PERYAHAN NG BAYAN VS SPEED GAME

DAGUPAN CITY - A
member of Congress said that the hearing for the legality of a number game in
Pangasinan that should be held in December 17 last year was indefinitely
postponed this month for reason beyond his knowledge.
The solon, who asked for anonymity, said that the 65 -
members Committee on Games and Amusement chaired by Representative Eric Go Yap should
be probing the complaint on the operation of Globaltech Mobile Online Corporation’s Peryahan ng Bayan (PnB)
in the huge province but was indefinitely postponed for the second time.
Scheduled, he cited, last December 17, 2019 it was reset
in the third week of January this year and again postponed to a date beyond his
knowledge.
The hearing for the legitimacy of PnB was due to the clamor
by various sectors that Authorized Agent Corporations (AAC) Speed Game, Inc. of
the Small Town Lottery (STL), should be the one operating the number games in
the province.
PnB has been doing business in Pangasinan since January
last year. It resumed operation after President Rodrigo lifted the suspension
of the Small Time Lottery in August 2019 after he suspended it in July 27, 2019.

“Pending
investigation, lahat ho ng laro
ng (all games such as) lotto, STL (small town lottery), Peryahan ng
Bayan, or whatever nature…. I said all gaming activities, gambling, that got
their franchise from government through PCSO are, as of today, suspended or
terminated because of massive corruption," Duterte said in a
television message on July 26,2019 evening.
A source at the STL, who asked not to be named, said that
the January 2020 hearing will stamp-out with finality the operation of the PnB
in lieu of the Speed Game, Inc .because it is the AAC of the PCSO.
“Matatapos iyong
issue sa January 2020 na iyan. Pinostphone para pagbigyan ng December ang
mataas na tao sa PCSO,” he cited.
He said that PnB only remit P11.2 million monthly “direct
cost” of its revenue to the PCSO while Speed Game gives P59 million.

Since its operation in January 4, 2018, SGI has remitted
P3.9 million a day or P177 million Presumptive Monthly Retail Receipt
(PMRR) to the PCSO where the latter use them as funds for the social and
medical needs of the indigents all over the country.
PCSO Chairman Anselmo Simeon P. Pinili furnished
last February 16, 2019 the National Bureau of Investigation Director Dante A.
Gierran about his letter to President Rodrigo Duterte on the illegal and
unauthorized operations of PnB that has been adversely affecting the
operations of PCSO’s Small Town Lottery Authorized (STL) Agents.
The source cited the Chairman Yap of the Games & Amusement
is a neophyte partylist congressman who has powerful backers.

He said some of the backers of Yap are Deputy Speaker
Paolo “Polong” Duterte, Majority Floor Leader Martin Romualdez, and Pampanga
Congressman Juan Miguel “Mikey” Arroyo.
“President of the
party is Mikey Arroyo. May control iyan. Ang mangyayari pag may nilalambing
sila wala silang magagawa sa PCSO kung
inaano iyan”.
Among the 65 congressmen’s members of the Committee on
Games & Amusement are Pangasinan Representatives Tyrone Agabas, Arnold
Celeste, Jumel Espino, and Ramon Guico III.
