The following local government units (LGUs) below are the top 15 vote rich cities and towns and the number of their voters in thousands in the Northern Luzon’s province:

1.    Dagupan City :       123, ,927

2.    San Carlos City:     119, 210

3.    Urdaneta City:         87, 216

4.    Malasiqui:               79, 795

5.    Bayambang:            76, 343

6.    Lingayen:                64, 696

7.    Mangaldan:              63, 242

8.    Binmaley:                60, 550

9.    Calasiao:                 59, 823

10.  Alaminos City:          57, 167

11.  San Fabian:              55, 152

12.  Umingan:                 54, 252

14.  Santa Barbara:         51, 281

15.  Pozorrubio:              50, 849

Some of the first class towns like Lingayen, Mangaldan, Binmaley, and Sta. Barbara have reduced their number of registered voters and changed ranks compared to the Comelec data acquired by this writer in 2018.

For example in 2018 Lingayen and Mangaldan have 66, 286 and 65, 115 electorates respectively while in April 19, 2021 record they have 64, 696 and 63, 242 registered voters.

These changes as published at the blog and newspaper cited a Comelec official who furnished the data: “(the numbers could) be reduced by hundreds only because of the deletion on the multiple registrations, validation, change of residence, and others by the Electoral Regulation Board (ERB)”.

Concerning the number of voters, San Fabian Mayor Danny Agbayani told this newspaper that the 52, 334 voters in the 2018 data only saw 45, 000 voters cast their ballots. A Congressman told recently this writer that the 190, 067 voters of the towns of Mangaldan, San Fabian, Manaoag, and San Jacinto of the Fourth Congressional District for the governorship race next year will only see 150, 000 voters going to the precincts to cast their votes.

If 80 to 85 percent of the voters practice their Right of Suffrage, this writer deduced that with the  1,946, 564 voters of Pangasinan only 1.6 million will vote for the re-elective governor Amado “Pogi” Espino, III and challenger Fifth District Rep. Ramon “Mon-Mon” Guico, III in case their battle royal comes into fruition.

In the National Statistics Office ’s census Dagupan City and the vote rich Pangasinan province have 171,271 and 2,956,726 population, respectively.

But rule of the thumb will give them 300, 000 and 4,000,000 demographic numbers, respectively.

The city and the province have been the primary itinerary of presidential and senatorial candidates one year before the May 9, 2022 National and Local Election before they make their stumps in the Visaya and Mindanao's regions.

In March 5, 2021 this writer was tapped by the public relation staff of former Speaker Alan Peter Cayetano to provide reporters to cover his dole outs of financial aid and bags of grocery items  to thousand of the ecstatic” barangay health workers (BHWs), nutrition scholars, and service point officers in Dagupan City. The media estimated the extraordinary generosity to worth more or less P1 million.

Probable candidates for the presidential elections like Senators Grace Poe and Manny Pacquiao, Davao City Mayor Sarah Duterte and Ferdinand Marcos, Jr. and those for the Senate and Partylists are expected to have their whistle stop this early in the city as they barnstorm the country.

Some of them have already this early joined the ingratiation game  to those expensive 30 seconds three times a day or more advocacy advertisement in each of the national televisions like GMA-7 and the Kapamilya Channel (former ABS-CBN).

The top ten vote - rich provinces in the Philippines are Cebu, Cavite, Pangasinan, Laguna, Negros Occidental , Bulacan, Batangas, Rizal, Iloilo, and Nueva Ecija where national candidates visited first after they left their based in Metro Manila (Gmanetwork.com).

This newspaper will soon publish the number of registered voters in the six congressional districts of the province and the probable strategies of some congressional candidates how to snare the votes there to win the next year’s poll.
