Urdaneta Mayor, Vice Mayor Sinuspinde ng Malacañang ng 1 Taon

URDANETA CITY, Pangasinan – Ipinatupad noong Martes (Enero 7) ng Office of the President (O.P) sa pamamagitan ng Department of Interior and Local Government (DILG) ang 12 buwan na pagsuspinde sa opisina ang alkalde at bise alkalde ng lungsod na ito.

Ayon sa  Enero 7 na sulat ni DILG Region-1 Director Jonathan Paul M. Leusen, Jr. kay Mayor Julio F. Parayno III  at Vice Mayor Jimmy D. Parayno na  may ibinabang Memorandum si Executive Secretary Lucas P. Bersamin at Atty. Romeo P. Benetiz , Undersecretary for External, Legal, and Legislative Affairs, ng O.P para kay Parayno at Vice Mayor na pagsuspinde ng anim (6) na buwan sa Grave Misconduct at anim (6) na buwan para sa Grave Abuse of Authority o isang taon na nilabag nila.

“…provided that for the penalty of suspension shall not exceed their unexpired term, effective upon receipt of this decision”.

Ani Regional Director: “Pursuant to the said Office of the President decision, you are hereby SUSPENDED from office effective immediately upon receipt hereof”.

Ang kasong administratibo ng dalawa ay hango sa “OP-DC Case No. K-090 entitled Michael Brian M. Perez vs. Mayor Julio F. Parayno III and Vice Mayor Jimmy D. Parayno” kung saan ni indefinite suspended ni Mayor Parayno si Liga ng mga Barangay (LNB) President at San Vicente Punong Barangay Perez dahil sa June 14, 2022 na Manifesto ng 33 sa 34 na Punong Barangay ng lungsod na ito para alisin siya na LNB President.

Matapos sulatan ni Perez ang Office of the National President of the LNB, Office of the Provincial Board sa Lingayen, Pangasinan, at ang DILG, sinabi ni LNB National President Eden C. Pineda sa liham niya noong June 20, 2022 na ang pagtanggal kay Perez “is substantially and procedurally erroneous which renders the same null and void”.

Noong Setyembre 2, 2022, sinulatan ni DILG Provincial Director Paulino G. Lalata, Jr. si Parayno na ang pagsuspinde kay Perez sa LNB ay walang basehan.

Setyembre 5, 2022, sumulat si Parayno kay Lalata na ang “indefinite suspension of Perez had been lifted as per his September 8, 2022 Memorandum”.

Kahit na tinanggal ang suspension ayaw pa rin papasukin sa Oktubre 5, 2022 regular session si Perez ni Vice Mayor Paranyno dahil hindi na kinikilala ang una na ex-officio miyembro ng sanggunian.

Ani Perez na kinikilala ng mga nasasakupan niya na mga kapitan ang eleksyon ni Punong Barangay Cheryl del Prado – kaalyansa nila Parayno – na bagong Presidente ng LNB.

PAGSUSURI

Sa masusing pagsusuri ng O.P at DILG nakitaan nila ng pananagutan si Mayor at Vice Mayor sa salang Grave Misconduct at Grave Abuse of Authority.

Ani Malacanang: “Mayor Parayno’s reliance on his interpretation of Section 63 of the LGC (Local Government Code) to justify the issuance of the 15 June 2022 Notice of Suspension is misplaced. This provision must be read together with Section 61 and 62, which provide”

“Section 61. Form and Filing of Administrative Complaints. – A verified complaint against any erring local elective official shall be prepared as follows:

 (a) A complaint against any elective official of a province, a highly urbanized city, an independent component city or component city shall be filed before the Office of the President;”

“Section 62. Notice of Hearing. – (a) Within seven (7) days after the administrative complaint is filed, the Office of the President or the sanggunian concerned, as the case may be, shall require the respondent to submit his verified answer within fifteen (15) days from receipt thereof, and commence the investigation of the case within ten (10) days after receipt of such answer of the respondent”.

Section 63. Preventive Suspension. – (a) Preventive suspension may be imposed:

(1) By the President, if the respondent is an elective official of a province, a highly urbanized or an independent component city;

(2) By the governor, if the respondent is an elective official of a component city or municipality; or

(3) By the mayor, if the respondent is an elective official of the barangay.

(b) Preventive suspension may be imposed at any time after the issues are joined, when the evidence of guilt is strong, and given the gravity of the offense, there is great probability that the continuance in office of the respondent could influence the witnesses or pose a threat to the safety and integrity of the records and other evidence: Provided, That, any single preventive suspension of local elective officials shall not extend beyond sixty (60) days: Provided, further, That in the event that several administrative cases are filed against an elective official, he cannot be preventively suspended for more than ninety (90) days within a single year on the same ground or grounds existing and known at the time of the first suspension”.

Ani O.P walang  kasong administratibo na sinampa si Mayor Parayno na nakabatay sa nasabincg probisyon ng LGC. Ang  sinasabing reklamo ng 33 kapitans ng LNB-Urdaneta ay isang Manifesto at hindi reklamo ayon sa LGC.

Dahil sa sala ni alkalde at bise alkalde sila ay may pananagutan sa dalawang administrative cases na may parusang 12 buwan na pagsuspinde “effective upon receipt of this Decision”, ayon sa Malacanang.

Sinabi ng source ng writer na ito na ayaw magpakilala na inihatid ng DILG ang order sa opisina ng alkalde noong hapon ng Martes.

Bukod sa mga kasong ito, si Mayor ay nahaharap rin sa ibat iba pang administrative at criminal na kaso gaya ng reklamo sa kanya sa Anti-Red Tape Authority (ARTA) kung saan meron na ring pagsuspinde ng isang taon ang O.P at kasong kriminal at administratibo sa Ombudsman dahil sa pagsampal niya sa cameraman ng provincial government.

Dahil sa pagsuspinde sa dalawa, si City Councilors Franco del Prado at si Warren Andrada, by operation of law, ang tatayong acting Mayor at Vice Mayor dito hanggang Hunyo 30, 2025.

Economics of the Bangus Consignación in Dagupan

Bumped into my kumare' Liezl Caneng and my inaanak Cian at McDonald this afternoon.  Liezl – whose other child is the classmate of my daughter Alex – is a member of the illustrious Caneng bangus consignación (consignment) family). While sipping my brewed refill coffee and munching the contents of my large pack of French fries, I asked her the economics of their family’s buying and selling of the vaunted milkfish of Pangasinan.

 A significant percentage of Dagupan Bangus in Metro Manila are supplied by countless owners of consignacion' (bagsakan) at the fish market in Dagupan City.

She told me in a day the family has four average suppliers from various parts of the province like Dagupan City, Binmaley and Sual towns that bring their truckloads of bangus in the fish market of Dagupan.

“Ganito iyon pare', kung one million pesos and halaga ng bangus ni Mister X, kami ang magbebenta niyan (where buyers come from in and out of the province and where some of them bring trucks to resell the product in Manila). Pagkatapos maibenta kukunin namin ang five percent at ibigay ang 95 percent sa kanya. Ibig sabihin meron kaming P50, 000,” she explained to me.

That would be P200, 000 if the sellers delivered to them P4 million worth of bangus.

“Sila na ang maghahatid dito sa pwesto. Papasok iyong truck nila sa harap ng consignacion at iyong mga tao na nila ang magbubuhat ng banyera-banyerang bangus”.

She said that the family takes care of the sellers by lending them monies to buy feeds for the fish and they would deduct the sum after the product was sold to the buyers.

“Minsan hihiram ang seller ng P100, 000 kaya papahiramin din namin”.

Sometimes, they even deduct one percent of their five percent share to the maintainer of the fishpond (whose owner leaves the selling to him) who sell the bangus to the consignación.

“Inaalagaan din namin siya kasi para sa amin siya magbebenta uli”.

The fish market of Dagupan City hosts countless consignacións that tend their post – surrounded by countless big containers that contain various sizes of milkfish -- 24 hours a day as they cater to customers in Northern Luzon, Metro Manila, and Southern Luzon. These buyers patronize the bangus in the coastal city because of their unique sumptuous taste compare to the milkfish found in other parts of the country.

P’sinan Achieves Big Breakthroughs, Awards in 2024

 LINGAYEN, Pangasinan—Under the stewardship of Governor Ramon V. Guico III, 2024 is a fruitful year of significant strides, accomplishments, successes, and numerous awards for Pangasinan.

As one of the top priorities of the present administration, Gov. Guico led the province in intensifying hospital management and improving health facilities to include the construction of new buildings and purchased of new equipment such as MRI, X-ray machines, CT scan, ultrasound and dialysis machines to realize the goal of transforming all 14 government health facilities into ‘hospitals of choice.’

 

COOPERATION. The launching of the Government Unified Incentives for Medical Consultations or Guiconsulta program which aims to register two million Pangasinenses, is a shining example of genuine care and protection for poor and sick Pangasinenses.

Determined to bring the province’s ‘Preventive Health Care Program’ closer to the people, especially those from the grassroots level, the pro-poor program was intensified through an ordinance duly approved by the provincial board.

Before the launching of the program, the Provincial Hospital Management Services Office (PHMSO) reported that only around 28,000 Pangasinenses were enrolled in the 14 government hospitals under the Konsulta (Konsultasyong Sulit at Tama) program of PhilHealth.

This pushes Gov. Guico to spearhead an intensified campaign to support the program of the state health insurance. As an added assistance, the provincial government grants cash incentives for residents who will avail of the program.

In addition to this, a district hospital in Brgy. Gonzales, Umingan, and the hospital extension of the Eastern Pangasinan District Hospital in Tayug are under construction.

The provincial government likewise prioritized giving free education to deserving Pangasinense youth from low-income families. Thus, the Pangasinan Polytechnic College (PPC) opened its doors to some 700 freshman students last August.

A landmark project of the Guico administration, PPC serves as a gift to Pangasinenses. Following its initial batch of students, the governor disclosed that expansion is in the offing with establishment of more campuses to accommodate more deserving youths throughout the province. This, he previously stated, will be further pushed to realize the goal of producing at least one professional in every Pangasinense family.

The first batch of PPC scholars are currently enrolled for free in courses like Bachelor of Special Needs Education, Bachelor of Multi-Media Arts, Bachelor of Science in Agribusiness, and Bachelor in Public Administration with a Major in Local Governance.

Another historic project to reckon with is the Pangasinan Salt Farm located in Zaragoza, Bolinao. From several years of slumber due to non-operation, the provincial government revived the facility bringing in job opportunities for more than a hundred locals in the area thereby providing revenue for the province.

In 2024, the salt farm was able to produce 6,400 metric tons. As a result, a total sale of over P10 million was generated. The accomplishment rooted in the provincial government’s tie-up with the Philippine Coconut Authority for the latter’s Coconut Fertilization Project for CY 2024.

“We need to drastically reduce our dependency on imported salt and produce 100% of our consumption needs. We must even think of becoming a net exporter of salt in the future,” Gov. Guico earlier said.

On job placements, the provincial government, through the Pangasinan Public Employment Service Office (PESO), facilitated the employment of thousands of job seekers during the regular job fair and caravan in different localities in Pangasinan.

On agriculture, the present administration continuously supports the plight of marginalized farmers in the province.

For the Corporate Farming program, another trademark project of the Guico administration, some 600 hectares of farmlands are now under the program that aims to increase farmers’ production and uplift the lives of local farmers.

“The simple story about corporate farming is that because it is more cost-efficient, a higher yield per hectare is achieved with a lower cost of production,” the governor stated.

Aquaculture, on the other hand, made a significant stride with the Pangasinan Bangus Breeding and Hatchery Project located in Brgy Arnedo, Bolinao at the frontline. The program aims to produce 100 million bangus fry and more than 48 million bangus larvae each year.

Among other continuous projects are various infrastructure projects, such as the big-impact project Pangasinan Link Expressway (PLEX), which broke ground in March 2024, and other regular projects under the engineering office. Social services such as financial and medical assistance to Pangasinenses are also actively carried out with the assistance of the First Spouses League of Pangasinan.

The tireless staccato efforts of the provincial government team (both executive and legislative) for the entire year paid off as numerous awards were given to the province in the forms of the Seal of Good Local Governance Award; Gawad Kalasag Beyond Compliance Award; Top 1 Highest Locally Sourced Revenues in Nominal Terms; Top 1 in Year-on-Year Growth in Locally Sourced Revenues; Region 1’s Top Performing Province in Local Revenue Generation; SubayBAYANI Awards Exemplars (National); Gawad Parangal 2024 Outstanding Provincial Jail, Best Livelihood Program and Best Educational Program:Alternative Learning System; Northern Luzon’s Best Newborn Screening Facilities in Region 1; Region 1 Best Province in Local Tourism Planning; 1st runner-up for Best Tourism Souvenirs (Banaan Museaum Souvenirs); 2nd runner-up for Best International Event Hosting (2nd International Conference on Pangasinan and Bulosan Studies).

On top of all these, Pangasinan was listed as the 7th highest contributor in terms of share to national Gross Domestic Product (GDP) among the 82 provinces in the Philippines and the 14th wealthiest province nationwide with a total asset of P18.36 billion.

Capping all awards and citations, Gov. Guico was listed by Edurank.org as among the Top 79 Notable Alumni of the University of the Philippines (UP) Diliman for his untarnished feats.

Mayaman ang Mangaldan vs. Malasiqui Batay sa Per Capita

MANGALDAN, Pangasinan – Talo ng Mangaldan ang Malasiqui kung pagbabatayan ang annual budget ngayong  taong 2025 at per capita (PC).

Ang budget ng bayang ito sa 2025 ay P501, 334, 234.00 habang ang Malasiqui ay may P542, 600, 608.89 sa nasabi ring taon.

DEMOGRAPHY. Photo above shows some folks in Malasiqui, Pangasinan and at the bottom are some residents of Mangaldan, Pangasinan. The photos have been taken from the information offices of the two first class municipalities.

Ang bayan na ito ay may populasyon na 113, 185 (2020 census) habang ang Malasiqui ay merong 143, 094 (2020 census).

Malaki ng 29, 909 ang populasyon ng Malasiqui sa Mangaldan pero kung kukunin natin ang per capita kontra sa budget nila lalabas na mas malaki ang bahagi ng bawat isang miyembro ng bayan na ito kumpara sa Malasiqui.

Ang Malasiqui ay tinuturing na pinakamalaking bayan sa Pangasinan o Region-1 batay sa dami ng tao niya.

Ang PC ng Mangaldan ay P4, 430 habang ang Malasiqui ay merong P3,792.

Mayaman ng P638 kada tao ang Mangaldan sa Malasiqui sa serbisyong maibibigay sa pamamagitan ng 2025 annual budget niya.

Mga Dorobong Doktors ng RHU Sinabon ni Guv

Napamura si Pangasinan Governor Ramon "Monmon" V. Guico III sa isang pagtitipon ng mga miyembro ng Provincial Health Board (PHB) habang inilabas niya ang galit sa masamang asal ng mga hepe ng mga rural health units (RHUs) ng higanteng lalawigan.

Isa sa ikinagalit ng gobernador ay ang kagustuhan nitong mga matatakaw na mga doktors na dapat kalahati ng salapi na bahagi ng munisipyo galing sa Kunsulta ng Philippines Health Insurance Corporation (PhilHealth) ay mapunta sa bulsa nila.

Isinalaysay niya ito sa Christmas Party ng mga reporters na ginanap sa lawn ng Capitol Resort Hotel na pag- aari ng provincial government.

Aniya ang dapat tatangapin ng isang munisipyo ay biente porsyento (20%) sa P2,100 sa Kunsulta sa susunod na taon kung saan may puntirya si Guico na two milyon na Pangasinenses ang mabiyayaan sa P4.1 bilyon gross na ibabayad ng PhilHealth sa Kapitolyo.

“Why? I just vented out, you know, my feelings. I guess it’s brewing inside me since that meeting. I was just calm and quite but I think realizing that in the context of the PhilHealth not being given the fund it service coming from what is legally theirs,” aniya.

Ang otsenta porsyento (80%) na bahagi ng provincial government sa P4.1 bilyon para sa dalawang milyon na Pangasinenses na mga benepisyaryo ay gagamitin sa pagbili ng mga gamit medikal, pagpakukumpuni ng mga sasakyan gaya ng ambulansya ng 14 provincial owned hospitals, pag upa ng mga manggagawa gaya ng mga doctor at health workers, pagpapatayo ng mga specialty at Apex hospitals dahil wala pang 10, 000 kama ang mga ospital ng lalawigan para gamutin ang mga pasyente na manggagaling sa tatlong milyong populasyon ng Pangasinan.

Ang apex hospital, ayon sa Philhealth, ay “as an end-referral hospital offering specialized services and is contracted as a stand-alone facility by the Philippine Health Insurance Corporation”.

“So iyan ang nangyari. So nikumputan ko sila. Ito pupunta sa inyo P4 million, ibig sabihin iyang P2 million sa iyo lang doctor? Grabe naman ano ang sasabihin ng mga BHW (barangay health workers) 250, 000 minimum ma espend sa buong population mga BHW sa buong bayan. Ano ang sasabihin nila sa inyo?”

Noong nagtanong siya sa Commission on Audit sinabi sa kanya na hanggang biente porsiyento (20%) lang ang pwedeng maidagdag sa basic pay ng isang hepe.

“I didn’t like the attitude I was just like quite. I did not like the attitude of some and not everybody and they were petitioning and writing the PhilHealth directly without even informing me as Chairman of the Provincial Health Board na sana iyong share mapunta sa kanila. Kasi we are always for that, ngayon ko lang nilabas ito ayaw ko sanang ilabas but I think binibira (ako) sa outfit nila”.

Ani Governor Guico na nagpapakalat pa ng mga disinformation at nagbabanta pa itong mga RHU chiefs sa mga nasasakupan nila na pagsumali sila sa GuicoKonsulta -- kung saan nagbibigay ang Kapitolyo ng P200 na pamasahe sa mga maralita -- at sa programa ng PhilHealth na ito na hindi na sila makakalapit para humingi ng medikal na tulong sa RHU.

“Pag diyan kayo magpa-register wala na kayong gamot sa RHU. Matatakot iyong mga poor constituents natin, di ba? So iyan iyon”.

Dahil diyan napasambit ang gobernador ng "f____ y__" sa galit niya sa pagtitipon ng PHB sa mga wala doong mahigit kumulang biente na mga doctors.

“Itong magandang programa natin sabi ko ang pipipigil iyang iilan sa inyo, ito’y para sa inyo: “f____ y__!” sabi ko. Kasi at the expense of all of us Pangasinenses tapos iilan lang sila, di ba?” paliwanag ng gobernador sa mga reporters.

How to win a senatorial seat in the Philippines?

GMA Network Chief Marketing Officer Lizelle Maralag explained in 2022 that airing a 30-second advertisement on the network's shows can range from P420,000 to P646,000, according to the rate cards of that year.

A senator -- from this writer viewpoint -- needs three ads in one day that would be, sanamagan, a staggering P1, 938, 000!

Campaign period for senators starts on February 11, 2025 to May 10, 2025 or 89 days.

With three ads a day a candidate needs to reach the people all over the country, he/she needs P172, 482, 000 or double the amount (P344, 964, 000) if he/she needs to advertise himself/herself with the same frequency or more with the less prestigious TV stations in the country. Candidates in the 2022 senatorial poll used them.

The early a candidate avail the expensive TV ads the more chances his/her political stocks spikes at the polls.

NOW, MY POSER: WHERE DID THE CANDIDATE GET THIS HUGE AMOUNT TO BANKROLL HIS/HER CANDIDACY?

First time ng Department of Public Works & Highway (DPWH) magka one trillion pesos mark (P1.007-T) sa 2025 budget kahit na ito'y binawasan ni President Marcos ng P26.065 billion thru veto power.

Bakit anlaki ng budget ng DPWH?

Diyan kinuha ang pondo ng gobyerno sa mga infrastructures gaya ng kalsada at tulay. Diyan din binabawas ang mga cut o S.O.P ng mga Congressmen at Senador sa mga contractors na gumagawa ng mga infras.

Kaya wag magtaka pag majority ng Kongresmen loyal sa Malacanang. Pag walang S.O.P na umaabot ng P200 million kada taon (sa isang Distrito na may alokasyon na P1 billion), malaking tsansa matatalo ang Tongressman sa halalan dahil kukulangin siya sa pambili ng mga boto at iba pa.

Bakit naman hinahayaan ito ng Palasyo?

Pag walang cut, matagal nang na IMPEACH ang mga Presidente kasi wala ng utang na loob ang mga mambabatas. Pwede silang pag tripan ng mga lawmakers sa mga kasalanan nilang pangungurakot at iba para matanggal sila sa puesto.

Walang Presidente ang may gusto ng ganito.

Kaya itong kalakalan na tinatawag na pork barrel na nagsimula pa noong panahon ni Kopongkopong ay mutually beneficial sa Presidente at mga Kongresmen.
