respect, adequate compensation and reasonable incentives.
As this developed, Provincial Board Member Alfonso Bince lauded the present leadership as he said that from all the past administrations in the province he had worked with, this is the best administration that took care of the welfare of employees.
“If there is one governor who believes in the importance of human resource for the success of any government, it is no other than the most beloved, hardworking and competent governor Amado T. Espino, Jr.,” Bince said.
Provincial Administrator Rafael Howard Baraan was also proud to say that he was inspired with Civil Service Commission Regional Director Nelson Sarmiento’s comment when Sarmiento said that “as far as he knows, ang Pangasinan lang daw ang mayroong ganitong pagkilala sa mga kawani,” according to PA Baraan.
Baraan said that Sarmiento has been going around to encourage the other local government units to follow the provincial government’s footsteps.
Gov. Espino, on the other hand, expressed pride that Pangasinan is number one not only in the region but the country as well with the many achievements (regional and national awards) the province has been accorded in governance and implementation of the various development programs of the province.
Janet Asis, Officer-in-Charge for the Human Resources and Development Office, disclosed that the awards given were categorized under the programs of the provincial government which included Employees Health and Wellness geared at encouraging employees to practice healthy lifestyle, the Anti-Red Tape Act/Public Assistance Management which is the practice of ARTA, 5S of Good Housekeeping calling for the mindset and culture of employees to maintain clean and organized workplace , Best in Hospital Management and Development, Performance Management System and Productivity and Quality Award, the highest award on the overall performance, and the Longevity Award for retirees.
Aside from the provincial employees more than 60 retirees who have worked at the provincial government also received certificates and incentives of P5, 000 as part of their Longevity Award.
Criteria for selection were based on the tools and reports generated from January to December, compliance to the requirements of the aforementioned programs and the on-site validation of HRMDO auditors.
