LINGAYEN, Pangasinan – Here’s for the School Division
Offices (SDO) of the Department of Education (DepEd) in the country.
The visionary head of the 15, 000 strong teachers of
DepEd Pangasinan-1 exhorted the local government units (LGU) in the barangays and towns in Pangasinan to
contribute sums for the construction of a gymnasium to every public school in the
barangays.
“Iyon ang problema.
Iyong mga bata wala sila mapuntahan na paglaruan kasi wala silang bubong kasi
limited lang ang classroom. Tapos graduation nila mainit,” newly appointed
acting School Division Office Superintendent Sheila Marie Angeles-Primicias,
CESO VI, told subordinates and the 22 town mayors and their representatives
during her recent State of the Division Address (SODA) held at the DepEd
Division Office here.

Encouraged by her experience as acting City SDO in the
mammoth San Carlos City when she buoyed up 12 barangay chairmen, the mayor, and
stakeholders there to build gymnasium that cost P1 million to P1.5 million
each.
“Ibig sabihin noon
iyong IRA ng mga barangay makipag tulungan ang mga barangay. So what they will
do for the IRA they will build posts, then the mayor will take care of the
bubong. Kasi mas ma multiply nga iyong funds for example share ng IRA ng LGU”.
When asked that the yearly Internal Revenue Allotments (IRA) of the village LGU from the national government is limited, Primicias
cited that the endeavor is by phases through the cooperation of the village and
their officials, solicitation from the alumni of the school there, and other
means like fundraising.

She told this laudable project to the 22 mayors from
central Pangasinan to western Pangasinan during her courtesy calls to them when
she was appointed as SDO acting superintendent in September 18, 2019.
“So ang gagawin ko
ay follow up na lang. The initial step kung ano na ang mangyayari. Definetely,
I will have a convergence of stakeholders sa mga barangay councils para marami
sila matutunan,” she stressed.
Primicias, a school principal at age 25, said she told barangay officials to consult the specifications of the
materials to the town officials before they construct the posts.
Meantime, just like the feat she did to the City School
Division Office in San Carlos by steering it to become the first full certified
International Standardization for Organization (ISO) in the Philippines, she minted the
SDO here in just 50 days from her
target of 60 days.
It was her response to the national government’s Executive
Order No. 605 of 2007 directing all government agencies to adopt the ISO
standards as part of the implementation of the government-wide quality
management program.
